2010, was held on October 7, 2010 , Council Chambers, Memorial Ocatd)er 7, 2010
Municipal Building, 61 Cooke Avenue, Carteret, New Jersey.

Also noted present was Kathleen M. Barney, Municipal Clerk and
Robert Bergen, Borough Attorney.
The Clerk stated that on January 4, 2010 the 2010 Annual Notice SIA'III"M OF [ EE M
was mailed to The Home News Tribune, The Star Ledger and NMCF
posted on the Bulletin Board. It was published in The Home News
on January 6, 2010 and in The Star Ledger on January 8, 2010.
The meeting was opened with a minute of silent prayer and the Silent Prayer/
Pledge of Allegiance led by Mayor Daniel J. Reiman. Pledge of Allegiarce
[III M FOR APFRWAL Upon MMS &C by Councilmembers Diaz and Sitarz and
unanimous affirmative vote of the fill Council present the Minutes
of September 23, 2010 were approved and transcribed and
engrossed by the Clerk.
FrDai Y1TIm Mayor Reiman then read the following Proclamation into the
Prevention record:

Nbnth - txtobar 2010" Crime Prevention Month — October 2010.
"WHEREAS, the vitality of our town depends on how safe we
keep our homes, neighborhoods , schools, workplaces and
communities;
WHEREAS, crime and fear of crime destroy our trust in others and
in civic institutions, threatening the community's health, prosperity
and quality of life;
WHEREAS, people of all ages must be made aware of what they
can do to prevent themselves and their families, neighbors and co-
workers from being harmed by crime;
WHEREAS, the personal injury, financial loss and community
deterioration resulting from crime are intolerable and require
investment from the whole community;
WHEREAS, crime prevention initiatives must include self -
protection and security, but they must go beyond these to promote
collaborative efforts to make neighborhoods safer for all ages and
to develop positive opportunities for young people;
WHEREAS, adults must invest time, resources and policy support
in effective prevention and intervention strategies for youth and
teens must be engaged in driving crime from their communities;

WHEREAS, effective crime prevention programs excel because of
partnerships among law enforcement, other government agencies,
civic groups, schools, faith communities, businesses and
individuals as they help to nurture communal responsibility and
instill pride;
NOW, THEREFORE, I, Mayor Daniel Reiman do hereby proclaim
October 2010 as Crime Prevention Month in the Borough of
Carteret and urge all citizens, government agencies, public and
private institutions and businesses to invest in the power of
prevention and work together to make the Borough of Carteret a
safer, stronger, more caring community. "
Mayor Reiman said the crime stats were printed just recently on
data universe and lie did a comparison, picking a random number
of eight (8) years, showing crime is down 24 %.
Councilmember Naples agreed saying they also did a nice visual
and when you look at it an impact is really made.

Resolutions Cast: 8. Designating Butter Construction as the Conditional
Redeveloper of a Portion of the Middlesex Avenue
Redevelopment Area.
%yor Reinm Mayor Reiman referred to Resolution #2 explaining that this is the
UEZ Zone that has previously funded $500,000.00 to the
construction of the Health and Wellness Center and that this
$500,000.00 isn't for acquisition but it is for the expansion of the
parking facilities within this area, to create a downtown parking
area on Cooke Avenue and part of Romanowski . He said it is a
$500,000.00 grant from the UEZ. They have applied and they need
our consent to apply to the State Department of UEZ. .
Mayor Reiman referred to Resolution #8 explaining this is the four
(4) acre track off of Middlesex Avenue and Industrial Road and
that our last meeting we designated Newman Refrigeration as a
part developer for a portion of the site, which Butter Construction
has proposed to develop.
Mayor Reiman then asked if there are any questions from the
Council on Resolutions Fl thru F8.
There were no questions from the Council.

ordered to be paid. Upon individual roll call vote, Councilmembers
Bellino, Diaz, DiMascio, Krum, Naples and Sitarz voted in the
Affirmative.

Upon MMS &C by Councilmembers Diaz and Sitarz and
unanimous affirmative vote of the full Council present, all Reports
were ordered to be received and placed on file.
BIBMIESS TO BE BUSINESS TO BE ADDED
hhyor Reinmi Mayor Reiman said we have two pending retirements in the Fire
Department , Virag and Captain Gadomski. They have filed their
paperwork to retire early next year. He said he and the Fire
Commissioner will be interviewing the next batch of Captains and
they will talk to the union on how we can fill those positions,
depending on the budget. He went on to explain that we have
always been building a little trust fund for retirements, but, we
anticipate getting hit this year and early next year with substantial
amount of retirements in police and fire because of Governor
Christie's proposal to change the formula, which would be (a) they
are looking to extend the number of years an employee would need
to retire and (b) the older officers, based upon contract and case
law, when they retire they are allowed X amount of their sick time
and vacation time, so it would be a typically $50,000.00 to
$70,000.00 severance pay. He asked that we have an active Fire
Captain, Firefighters and Police list.

Councilmember Bellino asked if based off the demand and the Co=iburber Bellino
positioning is it required to have X amount of Captains,
Lieutenants and other leadership capabilities on the front line.
Mayor Reiman explained we would have to address the contract. %yor Re-iR m
He said the Fire Department specifically lays out the number of
officers, which is five (5) Captains, four (4) the way they work
now, which is twenty -four (24) on, seventy -two (72) off and
four (4) platoons, so there is one (1) Captain per platoon. He said
the other Fire Captain is also the Fire Official who works a four (4)
day work week and oversees fire inspection services for the
Borough. He said he addressed , with the Union President and the
Fire Chief, how we can sit back and perhaps save some money
and even if we are obligated to have X amount perhaps we can
delay the implementation to save dollars for a short period of time.
He went on to explain the other part of it is that we are obligated
under our Federal Grant to maintain the level of personnel (year to
year) basis because we accepted and received a grant to lure two
(2) additional fire fighters over a five (5) year period. He explained
in the past we have operated as low as sixteen (16) and we are now
on twenty -two (22) and the range has been anywhere from twenty
(20) to twenty -two (22). He said we have two (2) additional fire
fighters, now funded by the feds and partially funded by our
business conununity and although we are not required to have that
same number for twelve (12) calendar months, by the end of the
year (year to year) we do have to have the same number of
personnel in the department to maintain our eligibility for the
grant.
Councilmember Bellino said he did not understand and questioned Cmur-i_1nadber Bellino
if we are top heavy, at this point, would it be easier or fairer
served to have more Indians instead of chiefs, so to speak.
Mayor Reiman said it is something we need to address with the %yor Reiman
FMBA during negotiations.
