CALL TO ORDER
The Regular Council Meeting of November 21, 2005, was convened at 6:00 P.M. by Mayor
John Landwehr.
Prayer was offered by Councilman Cindy Layton, followed by the Pledge of Allegiance.
ROLL CAL
The following Council Members were present for the roll call:
Present: Berry, Brown, Crane, Ferguson, Harvey, Layton, Martin, Pope,
Schnitzler, and Vogel
Absent: None
A quorum was declared present.
PUBLIC HEARINGS
(a) Preliminary and Final PUD Plan for 2423 and 2427 Beasley Court.
City Planner Janice McMillan made a presentation explaining the background of the
proposed PUD Plan. Following her presentation, no one requested to speak in favor of, or
opposition to, the proposed rezoning. Mayor John Landwehr declared the evidentiary
portion of the public hearing concluded and stated the Council will now take up the
associated pending bill.
Bill 2005 -107, sponsored by Councilman Brown, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, APPROVING A
PRELIMINARY AND FINAL PUD PLAN FOR FRIENDSHIP TOWNHOUSE SUBDIVISION,
LOCATED ON A 0.86 ACRE TRACT ADDRESSED AS 2423 AND 2427 BEASLEY
COURT, JEFFERSON CITY, COLE COUNTY, MISSOURI.

Separation; Setbacks for Cluster and Compact Housing; and Off - Street Parking and
Loading Requirements.

amendments. Following her presentation, no one requested to speak in favor of, or
opposition to, the proposed amendments. Mayor John Landwehr declared the evidentiary
portion of the public hearing concluded and stated the Council will now take up the
associated pending bill.
Bill 2005 -112, sponsored by Councilman Brown, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING CHAPTER 35,
ZONING CODE TEXT; SPECIFICALLY LAND USE MATRIX, ACCESSORY BUILDINGS
AND STRUCTURES, SPECIFIC USE STANDARDS, DENSITY AND DIMENSIONAL
STANDARDS, LOT MEASUREMENT AND EXCEPTIONS, MULTI - FAMILY BUILDING
SEPARATION, SETBACKS FOR CLUSTER AND COMPACT HOUSING, AND OFF -
STREET PARKING AND LOADING REQUIREMENTS.
Councilman Brown requested that Bill 2005 -112 be placed on the Informal Calendar at this
time to allow the Council more time to read all the proposed changes.
(c) Amending Code Pertaining to Flood Hazard Regulations.
City Planner Janice McMillan made a presentation explaining the proposed regulations.
Following her presentation, no one requested to speak in favor of, or opposition to, the
proposed regulations. Mayor John Landwehr declared the evidentiary portion of the public
hearing concluded and stated the Council will now take up the two associated pending bills.

ANNOUNCEMENTS OF OTHER UPCOMING MEETING AND EVENTS
Councilman Mike Harvey reminded citizens that the Moving Wall Vietnam War Memorial
will be in Jefferson city November 22 -28 and invited everyone to attend.
Councilman Edith Vogel announced the Living Windows will be held in the downtown

business district on Friday evening, December2, and the Christmas parade will be held the
next afternoon. Captain Jim Johnson announced that the Police Department will be closing
off High Street from Friday night until after the parade the next day to make it safer for
children who attend the parade.

A motion was made by Councilman Kenneth Ferguson to approve the appointments as

PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS
Mr. Dan Cassidy made a presentation regarding how the application process works and grant
application for tax credits regarding an agricultural heritage project. He distributed a brochure
explaining the proposed Rural Heritage Museum & Homestead toward which the grant would be
applied. He stated he would be asking the Council to adopt a resolution at its next Council
Meeting endorsing the project, and explained it would not involve any city funding.

A motion was made by Councilman Kevin Brown to approve the Consent Agenda as presented,

passage. A motion was made by Councilman Michael Berry to accept the Substitute to Bill 2005-
98 which was previously distributed, the motion was seconded by Councilman Mike Harvey, and
approved unanimously. Bill 2005 -98 was then passed, as substituted, by the following roll -call
vote as Ordinance 13981:

A motion was made by Councilman Mike Harvey to approve item (a), seconded by Councilman
Michael Berry, and approved unanimously.
A motion was made by Councilman Kenneth Ferguson to approve item (b), seconded by
Councilman Cindy Layton, and approved unanimously.
GO INTO CLOSED SESSION
Mayor John Landwehr stated that, pursuant to Sec. 610.021 of the Revised Statutes of Missouri,
he would entertain a motion for the Council to go into Closed Session to discuss the following:
a. Real Estate [Sec. 610.021.(2)]
A motion was made by Councilman Jonathon Schnitzler to go into Closed Session, seconded
by Councilman Cindy Layton, and approved unanimously by the following roll -call vote at 7:25
P.M.:
