The following were noted present: Councilmember Vincent Bellino Dennis DiMascio Randy Krum " Susan Naples " Joseph W. Sitarz Noted Absent was Mayor Daniel J. Reiman and Councilmember Jorge Diaz. Also noted present was Kathleen M. Barney, Municipal Clerk and Robert J. Bergen, Borough Attorney. In the absence of Mayor Reiman the meeting was conducted by Council President Randy Krum. The Clerk stated that on January 4, 2010 the 2010 Amoral Notice was mailed to The Home News Tribune, The Star Ledger and posted on the Bulletin Board. It was published in The Home News Tribune on January 6, 2010 and The Star Ledger on January 8, 2010. AGENDA MEETING November 4, 2010 PRESENT Clerk's Note STATEMENT OF MEETING NOTICE NOVEMBER 4, 2010 Minute of Silent Prayer /Pledge of Allegiance The meeting was opened with a minute of silent prayer and Pledge of Allegiance led by Council President Krum. MINUTES FOR Upon MMS &C by Councilmembers APPROVAL unanimous affirmative vote of the present, the Minutes of October 21, transcribed and engrossed by the Clerk. Sitarz and Bellino and five (5) Councilmembers 2010 were approved and ORDINANCE #10 -13 ORDINANCE 410 -13 was introduced and adopted on First "Capital Improvement Reading and the Clerk authorized and directed to advertise same Appropriating for Public Hearing to be held on November 18, 2010, 6:00 P.M., $400,000 for Various Capital Improvements upon MMS &C b Councilmembers Sitarz and Bellino. Upon Y individual roll call vote Councilmembers Bellino, DiMascio, Krum, Naples and Sitarz voted in the Affirmative. Councilmember Diaz was noted Absent. First Reading "AN ORDINANCE PROVIDING FOR IMPROVEMENTS FOR THE BOROUGH OF CARTERET, COUNTY OF MIDDLESEX, NEW JERSEY, APPROPRIATING $400,000 FROM THE CAPITAL IMPROVEMENTS OF THE BOROUGH FOR THE COST THEREFOR" RESOLUTIONS Directing the Issuance of Various Raffle Licenses. Authorizing the Issuance of a Taxicab Driver's License — Anwar U. Janjua. Authorizing the Issuance of a Taxicab Driver's License — Adaiberto G. Visciglia. Refund of Tax and /or Sewer Fee Overpayments. Authorizing Bids for 2 School Buses. Providing for the Transfer of Surplus Funds. NOVG1IBER 4, 2010 Resolutions #10 -254 thru #10 -258 were introduced by the Council President and referred to the Council for action. RESOLUTION #10 -254 "AUTHORIZING THE ISSUANCE OF A TAXICAB DRIVER'S LICENSE — ANWAR U. JANJUA" RESOLUTION #10 -255 "AUTHORIZING THE ISSUANCE OF A TAXICAB DRIVER'S LICENSE — ADAIBERTO G. VISCIGLIA" RESOLUTION #10 -256 "REFUND OF TAX AND /OR SEWER FEE OVERPAYMENTS" RESOLUTION #10 -257 "AUTHORIZING BIDS FOR 2 SCHOOL BUSES" RESOLUTION #10 -258 "PROVIDING FOR THE TRANSFER OF SURPLUS FUNDS" were Adopted. Upon invidivual roll call vote Councilmembers Bellino, DiMascio, Krum, Naples and Sitarz voted in the Affirmative. Councilmember Diaz was noted Absent. Please note that Resolution #1 "Directing the Issuance of Various Raffle Licenses ", was omitted from the Consent Agenda. Upon MMS &C by Councilmembers Sitarz and Naples, all bills appearing on the prepared list, properly audited and signed were ordered to be paid. Upon individual roll call vote, Councilmembers Bellino, DiMascio, Krum, Naples and Sitarz voted in the Affirmative. Councilmember Diaz was noted Absent. He referred to a letter that was sent on January 7` The Municipal Clerk advised Councilmember DiMascio to check with Patty Ercolino, who prepares the List of Bills. Council President Krum directed the Municipal Clerk to check into that. APPLICATIONS The Clerk stated that she was in receipt of an Application from Nasralah Nasralah Nasralah Nasralah (AKA, LLC.) Application for New Liquor (ADA, LLC.) License, Re: Mama Maria's. Upon MMS &C by Councilmember Sitarz and Naples and unanimous affirmative vote of the five (5) Councilmembers present, it was accepted and sent to the Police Department for review. REPORTS Clerk's Office — October 2010. Inspection of Buildings — October 2010. Upon MMS &C by Councilmembers Bellino and Naples and unanimous affirmative vote of the five (5) Councilmembers present, all Reports were ordered to be received and placed on file. NOVEMBER 4, 2010 BUSINESS TO BE ADDED: BUSINESS TO BE ADDED Councilmember DiMascio said everything is going good and he wanted to congratulate Councilmembers Bellino and Diaz and Councilman Mayor Reiman on winning the election. DiMascio Councilmember Bellino said he appreciated the help and support Councilmember lie received from his constituents and his piers on the dias. Bellino Councilmember Naples congratulated Councilmembers Bellino Councilmember and Diaz and Mayor Reiman for a nice clean election and said the Bellino "people have spoken" and wished them luck. Council President Krum congratulated our Councilmen and the Council President Mayor again, commenting it is always wonderful to have a nice Krum clean election, work hard and have the people go out and see what we are doing out there and we will be moving forward in the next couple of years. Councilmember Sitarz congratulated Councilmembers Diaz and Councilmember Bellino and all the people that gave us the support that we needed Sitarz and all the workers that helped us. Progress. Upon MMS &C by Councilmembers Naples and Sitarz and PUBLIC DISCUSSION unanimous affirmative vote of the five (5) Councilmembers present, the meeting was opened for public discussion. There was no discussion from the public. Upon MMS &C by Councilmembers Bellino and Naples and Public Portion unanimous affirmative vote of the five (5) Councilmembers Closed present, the public portion of the meeting was closed. NOVEMBER 4, 2010 ADJOURNED Council members present, the meeting was Adjourned at approximately 6:07 P.M.
