CALL TO ORDER Mayor Fish called the City Council Special Meeting to order at 6:30 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: Councilmember— Man, Sternquist, Yu, Chavez, Fish ABSENT: Councilmember — None ALSO PRESENT: City Manager Cook, Assistant City Attorney Murphy, City Clerk Kuo 3. PUBLIC COMMENTS — None 4. CLOSED SESSION A. Purpose: Pending Litigation Potential Cases: One (1) Authority: Government Code Section 54956(a) Matter: City of Temple City et al v City of EI Monte et al, Los Angeles Superior Court Case No: 19STCP00254 Representatives: City Attorney B. Purpose: Conference with Labor Negotiator Authority: Government Code Section 54957.6 Agency Representative: City Attorney and City Manager Employee Group: Temple City Employee Association, Unrepresented General, Part -Time Employees City Council recessed to closed session at 6:31 p.m. and reconvened with all members present at 7:29 p.m. CLOSED SESSION STATEMENT Assistant City Attorney Murphy reported that City Council met in Closed Session regarding Item 4A "Pending Litigation". There is no reportable action. City Council Minutes April 16, 2019 Page 2 of 3 Assistant City Attorney Murphy reported that City Council met in Closed Session I regarding Item 4B "Conference with Labor Negotiator". There is no reportable action. A. APPROVAL OF RESOLUTION NO. 19-5394 TO APPROVE THE ROAD REPAIR AND ACCOUNTABILITY ACT (SB 1) PROJECT LIST FOR FISCAL YEAR 2019- 20 To be eligible to receive Road Maintenance and Rehabilitation Account (RMRA) funds each fiscal year, the Guidelines require that cities submit to the CTC a list of projects that will utilize RMRA funds for the following fiscal year no later than May 1 each year. City Manager Cook gave a brief summary of the staff report. Mayor Fish opened public comment. Hearing no request to speak, Mayor Fish closed public comment. Mayor Pro Tem Chavez made a motion to: 1. Approve Resolution No. 19-5394 (Attachment "A") to approve the resurfacing ' of various streets citywide as Temple City's designated project for Road Maintenance and Rehabilitation Account (RMRA) funds for Fiscal Year (FY) 2019-20 pursuant to Senate Bill 1, the Road Repair and Accountability Act of 2017 (SB 1); 2. Direct the City Manager to include the corresponding Capital Improvement Projects (CIPs) in the FY 2019-20 City Budget including RMRA funds and the required General Fund maintenance of effort match; and 3. Authorize the City Manager to submit the required documents and information to the California Transportation Commission (CTC) for the City to receive RMRA funds. Seconded by Councilmember Man and carried by the following votes: AYES: Councilmember — Man, Sternquist, Yu, Chavez, Fish NOES: Councilmember — None ABSTAIN: Councilmember — None ABSENT: Councilmember — None City Council Minutes April 16, 2019 Page 3 of 3 ' 6.
