Reiman, Sunday, January 2, 2011, 11:00 A.M., at the Thomas J. Deverin Community Center, 100 Cooke Avenue, Carteret, New Jersey. Upon individual roll call vote the following were noted present: Councilmember Vincent Bellino " Iris Colon " Jorge Diaz " Randy Krum " Susan Naples " Joseph W. Sitarz Also noted present was Municipal Clerk, Kathleen M. Barney and Borough Attorney Robert J. Bergen. 201 COUNCIL ADJOURNMENT SINE DIE Mayor Reiman asked for a motion to Adjourn the 2009 Borough Council Sine Die. There being no further business, the Borough Council Of 2010 Adjourned, Sine Die, upon MMS &C by Councilmembers and Diaz and Sitarz and unanimous affirmative vote of the full membership present. OATNS OF OATHS OF OFFICE: OFFICE Mayor —Elect Daniel J. Reiman Councilmember -Elect Vincent Bellino Councilmember —Elect Jorge Diaz 2 JANUARY 2, 2011 Mayor Reiman than asked Senator Vitale to administer the Oaths Mayor Reiman of Office and he then recognized some of the dignitaries that were present. They were Assemblyman John Wisniewski, Assemblyman Craig Coughlin, Deputy Director of the Middlesex Freeholder Board, Ron Rios, Mayor of Woodbridge, John McCormac, recently retired Mayor of Keyport, Mayor Bergen, the Honorable Judge Alan Comba, former Councilman Frank James, former Councilwoman Iris Colon, former Councilman Willian Feingold and former Councilman Joe Wutkowski. He also recognized a former member of the Governing Body of Lacey Township, Tony Neibert. Senator Vitale Administers Senator Vitale administered the Oath of Office to Councilman Oaths Office: Vincent Bellino. At this time Councilman Bellino took his seat on Vincent Rellino the Bias. Senator Vitale administered the Oath of Office to Councilman Jorge Diaz Jorge Diaz. At this time Councilman Diaz took his seat on the dial. Senator Vitale administered the Oath of Office to Mayor Daniel J. Daniel J. Reiman Reiman. At this time Mayor Daniel J. Reiman took his seat on the lias Mayor Reiman then asked for a moment of Silence for Thomas Moment of Deverin who had been on the Board of Education, a Councilman Silence, Re: and the Mayor of Carteret. Thomas Deverin 3 JANUARY 2, 2011 Mayor Reiman Mayor Reiman then spoke on how today he had the opportunity to take the Oath of Office of Mayor of this community. He spoke about the improvement of the re- development of the town and how our record achievement speaks for itself. He spoke of the overwhelming mandate he received in November, that it was one of the largest victories in the Borough's history and it sent a clear and safe message that Carteret residents and voters overwhelmingly approved the right to make Carteret a (inaudible) and it is clear that our conununity is united and stands together for a better community. He went on to say eight (8) years ago he asked for our support in building a better Carteret and for the opportunity to lead this town and share his vision of what Carteret can become and we have accomplished so much as a small town and over the past few years have improved the quality of life for our residents. He thanked the residents for their support and he thanked the municipal employees, who are a dedicated and hard working group. He recognized the volunteers who serve on our various boards and agencies. He thanked his campaign staff who worked countless hours spreading the message of our accomplishments. I-Ie thanked his family and friends and Judy. He said this year the Borough's Health and Wellness Center will open which will be operated by Robert Wood Johnson with a long term lease agreement, that should provide millions of dollars to the Borough of Carteret. He said our pier extension has begun and will be completed by the years end and Sullivan Field has one (1) million dollars in upgrades when it opens this spring. He said our future projects will include dredging at the waterfront park to make way for our future marina and we recently entered into an agreement with DuPont for upgraded parking and development for our long anticipated ferry terminal along the waterfront. He said so much has been accomplished but there is so much more to do and advised the 2011 Council to sit back and buckle their seat belts for all the work that has to be done. He spoke on how the administrations philosophy from day one was of honesty and integrity of which they will serve the people of Carteret throughout their term. 4 JANUARY 2, 2011 ROLL CALL 2011 BOROUGH COUNCIL Upon individual roll call vote the following were noted present: Councilmember Vincent Bellino " Jorge Diaz " Dennis DiMascio " Randy Krum " Susan Naples " Joseph W. Sitarz STATEMENT OF MEETING NOTICE The Clerk stated that notice of this meeting was mailed to The Home News Tribune, The Star Ledger and posted on the Bulletin Board on December 28, 2010. It was published in The Home News Tribune on December 30, 2010 and in The Star Ledger on December 29, 2010. INVOCATION The Very Reverend Taras Chubenko gave the invocation. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Mayor Daniel J. Reiman. ROLL CALL 2011 BOROUGH COUNCIL STATEMENT OF MEETING NOTICE OWN 5 JANUARY 2, 2011 Mayor Reiman then recognized former Councilmember John DuPont and Assemblyman Craig Coughlin. NOMINATION & NOMINATION AND ELECTION - 2011 BOROUGH ELECTION - COUNCIL PRESIDENT. 2011 BOROUGH COUNCIL PRESIDENT The nomination for Councilman Vincent Bellino for Council Vincent Bellino President was made upon MMS &C by Councilmembers Diaz and Sitarz . Upon individual roll call vote Councilmembers Bellino, Diaz, DiMascio, Krum, Naples and Sitarz voted in the Affirmative. Mayor Daniel J. Reiman then administered the Oath of Office for Council President to Councihnember Vincent Bellino. Councilman Bellino respectfully took his place as Council President. Adoption, Re: Upon MMS &C by Councilmembers Diaz and Krum and 2011 Rules of unanimous affirmative vote of the full membership present the Council 2011 Rules of Council were adopted. 2011 2011 RULES OF COUNCIL RULES OF THE BOROUGH COUNCIL BOROUGH OF CARTEREP BOROUGH OF CARTERET ARTICLE 1 The deliberations of the Council shall be governed by "Roberts Rules of Order." 6 JANUARY 2 2011 ARTICLE IT Rules.of Council Cant: N _YOR SECTION 1. . The Mayor shall preside over the deliberations of the Council and shall conduct the meetings thereof He shall see that the laws of the State and the ordinances of the Borough are faithfully executed and followed. He shall recommend to the Council such ordinances, resolutions or actions that he. shall deem.necessary or expedient and in the best interest and the welfare of the Borough. He shall maintain peace and good order and have power to suppress all tumultuous assemblies in the Borough. The Mayor shall oversee thc.daily departmental and agency responsibility of the Borough. He shall approve or veto all expenditures made by the Council and/or departments._ In his absence this duty shall be assumed by the Council President. (See RS. ^0:87 et seq. and ^0:88 -1). SECTION 2. He shall, on all occasions preserve the strictest order decorum, and he /she shall cause the removal of all persons who interrupt the orderly proceedings of the Council. SECTION I. He shall decide all *questions of order. SECTION '. In the absence of the Mayor, or if he is unable to perform his duties, the. Council President (or, in his inability to act, the Councilmember having the longest term as such in consecutive years) shall act as Mayor, as provided by Sta te. (See R.S. 4 0:88 -3). ARTICLE III BOROUGH CLERK SECTION 1. The Clerk shall perform the duties enjoined upon him/her by revised Statutes of New Jersey and these By -Laws. (See R.S. ^0:87 -5^ ct seq.). SECTION 2. He /she shall keep the minutes and ordinance books properly and fully indexed and shall perform all .the duties usually devolving upon such officer; and in addition, such other duties or services as the Mayor or Council may direct. SECTION 3. He /she and/or the Deputy or Assistant Clerk shall be the liaison officer between the Civil Service Commission and the Borough of Cartezct. 7 JANUARY 2, 2011 ARTICLE rV Rules of Council Cont: MEETINGS SECTION 1. The Council shall hold an annual meeting on the first Sunday of January at Eleven O'CLOCK or, during the first seven days of January in any year' (See R.S. 40:88 -1) in the Council Chambers at the'Memorial Municipal Building or such place as designated by the Mayor. SECTION 2. That at the. aforesaid meeting the Council shall fix the time and place for holding regular meetings during the ensuing year, which time and place shall be as set forth in the annual notice published by the Borough Clerk pursuant to the Open Public Meetings Act and which sha11 include at least one Regular Meeting to be held each month at 6:00 P.M., at the Memorial Municipal Buildiing, 61 Cooke Avenue, Carteret, New Jersey. The pub-Tic shall receive'due, notice of the meetings pursuant to the "Open Public MectingsAct ". SECTION 3. At the annual meeting, the Mayor will appoint with advice and consent of Council one of its members as Council President to serve for the calendar year. (See R.S. 40:$8 -2 and')), `SECTION F. The Mayor shall, when necessary, call special meetings of the Council, in case of his . neglect or refusal, and four members of the Council may call' such meetings at such time and .place in such Borou 11 as they may desio-natc, and in all cases of special inectings reasonable advance notice considered to be of fort' -eight hours except LZ case of emergency shall be given m person to all members of the Council, or lcii at their place of residence. (See R.S. 4 0:28 -24). SECTION 5. As provided for in the annual notice, preceding every regular Council Meeting the Council shall hold an Agenda Meeting at the Memorial Municipal Building at 6:00 P.M.. This shall be known as the official Agenda Meeting. At this meeting the agenda of that week's regular Council Meeting shall be planned. Resolutions, ordinances or other items of business being proposed by a _ Standing Committee or member of the Council shall be considered by the whole Council. If the majority of the Council agrees to put the proposal on the agenda for the business meeting, it shall then be turned over to the Borough Attorney to be put in its proper legal form. The Council shall be polled in alphabetic order to determine if any new business will be proposed and thl, nature of its subject matter. Any business not placed on the agenda shall be out of order and prohibited. Where, however, the majority of the Council present at a regular, special or adjourned meeting of the Council approve the matter not previously listed on the agenda, such matter may then be considered. The public shall receive due notice of the agenda meetings pursuant to the "Open Public Meetings Act ". A portion of every meeting conducted pursuant to the Open Public Meetings Act shall be set aside for public comment. The public will be permitted to speak on any issue of concern as it relates to any federal state, county, school, municipal or local authority matter. . No one may be allowed more than three (3) minutes when addressing the Council, and the public comment period shall not extend beyond one (1) hour. The Borough Clerk is hereby authorized to schedule the public commenfperiod within the order of business for any agenda and/or special meeting as she/he shall determine in consultation with the Mayor and Council. JANUARY 2, 2011 SECTION 6. A quorum shall be provided by the Revised Statutes of New Jersey, viz.; three Rule; Councilmembers and the Mayor, and in the absence of the Mayor, four Councilmembers See R.S. of (See Cont: SECTION 7. If no quorum be present at any meeting, those assembled shall have the power and are hereby authorized to set a new meeting date, and then adjourn. SECTION 8. The folloving order of business shall be observed viz.: 1. Call the roll 2. Moment of silent prayer 3. Pledge of Alleg ance ^. Approval of minutes 5. Introduction of Ordinances 6. Public Portion on Resolutions and other Agenda items 7. Introduction of Resolutions S. Payment of Bills 9. Presentation of communications, petition, etc. 10. Reports of committees and department heads 11. Greeting of public and invitation of discussion and nets= business only 12. Adjournment SECTION 8.1. Any member of the public wishing to address the Governing Body during the public discussion portion of a meeting must request to do so by registering with the Borough Clerk in the official Borough log book. Registration is to include name, address, phone number, topic or purpose of discussion. SECTION 9. The public shall be afforded the opportunity to speak on the contents of the proposed resolutions. The public shall not be allowed to address the Council while they are taking action on the resolutions. No one may be allowed more than three (3) minutes when addressing the Council, and the public comment period shall not extend beyond one (1) hour. SECTION 9.1. The Council may take action on the proposed resolutions either as individual resolutions, or grouped together as block or resolutions pursuant to a consent agenda. Any vote cast by a respective Councilmember on the proposed resolutions comprising the consent agenda will be recorded as that Councilmember's vote upon each resolution so listed on the consent agenda. SECTION 10. Reports of committees shall be, presented by alphabetic order of the members of Council. n JANUARY 2, 2011 Rules SECTION 11. During the public discussion portion of a Council Meeting, each person recognized by . of the Chair shall be permitted to discuss matters of public concern at said meeting limiting their speaking - Council to three (3) minutes per person, and the public comment period shall not extend beyond one (1) hour. Cont: SECTION 12. The aforesaid order of business at any meeting may be changed by the Mayor or a majority vote of the members of the Council present at such meeting. SECTION 13. Except as otherMse required by the Statutes, or specially provided in the By -Laws, all actioh of the Council shall be by a majority vote of those present. SECTION 14. Upon demand of one member of the Council, or when ordered by the Mayor or when directed by Statute, a roil call vote shall be taken and the yeas and nays entered in the minutes of the meeting. SECTION 13. For all Council Meetings, members of the Goven�zg Body, Officers and Officials of the Borough shall be dressed in a professional and businesslike manner: At the Council's Agenda Meetings, male Councilmembers shall wear either a necktie or a jacket. At the Council's Regular, Meetings, male Councilmembers shall wear a necktie and ajacket. Female Councilmembers shall dress in a similarly appropriate manner. NoJeans or slacks made of denim material shall be ,vonar to any Council Meeting. This Dress Code shall be applicable to all Borough Boards and Commissions. ARTICLE V STANDING COMA' f(TTEES SECTION 1. The Mayor shall name all committees ivith such appointment subject to the concurrence of a majority of the Council. The Mayor shall see that all matters referred to the committees are acted upon and reported promptly. Should a majority of the Council not concur in the appointment by the Mayor or any Councilmembers to any committee, a majority of the members of said Council are hereby empowered to make such appointment. SECTION 2. The following Standing Committees of the Council consisting of three Councilmembers, with the first named Counciimember to act as Chairperson shall be proposed at the annual Meeting, viz.: 1. Buildings and Grounds 2. Finance and Administration 3. Fire & Domestic Preparedness 4. Parks and Recreation/Public Property 5. Police & Public Safety 6. Public Works 7. Board of Education Liaison 10 Rules of Council Cont: JANUARY 2. 2011 Committee members shall meet and/or consult during the first and fourth weeks of each month as the need arises in order to conduct their respective committee business. They also shall coordinate their common efforts, so as to adhere to requirements of all local Ordinances and Resolutions, as well as purchasing practices and procedures for the benefit of the Borough. A Councilmember at the discretion of the Mayor with consent of the Council may head one or more committees. SECTION 3. In addition to other responsibilities, the Stan" Committees shall perform the following functions: 1. DEPARTMENT OFBUI DR\TGS AND GROUNDS: This committee shall be responsible for the proper maintenance and janitorial service of 'all Borough owned buildings. 2. FINANCE AND AMUNISTRATION: The primary hrnction of this committee is `to assist the. Mayor and Council in the preparation of the annual budget to be. prepared on Or before February 15, of each Year as \-cell as orovidinQ assistance for the proper epordination of purchasing functions and needs of the departments and agencies which the Standing Committee of the Borough represents. This committee shall be responsible for the personnel and equipment of the offices of the Borough Clerk, Assessor, Collection- Treasurer, Building Inspector, Engineer, Auditor, Attorney, and Senior Citizen Transportation. 3. FIRE & DOMESTIC PREPAREDNESS: This Committee shall be responsible for the personnel and equipment of the Fire Department, including all 4. PARKS AND RECREATION/PUBLIC PROPERTY: This Committee shall be responsible for the personnel and equipment of the parks, playgrounds, senior citizens' transportation and all recreation activities. This Committee shall also be responsible for the implementation and administration of the Shade Tree Program. 5. POLICE & PUBLIC SAFETY: This Committee shall be responsible for the personnel and equipment of the Police Department and facility. I JANUARY 2, 2011 6. PUBLIC NORKS: Rules of This Committee shall be responsible for, the personnel Council and equipment of the Streets and Roads Department, Cont: Central Vehicle Maintenance, Recycling Department, Sewerage Department; including street Meaning and the borough dump. 7. BOARD OF EDUCATION LIAISON: This Committee shall be responsible for communicating and sharing pertinent information with the Board of Education. SECTION 4. Standing Committees are appointed to expedite and facilitate the work of the Council, but only within statutory, Borough Ordinance and Rules of Council limits as the entire Council is held responsible for any or all of its acts. SECTION 5. A Standing Committee shall: 1. Plan, study and control within budgetary and statutory Limitations; carry on the routine activities for which it has primary responsibility. 2. Perform such acts as may be assigned to it by the Council. 3. Report and make recommendation to the Council regarding its responsibilities and activities. SECTION 6. The Mayor shall not: 1. Make promises or commitments to anyone which directly or by inference bind the Council. 2. Act in such manner or make decisions which set a precedent or violate established Council policy: 3. Expend any money whatsoever, cxcept with the approval of the Council. SECTION 7: Special committees shall be appointed for purposes other than those included in the duties of the Standing Committees by a majority vote of the Council. SECTION ° o. The Chairperson of each Standing or Special Committee shall be prepared to report to the Council at each regular meeting on the principal activities and achievements of his/her Commit ee. SECTION 9. All department heads in charge of Direct Supervision of Borough Employees, shall prepare and submit a monthly report on his/her department activities and achievements and a report on the conduct of his/her employees including sick leave, overtime and attendance. The report is to be submitted to the Mayor, Department Chairperson and the Municipal Clerk for proper filing. 12 JANUARY 2, 2011 A-RTICL.E VT RULES OF COUNCIL Cont: EMLS. CLADRTS & VOUCHERS SECTION 1. All bills, vouchers, or claims against the Borough shall be in writing and certified by the vendor, fully itemized and on such forms as the Borough shall promulgate for that purpose through the Finance Department. As required by Statute, said forms shall be sv, to by the claimant before submission for approval and payment, verifying that the work or materials have been supplied, or services rendered, to the Borough, in accordance with specifications, plans or order. Borough Ordinance 05 -67, et seq., sets forth the procedures in connection with bills, claims and vouchers, and the requirements thereto. I t ' SECTION 2. Pursuant to the Borough's Purchasing Agent Ordinance, Resolution "89 -300 and other formerly adopted resolutions of Council and State Statute, no vendor's request for payment, supplies or services rendered shall be honored unless properly completed. No Borough Officer, Orrcial, Agency Bead or any other - Borough employee, may purchase any article, item, material, service or equipment for use by the Borough, except in accordance with the provisions contained in Borough Ordinance 05 -67. S_,CTION 3. The route of purchasing requisitions, purchase orders, vouchers, bills or claims to be paid by. the Borough shall be, in accordance with the Purchasing Agent Ordinance r05 -67, et seq., which shall govern all purchasing within the Borough, and shall be. the sole guide, subject to requirements of State Statute. The Finance Department, having confirmed compliance with the provisions of the Purchasing Ordinance, shall refer all verified bills, claims and vouchers recommended for payment to the Council.. The Finance Department shall prepare a list of the total amount of the individual vouchers approved by each committee, and subsequently recommend for payment by the Financing Committee, according to budgetary appropriations. The Finance Department'shall keep an accurate runnin total as to any appropriation for payment of any particular account or accounts, or for any particular services or supplies, so as to be, available to provide this information readily. The Finance Depa-, ttinerit shall also maintain costs and/or a voucher trail as to all vouchers which have been paid and shall be paid. Authorization to draw checks and pay -the- amount of the approved' - vouchers by the Councilmembers - shall be made by formal resolution of the Council, in compliance vtith applicable State Statute. The Chief Finance Officer may delegate the zbove duties /functions but in all cases shall be, responsible for compliance. SECTION 4. Corresponding vouchers, invoices, or bills shall accompany all checks drawn in payment thereof, when the said checks are presented to the Chief Financial Officer, Mayor and Borough Clerk for original and/or mechanical signatures. SECTION 3. All bills, vouchers, invoices and paychecks shall be filed in a safe place in the Finance Department Office. 13 JANUARY 2, 2011 ARTICLE VTI Rules. of Council Cont: Al EI'M TENTS SECTION 1. The Mayor and any.member of the Council, may propose amendments to these By- Lavvs at any Regular Meeting. If the proposed amendments are listed on the formal agenda, a vote on said amendments may take place during that meeting. If not so listed, the proposed amendments nay be listed for discussion at the next regularly scheduled Council Meeting; the proposed amendments may then be voted upon at the next subsequently scheduled Regular Council Meeting. Any proposed amendments to these By -La « -s must be approved by a 2h vote of the full membership of the Governing Body. ARTICLE VIII ADOPTION AND TERM SECTION 1. The By -Laws shall be adopted by a resolution of Council concurred in by a majority of the Members of Council and approved by the Mayor. The By -Laws shall become effective immediately after adoption and shall remain in efi"ect for no longer than December 31st of the calendar year in which the By -Laws were adopted. ARTICLE Lf SECTION 1. Any Borough Employee violating any of - these rules shall be subjected to disciplinary proceedings and may be suspended or removed. ARTICLE X All Department Heads and. Supen"isots shall The Borough Engineer, . Borough Attorney, Borough Collector - Treasurer, Borough .Auditor, Business Administrator and Police Director shall submit the following written reports to the Mayor and to the members of Council: 1. A monthly report summarizing the progress o_`all mailers being handled or worked upon by each. This is a monthly "Progress Report" to be submitted prior to the first "meeting of the next month. 2. Project or Case Report - Reports that will give in detail all facts about the projects or cases completed by either or both the Borough Attorney, Borough Engineer, Borough Auditor, Business Administrator and Police Director, to be presented before the meeting next following the completion of the case or project. 14 JANUARY 2, 2011 Special Reports - To deal � ith any special information the Borough Rules of Council may need to be informed on any new case or project of Council Cont: either the Attomey, Enginter, Collector- Treasurer, or Auditor. To be presented as soon as needed and requested by majority vote of Borough Council. 4. Year End Reports - These will summarize work for the year by the Borough Attorney, Borough Engineer, Borough Auditor, Business Administrator and Police Director. They will be presented to the Mayor and Council members prior to the first regular meeting of the Council in the next succeeding year. They will serve to acquaint new officials with prior and continuing activities of the Borough Attomey, Borough Auditor, Borough Engineer, Business .Administrator and Police Director. SOLUTIONS RESOLUTIONS Mayor Reiman then asked for a motion on the Consent Agenda. Consent Agenda Resolutions #11 -1 thru #11 -11 were introduced by the Mayor and referred to the Council for action. He then presented the Borough of Carteret, on behalf of the Middlesex County Board of Chosen Freeholders, from their Open Space Fund, a check for $350,000.00, for the extension of the pier. He commented that 16 JANUARY 2, 2011 the Mayor and Council have been working diligently on this and it will be a beautiful project when completed. He said during the past RNAARKS New Councilmeralpi Council President Bellino 17 JANUARY 2, 2011 Council I I , President year there were many sports programs run by Parks and Bellino Cent: Recreation in Carteret, such as soccer, baseball, basketball camp, football camp, softball and mens softball and thanked all the volunteers of which without them this all would not have happened. He thanked all the coaches for giving their time to the children. We had parades and yard sales, Mayor's Children's Charity Carnival, Ethnic Day and a Winter Festival. He mentioned the pier extension and construction of the Health and Wellness Center and the completion of Ash Street Park, the township basketball courts and Civic Center Park Improvements, Soldiers Memorial Improvement Project and the dedication of the John Sitar Memorial Pond. He made mention of the Concerts in the Park and at the Waterfront Park sponsored by Carteret Business Partnership and explained these programs were tied together and the Parks Department would like to thank all the employees that helped to make this happen. He also thanked the employees of Carteret, the Police Department, Fire Department, EMS as well as all our volunteer organizations. He thanked all the Borough employees that keep Carteret moving in a positive direction, for their dedication, professionalism and said he looked forward to another year of leadership with his piers and the Mayor and he thanked his family for their support of the last six (6) years and the next three (3) and he wished everyone a Happy Now Year. Councilman Diaz Chairperson of Finance & Administration, Councilman Diaz then spoke. He said the year of 2010 was the year of the Christie cuts, reporting two and one half million dollars had been slashed from school aid our state (inaudible) of $665,000.00 and another $440,000.00 (inaudible) from the municipalities own funding. He said despite these cuts this administration team a strong fiscal responsibility and during these difficult times we made difficult decisions doing more with less. He said we cut operating costs, consolidated progress, we improved the Municipal Budget at 1.9 million dollars less than the previous year for a net decrease of $20.00 per homeowner. He went on to explain in 2010 we continued our relentless pursuit of grants and public funding and the total M JANUARY 2, 20 amount that we have been awarded in grants has surpassed seventy three million dollars, of which twenty million dollars have been invested in our Parks and Recreation. He reported in June we will open the doors to the Health and Wellness Center, a fourteen million dollar project fully funded by grants and (inaudible) and he is looking forward to 2011 with the re- election of our Mayor and Council President Vincent Bellino and the continuation of our team working together. He thanked the Department Heads under his office, the Municipal Clerk Kathy Barney, Law Director, Rob Bergen, Chief Financial Officer Patrick De Blasio, Construction Code Official, Anthony l\Teibert, Borough Engineer, John DuPont and the Director of Community Development, Kathy Shaw. He then thanked his family for supporting him. He then wished everyone a happy, healthy and prosperous New Year. REMARKS: Committee Chairoersons Chairperson for Buildings and Grounds, Susan Naples then spoke. She thanked everyone for coming out today and wished them a happy, healthy, New Year. She wished Mayor Reiman and Councilmembers Bellino and Diaz good luck and commented they had an excellent year with Councilmember Krum as Council President and wished Councilmember Bellino a good year as the new Council President. She thanked Anthony Neibert as the head of Buildings and Grounds and the staff Arnold, Ted, - N,idia and - Cookie.- She explained a lot of the- work they have done have saved the tax payers a lot of money by doing it in house and she spoke about the work they have done. Chairperson for Board of Education Liaison, Susan Naples then spoke. She said she is fortunate to serve as the Board of Education liaison because it keeps the line of communications open. She thanked the School Board Presdient Dennis Cherepski. She spoke about some of the highlights of the Board of Education in the school this year such as the kindergarten thru fifth grade enrichment program, the summer programs to Councilman Dia Cent- REFAMKS: .Committee Chairpersons Chairperson Naples BuildirIgs & Grounds Board of Educati Liaison 19 JAMARY 2, 2011 Chairperson KrL n Fire &- Domestic Preparedness students who participated in Title 1 and (inaudible) programs during the school year, an extended school year for Special Education students, Jumpstart Kindergarten Program, after school (inaudible) courses offered at three (3) elementary schools, summer reading program coordinated in our town library, various workshops and Technology Night. She said that parent involvement was reported as increased at Back to School Night and throughout all of these programs and research shows that greater parent involvement leads to greater student achievement. She went on to say that the 20` Century After School Program operated its third year. She thanked her colleges on the Council and Mayor Reiman for supporting that program. She reported that we are probably ahead of neighboring districts in technology and spoke of the upgrades. She then thanked everyone. Chairperson for Fire & Domestic Preparedness, Randy Krum then spoke. He wished everyone Happy New Year. He thanked Fire Chief Brian O'Connor for a great job and he thanked John Schon for doing a great job with the Volunteers. He thanked the EMS Services. He reported that 2010 was their busiest year, they answered about 2600 calls, 300 more calls than last year. He spoke about the SID 2 Program and also Investors Banks and we were able to purchase an ambulance for our EMS services. He explained that training is always an big part of our duties and responsibilities reporting they conducted a Volunteer /Career Training Class at the Middlesex Fire Academy, they also sent two (2) firefighters to Texas for flammable, liquid firefighter training, they had co- operativ6 training with Kinder Morgan and its Emergency Response Team and conducted several joint drills. He went on to report they also had two (2) of our Volunteer Officers complete Safety Officer Training and had five (5) firefighters complete Fire 1 and Level 2 training at the Fire Academy and they had two (2) firefighters complete their certification as New Jersey Fire Inspectors. He explained that new training for 2010 included a Water Rescue Class with members of both career and volunteer fire fighters along with our EMT's participating and 1 , 20 JANUARY 2, 2011 Radiation Detection Class and they configured its public service with the Morning Checkup Program, the File for Life Program, Child Care Program, Special Olympics, Disabilities Day, Career Day at the High School and the Middle School, Bicycle Helmet Program and Vehicle Lockup Program. He said each year the EMS visits the Grammar Schools and provides education for the children in the use of 911 and hands on education of basic first aid and provide CPR and De Fibular Training for the local Girl Scout Troop and Fire prevention conducted at their annual Open House is one of the best in the state. He reported they visit the schools throughout the year and they conducted their Poster Contest and the Bureau conducted over four hundred (400) inspections and fifteen (15) formal fire inspections. I3e said the Fire Department announced that on December 31 2010 both Captain Paul Gadomski and Captain Mark Viral have retired after twenty -seven (27) years of service and thanked them on the behalf of the Fire Department and gave them well wishes on their future endeavors. He then congratulated Council President Bellino and Councilman Diaz and Mayor Reiman. Joseph Sitarz, Chairperson of Police & Public Safety spoke. He wished everyone a Happy New Year and reported a hectic year in the Police Department, with 20,000 calls, 7000 reports and 1100 arrests, 4500 motor vehicle summons issued and approximately (inaudible) issued. There was Marine Vessel Training, which is responsible for controlling the waterways of . Qiairpecson €tcun Ccirst : G'.iairperson Sitarz Police & Public Safety Carteret, Woodbridge and Perth Amboy. He reported that Carteret was National Night Out Champions for the eighth year in a row. He said they will conduct a Civilian Police Academy, for eighteen (18) students, in March and there will be a graduation in June, they are looking forward to four (4) new police hybrid vehicles, they appointed two (2) police officers who had been laid off and they are \working in the schools now He reported they purchased fifteen (15) mobile data computers and said Carteret Police Department attended a grant seminar for education of ethnic groups and he made mention of the Click It & Ticket It Program. Progress. 21 JANUARY 2, 2011 Chairperson DiMascio Public Works Dennis DeMascio, Chairperson of Public NVorks spoke. He wished everyone a Healthy and Happy New Year and said his first bout on the Council started out with three (3) major snowstorms and being out there with the guys plowing was an experience to him explaining that these guys worked very hard through the night, plowing the streets over and over, making sure it was safe for our residents and he is very proud to be a part of that group. He commented that everyone that he saw and spoke to was very happy with the removal snow and said not to forget the guys in the garage who put all the plows on the trucks and were there throughout the night to repair them when they break down and he thanked them. He said in their daily work through the year these guys are patching pot holes when needed and picking up recycling and garbage and trash. He went on to explain that the Seiwer Department maintains the Borough's sanitary and storm sewer facilities, regular maintenance and inspections. at each pump station, manhole and inlet. He explained in the Borough Garage new and used trucks were bought to upgrade our fleet at a discount price. He then reported on the recent snow storm. He said it was handled very unprofessionally, we waited too long to get our guys out on the roads and that is one of the reasons our roads were one of the worst ever. He said we were not prepared, as we had to put our plows on the truck on the day of the storm and he was not very happy with the performance of a lot of the Borough employees that were plowing and the inexperience of outside help that was called in just to make money and didn't know how to plow. He said that list needs to be re- evaluated and he said he will take the blame for this snow removal because it is his department. He then said, on a happier note, he said he would like to congratulate Mr. Ted Surick on his retirement for his many years he has worked and what he has done for the Borough and the time he had put in without compensation. He thanked everyone.
