CONSENT CALENDAR Vice -Chairman Vance moved to approve the Consent Calendar, seconded by Commissioner Rosso and carried by the following roll call vote: AYES: Commissioner— Baroldi, Rosso, Tarin, Vance, Haddad NOES: Commissioner — None ABSENT: Commissioner — None ABSTAIN: Commissioner— None A. APPROVAL OF MINUTES Action: Approved. B. MONTHLY ATTENDANCE/ACTIVITY REPORTS The Parks and Recreation Commission is requested to review the Monthly Attendance/Activity Reports for January 2019. Action: Received and filed. 6. UNFINISHED BUSINESS - None 7. NEW BUSINESS PARKS & RECREATION COMMISSION MINUTES Page 2 February 20, 2019 A. REVIEW OF TRANSPORTATION SERVICES AVAILABLE TO TEMPLE CITY RESIDENTS Parks and Recreation Director Burroughs gave a brief overview of the staff report beginning with the City's Dial -A -Ride program. Vice -Chairman Vance asked Parks and Recreation Director Burroughs if the City knew how many residents participated daily in the Dial -A -Ride program. She also noted that she concurs with a survey participant to extend services to 9:00 p.m. for Concerts in the Park. Parks and Recreation Director Burroughs stated that a report is generated by Southland Transit Inc., verifying the total amount of passengers per day. She added that Southland Transit Inc., is willing to extend their services to 9:00 p.m. so residents can enjoy the entire concert. Chairman Haddad stated that she is impressed with the Dial -A -Ride survey and that residents are using this service often. She asked Parks and Recreation Director Burroughs if Dial -A -Ride takes residents to restaurants and if the membership cards are scanned. Parks and Recreation Director Burroughs stated that with a few exceptions Dial -A -Ride does not take residents outside of the City. She then briefed the Commission on the upcoming trial program through Lyft that will begin during the summer. Ms. Burroughs continued to provide an overview of the staff report by highlighting Proposition A and Proposition C funds, bus shelter maintenance, bus pass sales, and adult excursions. Chairman Haddad asked Parks and Recreation Director Burroughs if the City advertises that bus passes are sold at subsidized rates for Temple City residents. Parks and Recreation Director Burroughs stated that the City does not currently advertise bus passes, however the City could explore options for advertising. She stated that staff is not recommending significant changes to the transportation services. Vice -Chairman Vance asked Parks and Recreation Director Burroughs if the City retains the funds from Proposition A and Proposition C. Parks and Recreation Director Burroughs stated that the City has three years to spend the funds. Chairman Haddad opened public comments. Hearing no request to speak, Chairman Haddad closed public comments. Seconded by Commissioner Baroldi and unanimously carried by the following roll call vote: AYES: Commissioner— Baroldi, Rosso, Tarin, Vance, Haddad NOES: Commissioner— None ABSENT: Commissioner— None ABSTAIN: Commissioner — None Chairman Haddad conducted the drawing for the Dial -A -Ride Survey and announced the winner. 8. COMMUNICATIONS A. PART-TIME STAFF ACCOMPLISHMENTS Parks and Recreation Manager Lawson stated that he would like to recognize two part-time staff members; Recreation Leader I Ramos and Recreation Leader I Randall. He stated that both individuals have greatly improved the Teen Zone Program by implementing a curriculum that keep teens busy, decorating the Teen Zone area, and by keeping the Teen Zone area clean. Parks and Recreation Coordinator Luna briefed the Commission on the Teen Zone Program. She stated that Recreation Leader I Ramos and Recreation Leader I Randall provide engaging activities, a screen time policy, prepare food with the teens on Fridays, and have a volunteer retired science teacher on Tuesdays. She highlighted that Recreation Leader I Ramos is coaching four basketball teams in addition to her duties at the Teen Zone center. She highlighted Recreation Leader I Randall for her ability to take the lead in the Teen Zone center, helping teens, and for complements that she has received by parents. Recreation Leader I Randall introduced herself to the Commission and provided a summary of her college education. She stated that she helped a student to remember her homework by providing laminated cards with fun reminders to tum in her assignments. She stated that the student now remembers to submit her homework. Recreation Leader I Ramos stated that she has been employed by the City since 2014. She briefed the Commission of the multiple programs and areas throughout Live Oak Park that she works and provided a summary of her college education. PARKS $ RECREATION COMMISSION MINUTES Page 4 February 20, 2019 9. ADDITIONAL PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA - None 10. UPDATE FROM PARKS AND RECREATION DIRECTOR A. PARKS AND RECREATION DIRECTOR'S REPORT Parks and Recreation Director Burroughs updated the Commission regarding the City's updated budget for the CDBG program; various special events including the Lunar New Year Celebration, Dim Sum and Tea, the Camellia Festival and the Arbor Day Celebration; that the City Council approved the Committee on Aging Members (the first meeting will take place in April); potential funding options for the Citywide Maintenance District, and that the City Council approved the development of a half -acre park at 5922 and 5934 Primrose Avenue. She added that the City will post a Request for Proposals (RFP) on the City's website for design service and solicit for grant funding. Chairman Haddad asked Parks and Recreation Director Burroughs if the City plans to include a playground at the new park. Parks and Recreation Director Burroughs stated a small play area and picnic area might be included depending on the desire of the residents. 11. COMMISSION ITEMS SEPARATE FROM THE REGULAR AGENDA A. COMMISSIONER BAROLDI — thanked Recreation Leader I Ramos and Randall for their hard work and is looking forward to the Camellia Festival and cooking pancakes at the Easter Egg Hunt and Pancake Breakfast. B. COMMISSIONER ROSSO — stated that she enjoyed working with staff during the Dim Sum and Tea event. She suggested to exclude shellfish from the cuisine to accommodate those with allergies. C. COMMISSINER TARIN — thanked the Commission for welcoming him to the Parks and Recreation Commission and that he was impressed by the Lunar New Year Celebration. He asked Parks and Recreation Manager Lawson if he had received feedback from Live Oak Park instructors since the completion of the lighting upgrade. Parks and Recreation Manager Lawson — stated that staff have received complements by a tennis instructor regarding the lighting upgrade. He added that staff was able to increase the wattage slightly without becoming intrusive to the residents. PARKS & RECREATION COMMISSION MINUTES Page 5 February 20, 2019 D. VICE-CHAIRMAN VANCE — encouraged the Commission to attend the Kiwanis pancake breakfast. She briefed the Commission and staff of a meeting she attended by SCAG regarding age friendly communities. E. CHAIRMAN HADDAD — stated that she is looking forward to the upcoming events, enjoys listening to staff highlights, and is excited about the future park on Primrose Avenue. 12. ADJOURNMENT The Parks and Recreation Commission Meeting was adjourned at 8:24 p.m. to the Parks and Recreation Commission Regular Meeting of Wednesday, March 20, 2019 at 7:30 p.m. in the Council Chambers at 5938 Kauffman Avenue.
