Adjourn Posted 12.15.2023 1 MEMORANDUM TO: Medina City Council FROM: Scott Johnson, City Administrator DATE OF REPORT: December 14, 2023 DATE OF MEETING: December 19, 2023 SUBJECT: 2024 Draft Strategic Goals Discussion Background In November 2023, the City Council requested a strategic goals work session in December to discuss draft goals for 2024. Staff have been working with Council Member Todd Albers on the draft 3-to-5-year strategic goals for Medina. Staff greatly appreciates the guidance and input that we have received to date from Mayor Martin and Council Member Albers. The goals have been linked to the 2040 Comprehensive Plan. We have incorporated the Comprehensive Plan Community Vision into the draft document. The overarching goals have been developed based on the current Comprehensive Plan. The draft document has the overarching goals numbered, the main bullet points are the strategies, and the sub bullet points are the tactics to address the key issues. The staff goal was to create big picture overarching goals for the Council and Staff to strive towards over a period of time. The strategies and tactics would need to be reviewed, updated, and adjusted with the City Council at work sessions. Staff will bring the 2024 draft strategic goals back from further review and discussion at the January 16, 2024 Work Session. Requested Action We are seeking Council discussion on our recommendations to ensure we are appropriating resources in the desired areas. Set a time for the January 16, 2024 Work Session for further discussion. WS Agenda Item II Medina Mul�-year Strategic Plan (3 to 5 years) Dra� Community Vision The following statement provides a vision of the community for the future and the resultant goals and strategies. Medina is a community united by a common goal: to sustain and enhance the quality of life of its residents. Medina will protect its significant natural resources and open space throughout the City, while honoring its rural heritage and fostering safe and well-designed neighborhoods, places of recreation and destinations for citizens to gather. Development within the City will be commensurate with available transportation systems, municipal services and school capacity. Overarching City Goals 1. Maintain its commitment to cost-effec�ve, high quality public safety and public infrastructure through support of the City’s police department, public works and coordina�on with its contracted fire departments. • Evaluate the Long Lake Fire Contract area and op�ons for coverage. o Contract ends 12/31/25. Work with fire departments to ensure long-term fire coverage for area. o Evaluate taxing jurisdic�on op�ons. • Assist and support the evalua�on and analysis of implemen�ng a taxing jurisdic�on for the West Suburban Fire District. o Evaluate taxing jurisdic�on op�ons. o Create and provide informa�on to fire personnel as requested. o Facilitate mee�ngs with neighboring ci�es and fire departments to coordinate long- term fire services in the area. Formulate a plan for board representa�on at the fire district mee�ngs. o Analyze the means to meet the future funding requirements for the fire department. o Communicate with Medina residents through public rela�on efforts. • Iden�fy and evaluate sustainable park improvement funding needs (budget amount par�ally funds). o Evaluate future infrastructure costs and park and recrea�on programming needs. o Iden�fy poten�al funding sources. 2. Manage the City through prudent budge�ng processes and opera�onal efficiencies. • Maintain a compe��ve and economical total compensa�on and benefits plan for city staff. o U�lize the League of Minnesota Ci�es new compensa�on survey data to compare salary and benefits data with peer ci�es. o Review recruitment and reten�on policies and prac�ces. WS Agenda Item III o Evaluate staff benefits, specifically medical plan op�ons.  Research opt-out policies to encourage staff to obtain medical coverage through a spouse’s employer. o Analyze cost of living increases (COLA) and wage caps. • Improve efficiencies in staff opera�ons. o Iden�fy addi�onal and improved uses of technology and so�ware. o Review staff capacity, job descrip�ons, pay grades, outsourcing op�ons, and organiza�onal structure.  Analyze the costs and benefits of outsourcing payroll opera�ons. o Maintain and develop high-quality staff through training and professional development opportuni�es. • Evaluate op�ons to celebrate and recognize staff accomplishments. o Discuss recogni�on op�ons with the Annual Employee Recogni�on Event. o Evaluate op�ons to further recognize staff members at City Council Mee�ngs. o Review ways to recognize staff members at the bi-annual all employee training sessions. 3. Encourage atrac�ve, vibrant new developments and redevelopments that complement the residen�al areas of the City. • Determine the City of Medina’s role in suppor�ng the economic development of Uptown Hamel. o Complete the Uptown Hamel Market Study and Feasibility study with WSB. Evaluate the results and communicate the viable development op�ons with the community. o Evaluate the use of economic development tools, including tax increment financing and land acquisi�on. o Evaluate development standards and density allowances. o Engage with key stakeholders (property owners, tenants, residents) to gather input and ideas (many conversa�ons have occurred to date). o Review traffic paterns, road configura�ons, and parking op�ons. • Establish plans for the recently purchased proper�es on Willow Drive and Chippewa Road. o Engagement with public, stakeholders, city officials  Engage with the public and Park Commission to determine desired park programming, park size, and loca�on.  Discuss poten�al future fire sta�on on the property with West Suburban Fire District.  Consider opportuni�es to partner in land development opportuni�es. o Consider hiring consultants to assist with engagement, evalua�on, planning, and implementa�on. o Evaluate poten�al implica�ons with the Comprehensive Plan based upon poten�al use of the land.
