PRESENT: Chairman Jake Lindsay, Member Dee Johnson, Member John Lott, Member Shane Harrigfeld, Member James West, and Assistant Clerk Heather Marley. ABSENT: None VISITORS: Douglas Marley, Kurt Roland, Colleen Mann, Jody Liljenquist, Louise & Mike Bryan, Steve & Linda Barnard, and Miranda Harrison. Chairman Lindsay welcomed everyone and Member West led with the Pledge of Allegiance. Approval of Minutes: Chairman Lindsay entertained a motion. Member West moved to approve the minutes for April 11, 2018 as written. Member Lott seconded the motion. All in favor, motion carried. Items of Business: Annexation/Initial Zoning/Preliminary Plat Application for the Freedom Field Estates Subdivision — Public Hearing: Chairman Lindsay explained the public hearing process and turned the time over to Kurt Roland to explain the application. Mr. Roland with Eagle Rock Engineering located at 1331 Fremont Avenue in Idaho Falls explained he is representing the applicant Rockwell Homes. They are requesting a proposed subdivision of 114 with a minimum of V2 acre lots. He further expressed when they presented this subdivision over a year ago to the Council they requested for two access points off of Telford Road (49th E.) which they now have outlined in the revised plat. The Council also expressed wanting to be charged with naming the subdivision and street names after something meaningfully and chose to name it Freedom Field Estates in honor of the veterans of Iona. Members of the Commission briefly discussed the water system now being able to service this new development with the recent passing of the revenue bond to construct a second storage tank. Chairman Lindsay asked about the timeframe of the project. Mr. Roland expressed they would construct it in two divisions starting with the south half consisting of approximately 60 lots. The estimated overall timeframe of the project is 4-5 years. Member Lott inquired into the access points and if there would be a construction road built off of Telford Road to help keep the construction vehicles off of existing city streets. Mr. Roland expressed they would be willing to do that. Member West expressed during some of the work meetings with the Council there were discussions of curb and gutter vs. drainage swales and was curious what the final decision was. Mr. Roland stated the development would consist of drainage swales. Member Johnson inquired if there were any plans for a park or green space. Mr. Roland expressed there was not. 1 Chairman Lindsay asked Assistant Clerk Marley if there was any written correspondence submitted to the City Office. Assistant Clerk Marley stated no. Chairman Lindsay opened the public portion of the meeting; those in favor, none; neutral, none; opposed one. Steve Barnard residing at 4492 N. 55th E. expressed concerns of the proposed development affecting in him in terms of water and his well and questioned whether the City's system could adequately service the development. Additionally, he expressed concerns if the City and the County have an agreement or plan to deal with the increasing traffic that is occurring all around Iona. Member Johnson explained his knowledge and understanding of the City's water system improvement project to Mr. Barnard. Assistant Clerk Marley expressed Mr. Barnard is on his own private well so he shouldn't be affected in terms of water. Member Harrigfeld also explained his understanding is Telford Road (49th E.) is planned to be a four lane road in the unknown future. Chairman Lindsay expressed the purpose of the hearing is for the Commission to help determine if the developer has complied with the City's planning and zoning ordinances. Chairman Lindsay closed the public portion of the meeting. Member Johnson expressed in his review of the information it appears the developer has complied with city code and any additional requests the Council has already made. Chairman Lindsay entertained a motion. Member Johnson moved to recommend to the Council approving the request for annexation, initial zoning, and the preliminary plat. Member Lott seconded the motion. All in favor, motion carried.
