HomeMy Public PortalAboutr 11-022of flp pfrn vzv� of No. 1 -22 Date of Adootion Jarn giy 27' 2011 RESOLUTION AUTHORIZING A PROFESSIONAL SERVICES CONTRACT FOR ENGINEERING SERVICES WITH T&AI ASSOCIATES — INDUSTRIAL ROAD ENIPROVEAWNTS CONTRACT CONSTRUCTION PHASE SERVICES WHEREAS, the Borough of Carteret is in need of construction phase services in regard to the Industrial Road Improvements Program; and WHEREAS,_ the Borough's Consulting Engineers, T &M Associates, possess the requisite skill and expertise for said services; and WHEREAS, T&M Associates has submitted a proposal to provide said engineering services at a total cost not to exceed $3,750.00; and WHEREAS, the Mayor and Council have reviewed said proposal; W11MREAS, the Chief Financial Officer has certified that funds are or will be available for said purpose. NOW, THEREFORE, BE IT RESOLVED by the h4ayor and Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: 1. That the proposal from T &M Associates for contract construction phase services related to the Industrial Road Improvements Program at a total cost not to exceed $3,750.00 at the rate set forth in T &TNTs existing contract with the Borough is hereby approved. t 2. That aruiexed hereto is a copy of said proposal. 3. That this action is approved as an award of a professional services contract pursuant to N.J.S.A. 40A:11- 5(t)(a) in accordance with the Borough's Fair and Open Process as authorized by law. 4. That a cop) of this resolution be forwarded to the Borough's Purchasing Department and T &M Associates. Borough of Carteret Carteret Municipal Building 61 Cooke Avenue Carteret, New Jersey 07008 Re: Industrial Road Improvements Construction Phase Services Dear Mayor Reiman: 'TM ASSOCIATES November 1, 2010 As you are aware, construction of the traffic signals, guide rail and associated traffic improvements for the referenced project are noaring completion. It is anticipated the two now traffic signals will be energized and placed into service (" blhtking mode') within the next several weeks after coordination with CONRAIL and PSE &G. At your request, we have worked with Faigon Electric to add the following additional elements to the contract: 1- Centerline Tubular Markers along Industrial Road from Drift Way to Bristol Station. 2. A Truck U -Turn Signago Program, 3. Fire Department Traffic Signal Preemption System. 4. Roadway Pavement Repairs throughout the project limits. Regarding these additional elements of work, we have had preliminary discussions withAdam lervolino of NJDOT to inquire whether the above now elements of work will qualify for federal funding under TEA -21 Grant currently covering the project. We have been advised by Mr, lervolino that it is likely all of the additional work can be covered under the grant, however, a detailed _formal submission will be required. , In order to incorporate the above additional work into the contract, the following services are required: Centerline Tubular MarkersMarkers — As requested, a series of centerlino tubular roadway markers are being included in the project between Drill Way and the Bristol Station flashing signal. The markers were selected to be in compliance with the Manual on Uniform Traffic Control Devices (MUTCD). Upon approval of the preferred markers, we will obtain pricing from Faigon for the purchase and installation of the markers. Further we will obtain pricing from Faigon for the additional work, Fire Department Traffic Sigu l PpNmptfon System - As directed, we have prepared specifications and a system design for a new traffic signal preemption system for the Borough Fire Department. The system will allow the Fire Department to preempt the traffic sign controls in case of emergency to clear the intersection and avoid gridlock. The system design was presented to Faigon who provided pricing for the purchase and installation of the new equipment. Road_}y;lymy Pavement Repairs - Although Industrial Road will be transferred to the County in early 2011, there are a series of pavement failures throughout the road, mainly in the band by Bristol Station that require repair to keep the road safe; minimize icing, and control roadway deterioration through the winter months. Working with John DuPont these areas have been identified. We will contact Faigon to work out pricing for these proposed improvements, Based on the scope of services outlined above, we propose to provide the necessary engineering and field inspection to effectuate these improvements requested by the Borough for an estimated cost not to exceed $8,750.
