I. Call to Order Members present: Martin (virtual attendance), Albers, Cavanaugh, DesLauriers, Reid Members absent: None Also present: City Administrator Scott Johnson, Finance Director Erin Barnhart, Planning Director Dusty Finke, City Attorney Dave Anderson II. Motion to Delegate Duties to Preside Over the Meeting to Council Member Albers Moved by Reid, seconded by Cavanaugh, to delegate duties to preside over the meeting to Council Member Albers. A roll call vote was performed: Cavanaugh aye Reid aye DesLauriers aye Martin aye Albers aye Motion passed unanimously. III. Land Acquisition A. Consider adoption of resolution approving resolution approving purchase agreement for land acquisition (Hennepin County PID 041182311002) Councilmember Albers explained action was taken on this item at the November 30, 2023, Special Meeting. City Administrator Johnson provided an update that Mayor Martin and Johnson signed off on the purchase agreement and are waiting on the signatures from the sellers. B. Consider adoption of Resolution 2023-109 approving resolution approving purchase agreement for land acquisition (Hennepin County PID 0411823140004) Johnson requested that council consider a motion to go into closed session to discuss this item. City Attorney Andreson explained the closed session is pursuant to Minn. Stat. 13D.05, subd. 3(c). to consider making an offer to purchase Hennepin County PID 0411823140004. Medina City Council Special Meeting Minutes December 1, 2023 Moved by Albers, seconded by Reid, to adjourn the meeting to closed session at 5:09 PM pursuant to Minn. Stat. 13D.05, subd. 3(c). to consider making an offer to purchase Hennepin County PID 0411823140004. A roll call vote was performed: Cavanaugh aye Reid aye DesLauriers aye Martin aye Albers aye Motion passed unanimously. The meeting returned to open session at 5:30 p.m. Moved by Cavanaugh, seconded by DesLauriers, to recess the meeting. A roll call vote was performed: Cavanaugh aye Reid aye DesLauriers aye Martin aye Albers aye Motion passed unanimously. The meeting resumed at 5:44 p.m. Moved by Martin, seconded by Albers, to adopt Resolution 2023-109 approving the purchase agreement for the land located at Hennepin County PID 0411823140004 with changes to the purchase agreement that was presented to Council ahead of tonight's meeting specifically that the City would assume all Green Acres taxes and deferred special assessments on the property and a purchase price for the price of $1,725,000.00. A roll call vote was performed: Cavanaugh aye Reid aye DesLauriers aye Martin aye Albers aye Motion passed unanimously. C. Consider adoption of Resolution 2023-110 authorizing interfund loan for above land acquisition(s). Medina City Council Special Meeting Minutes December 1, 2023 Moved by DesLauriers, seconded by Cavanaugh, adopting the Resolution 2023-110 authorizing interfund loan for the above land acquisitions in items A and B. A roll call vote was performed: Cavanaugh aye Reid aye DesLauriers aye Martin aye Albers aye Motion passed unanimously. IV.
