COMMUNITY PRESERVATION COMMITTEE Held a Regular Meeting on Wednesday, February 27, 2019 at 4 : 45 p. m . �5✓ at The Brewster Town Office Building, 2198 Main Street, Brewster, MA 71 J *10 ' i MEETING MINUTES FOR FEBRUARY 27, 2019 Present : Chair Paul Ruchinskas , Vice - Chair Faythe Ellis , Elizabeth Taylor, Peggy Jablonski, William Klein, Roland Bassett, Diane Pansire , Barbara Burgo, and Sharon Marotti Absent , Also Present : Tom Lincoln, Dog Park Committee Chair Paul Ruchinskas called the meeting to order at 4 : 45 pm . Recording or Taping Notification : "As required by the Open Meeting Law we are informing you that the Town will be videotaping and/or audio taping this public meeting. In addition, if anyone else intends to either video or audio tape this meeting they are required to info> sin the chair. " We request that all cell phones be turned off or to vibrate. 1 . FYI Financial Report On February 14, Sharon, Elizabeth, Paul, and Faythe met with Lisa Souve to review the updated projected revenues for FYI 9 . Lisa informed them the actual state contribution totaled $220,244 which is about $ 80, 000 more than projected and that the tax revenues collected for the first half of the year totaled $ 500 , 965 which was slightly higher than projected . The projected revenue for FYI is now $ 1 , 222, 174 . They also discussed open projects that have remaining balances and were told by Lisa that at the end of the fiscal year any unspent revenue from closed out projects would be coming back for CPC use next year as well as any grant money that was received in FYI 99 The only change to the budget is that the bond amounts were updated to be more in line with the current bond schedule . The previous amount of $ 1 , 785 , 000 which was allotted for the Besse Cartway Long Pond project has been reduced to $ 35 , 000 as the town is going to be using funds already received from the Brewster Conservation Trust and bonding the rest. CPC is currently only responsible for the related project management costs of $ 35 , 000 . 2 . Financial Report, discussion, and possible vote on FY20 revenue estimates and expenses . Sharon explained that they went back to being conservative on the estimates for next year because they are not certain that the match will be as generous as it was last year . The Chair later explained that the 1 Community Preservation Committee Minutes ; February 27, 2019 officers of the Committee recommend that they be conservative when projecting revenues by using the same numbers that they collected for this current fiscal year . They estimated the combined revenue of local taxes and the state contribution as $ 1 , 150 , 000 . Bond payments were updated to reflect the current FY20 schedule . Also , included in the budget forecast are the projects that will be voted on at the May Town Meeting with the assumption that they are going to pass . Sharon explained that she also included the anticipated return of funds from closed projects with unexpended award money including the Bikeways grant, the Tennis Court grant, and the funds from the Cape Cod Museum of Natural History that were rejected . The Chair suggested applying roughly $400, 000 of Open Space funds to pay down the note on the Long Pond land purchase next year . He explained that CPC is looking at just under $ 1 , 000 , 000 of CPC funds for the land acquisition . They are waiting to find out what the principal and interest will be on the bond next year (short term borrowing obligation) . MOTION to approve the revenue and expense projections for FY20 as discussed . MOVED by Rollie Bassett. Seconded by Bill Klein . VOTE : 9-0-0 3 . Discussion and possible vote on CPC fund allocation source for Cape Housing Institute Program grant of $7 , 500 approved 2/ 13 / 19 . The Chair recused himself from the discussion and vote . MOTION for the grant funds of $7,500 for the Cape Housing Institute program be taken from the Community Housing Reserve. MOVED by Elizabeth Taylor. Seconded by Rollie Bassett. VOTE : 8-0-0 4 . Review and possible vote on conditional CPC award letters for : a . Dog Park Award b . Housing Coordinator Award c . Cape Housing Institute Year 3 Award a. Discussions were held regarding the draft letter for the Dog Park award . Edits to the letter were made by members . Tom Lincoln was present at the meeting and reported that the dog park design has been approved by the Stanton Foundation and they have approved the committee for up to $225 , 000 . MOTION to approve the draft award letter for the Brewster Dog Park with the discussed edits . MOVED by Rollie Bassett. Seconded by Bill Klein . VOTE : 9-0-0 b . MOTION to approve the draft award letter for the Housing Coordinator. MOVED by Rollie Bassett. Seconded by Sharon Marotti. VOTE : 9-0-0 2 Community Preservation Committee Minutes : February 27, 2019 c . The Chair recued himself from the discussion and vote on this item . MOTION to approve the draft award letter for the Cape Housing Institute. MOVED by Rollie Bassett. Seconded by Diane Pansire. VOTE : 8 -0-0 5 . Open project updates Elizabeth reported that closing for the Long Pond land acquisition is scheduled for March . At this point there is no set date . Diane will contact Leila at the Housing Authority to check in to see where they are at with the roof project and will provide an update at the next meeting. 6 . Vote to Approve Minutes of the February 13 , 2019 Meeting MOTION to approve the minutes of the February 13 , 2019 meeting with the discussed revision . MOVED by Rollie Bassett. Seconded by Faythe Ellis, VOTE : 7-0-2 7 . Announcements Elizabeth explained that the Open Space Committee has a signed offer to purchase the land North of the Meetinghouse Road parcel that they bought in 2017 . This will complete the purchase they actually started in 2012 but didn ' t go through. She reported that the Selectmen are signing the Purchase and Sale agreement on March 4 . The appraisal amount of the land was $ 775 , 000 and the committee initially offered $ 700 , 000 . The land owners counteroffered at $725 , 000 which is the price both parties agreed to . They will be applying for a state grant and they are getting $75 , 000 from the Brewster Conservation Trust . Additionally, they went to the Dennis Water Department and while they supported the acquisition, they are not in a position to provide funds at this time . They also went to the Brewster Water Department and they also were supportive and will be providing funds but the amount is uncertain at this time . 8 . Items the Chair Could Not Reasonably Anticipate None , 9 . Next Meeting The next CPC meeting is scheduled for Wednesday, March 13 , 2019 at 4 : 45 PM . MOTION to Adjourn at 5 : 25 PM.
