HomeMy Public PortalAbout19-9680 Centerpoint Properties TrustSponsored by: City Manager RESOLUTION NO.19-9680 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, APPROVING THE FINAL " SITE PLAN REVIEW REQUEST BY CENTERPOINT PROPERTIES TRUST, TO CONSTRUCT A TRACTOR TRAILER TRUCK PARKING FACILITY ON THE VACANT LOT IDENTIFIED BY FOLIO 08-2129-018- 0010 AND 2129-018-0010 IN THE I-3 ZONING DISTRICT; PROVIDING FOR APPROVAL; PROVIDING FOR SCRIVENER'S ERRORS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, pursuant to the City of Opa-Locka's Code of Ordinances and the City's Land Development Regulations, Ordinance 15-31, the City Commission has the power to approve, approve with conditions or deny any site plan review request; and WHEREAS, the applicant appeared and has presented their formal application request, all evidence, documents, and marked exhibits before the Planning & Zoning Board on June 4, 2019 pursuant to the City Code of Ordinances and the City's Zoning Regulations; and WHEREAS, after reviewing the presentation and having additional discussion, the Planning & Zoning Board approved this request for final site plan at the June 4, 2019 meeting by a 5 to 0 vote, and WHEREAS, the City Land Development Regulations, Ordinance 15-31, Section 22-49 G, provides that all recommendations and findings of fact by the Planning & Zoning Board shall be placed on the next available regular City Commission meeting agenda in compliance with notice requirements. NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA: Resolution No. 19-9680 Section 1. Adoption of Representations. The above recitals are true and correct and are incorporated into this Resolution by reference. Section 2. Approval/Denial of Request. The City Commission of the City of Opa- locka approves / denies this request for final site plan review to construct tractor trailer truck parking facility on the property located at the corner of NW 123 Street and NW 37th Avenue and identified by folio 08-2129-018-0010 and 30-2129-018-0010 in the I-3 zoning district, Opa-locka, FL 33054. Section 3. Conditions. 1) The Owner and his assigns shall limit the parking on the site to parking for tractors and trailers only. 2) There shall be no parking or storage of construction equipment, construction and related vehicles, including bulldozers, wheel loaders, excavators, backhoe loaders, dump trucks, construction cranes and any equipment associated with such construction and similar vehicles of this type. 3) There shall be no container stacking or container storage on the site. 4) No person shall sleep, camp or lodge on the property site at any time. Further conditions and commitments by Owner as initiated by Owner: 1) Owner has agrees to employ City of Opa-Locka residents through the assistance of the Career Source South Florida Office or a similar office designated by City if said office ceases to exist. Owner shall require that all contractors and all their subcontractors employ Opa-Locka residents through the assistance of the Career Source South Florida Office, in coordination with the City of Opa-Locka, and in accordance with the Memorandum of Understanding between the City of Opa- Locka and Career Source South Florida. 2) The Owner agrees to host job fairs before and during the construction phase of the development for any and all construction jobs. 3) The Owner agrees to host job fairs after construction of the building for building (business) operations and job hiring on the site once construction is completed. Resolution No. 19-9680 Section 4. Effective Date. This Resolution shall take effect immediately upon adoption by the City Commission of the City of Opa-Locka and after State of Florida appropriate review. The larger of the two parcels, 337,304 sq ft„ is located in the City of Opa-locka while the smaller parcel, 28,861 sq. ft. is located in unincorporated Miami -Dade County as highlighted in red. The site is only accessible via a county road at its most southern edge which provides for ingress and egress, and is immediately adjacent to the most western point of NW 123rd Street. That street going eastwardly provides the vehicular path from and to the subject Property with NW 36th Avenue and the major arterial road, NW 32nd Avenue. Currently the site conditions are as follow: trees, overgrown grass, shrubberies, and various types of vegetation. The site is located immediately adjacent to the main railroad, railroad spurs and easements at its west, north and east edge. The proposed project is a trailer -parking facility where trailers will be parked when not in use. This project site is located within the Urban Infill Area designated by Miami -Dade County and is not subject to traffic-concurrency requirements. The site is directly north of NW 123`d Street and west of the CSX Railroad spur west of NW 36' Avenue within the City of Opa-Locka. Attachment A contains an aerial photograph of the vacant site location. The project is expected to be built by 2021 or sooner. We determined the directional distribution of site -generated trips based on the cardinal distribution data for TAZ 274 from the Miami -Dade County 2040 Transportation Model and from the development's access to the surrounding roadway network. We interpolated the 2010 and 2040 directional -distribution values from the model data to develop percentages for 2021. Table 2 shows the proposed development's trip -distribution percentages. All project traffic was assigned to corresponding county/FDOT available traffic -count stations on the surrounding roadway network. The count -station, TAZ and traffic concurrency evaluation form data are included in Attachment D. Table 3 summarizes the roadway -capacity analysis and shows that there is existing capacity on the impacted traffic -count stations. The proposed project is a trailer -parking facility where trailers will be parked when not in use. This project site is located within the Urban Infill Area designated by Miami -Dade County and is not subject to traffic-concurrency requirements. The site is directly north of NW 123rd Street and west of the CSX Railroad spur west of NW 36th Avenue within the City of Opa-Locka. Attachment A contains an aerial photograph of the vacant site location. The project is expected to be built by 2021 or sooner. The site is located between two east/west railroad lines and has two proposed driveway connections to NW 123rd Street. The surrounding area is generally industrial. All project traffic is expected to use NW 123rd Street to access the closest county roadway (NW 32" Avenue) east of the project. NW 123rd street is a two-lane local roadway and NW 32nd Avenue is a four -lane divided arterial roadway. Attachment B contains a copy of the site plan. TRIP GENERATION The proposed project is a trailer -parking facility where truck trailers will be parked when not in use. The proposed development will include a small office building (ancillary to the trailer -parking operation) and two shipping -container yards comprised of passenger vehicle and trailer parking spaces. The proposed development is expected to generate 360 daily, 4 morning peak -hour and 36 afternoon peak -hour trips. We prepared daily, morning peak -hour and afternoon peak -hour trip estimates for the proposed development using equations from the 101h Edition of the ITE Trip Generation Manual. The trip -generation estimates for the proposed development are summarized in Table 1. Attachment C contains excerpts from the ITE manual. We determined the directional distribution of site -generated trips based on the cardinal distribution data for TAZ 274 from the Miami -Dade County 2040 Transportation Model and from the development's access to the surrounding roadway network. We interpolated the 2010 and 2040 directional -distribution values from the model data to develop percentages for 2021. Table 2 shows the proposed development's trip -distribution percentages. All project traffic was assigned to corresponding county/FDOT available traffic -count stations on the surrounding roadway network. The count -station, TAZ and traffic concurrency evaluation form data are included in Attachment D. Table 3 summarizes the roadway -capacity analysis and shows that there is existing capacity on the impacted traffic -count stations.
