CITY COUNCIL MINUTES
ADJOURNED MEETING
AUGUST 29, 1989
INITIATION:
1. CALL TO ORDER:
Pursuant to the Agenda posted on August 25, 1989, Mayor
Froehle called the adjourned meeting of the City Council to
order at 7:30 P.M. on Tuesday, August 29, 1989.
2. ROLL CALL:
Present: Councilmembers Atkins, Breazeal, Gillanders,
Swain and Froehle
Absent: None
Also Present: City Manager Koski, City Attorney Martin
3. NEW BUSINESS: NONE
4. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK: NONE
RECESS TO CRA:
At 7:32 P.M. the City Council met as the Temple City Commu-
nity Redevelopment Agency; accepted the proposal from Oli-
ver, Stoever, Barr & Vose, amended Resolutions Nos. CRA
89 -372, 89 -373, 89 -374 and 89 -375; approved the Real Estate
Purchase Contract for 5826 Reno and authorized the Executive
Director to accept the Deed; authorized the request of an
interim loan from the City; continued the Block A: Review of
Proposed Architecture and Design to September 5, 1989 and
approved the agreement with Port & Flor for Relocation and
Related Services. The Minutes of the Agency are set forth
in full in the Agency's records.
RECONVENE AS CITY COUNCIL
5. ACTION ON REQUEST BY CRA:
A. REQUEST FOR INTERIM LOAN TO THE COMMUNITY REDEVELOPMENT
AGENCY -
As background information City Manager Koski indicated
that the Agency requests an interim loan in the amount
of $225,000 from the City to provide funds for the
purchase of property located in the Developers Parcel
at 5826 Reno.

Councilmember Breazeal moved to approve the request by
the Agency for an interim loan from the City in the
amount of $225,000, seconded by Councilmember Atkins
and unanimously carried.
6. MATTERS FROM CITY OFFICIALS:
A. AAMD WORKSHOP, SEPTEMBER 13 -14, 1989 UNIVERSITY CALI-
FORNIA RIVERSIDE -
Approval is requested by Councilmember Swain to attend
the workshop at UC Riverside on September 13 -14, 1989.
Councilmember Breazeal moved to approve attendance and
authorize the necessary expenditures, seconded by
Councilmember Atkins and unanimously carried.
B. Councilmember Atkins stated that after reviewing the
Business License Fees recommended by the City Treasurer
it was his opinion that Council should review and look
at the potential of a City -Wide Assessment District and
levying a Business Promotion fee with the Business
Licenses.
Councilmember Breazeal indicated that he is waiting to
see if AB 1354 takes effect.
Mayor Froehle indicated he would like for staff to
forward this report to the Chamber of Commerce for
their input and then set a study session. Council -
members concurred with Mayor Froehle and instructed
staff to forward a copy of the report to the Chamber of
Commerce for their review and input.
C. Councilmember Atkins also inquired about the Occupancy
Inspection Program when property changes hands.
City Manager Koski indicated that Community Development
Director Dawson is putting the final touches on it.
D. Councilmember Breazeal requested that staff investigate
they construction on Cloverly with the subterranean
parking as he has had a number of complaints by neigh-
bors regarding rats coming out of that area.

7. ADJOURNMENT:
At 8:16 P.M., Councilmember Breazeal moved to adjourn, sec-
onded by Councilmember Swain and unanimously carried. The
next regular meeting will be held on September 5, 1989 at
7:30 P.M. in the Council Chambers, 5928 North Kauffman
Avenue.
