CALL TO ORDER Chairman Gunst called to order the regular meeting of the Parks & Recreation Commission at the City Hall at 7:35 P.M. following 2. which he led the Pledge of Allegiance. 3. ROLL CALL PRESENT: Commissioners: Andrist, Clemson, Lindberg, Gunst ABSENT: Commissioners: None ALSO PRESENT: City Manager William Woollett 4. APPROVAL OF MINUTES of regular meeting of June 21, 1961. The minutes were approved as presented. 5. ADDITIONAL BLEACHERS FOR USE AT BASEBALL GAMES. Mr. Woollett gave a report on estimates received on various types and sizes of bleachers: (1) 5 -row, 16 ft. long, capacity- 55 people - $185. FOB factory (2) 7 -row, 22 ft. long, with guard rail, capacity- 105 people, $481. FOB factory (3) Used Rose Bowl bleachers. Available in 5 ft. multiples - $5.00 per seat (consider 18" for each person). Also: units 6 rows, 15 ft. long, capacity - 60 people - $300. Upon discussion, it became apparent that there was no information as to whether either of the first two units could be added to in height. Mr. Woollett suggested this item be tabled until he can get further information as to how flexible they are and also ob- tain pictures. 6. STATUS REPORT: Report by City Manager Woollett. a) Establishment of Parks Department: After the written exams were given, the top individuals were interviewed by an oral board consisting of Karl Koski, Bill Pacifico, Director of Parks & Recreation at Pico- Rivera, and City Manager. As a result, Charles Ristow came out far ahead of the other applicants. He was appointed and started work on August 8, 1961. Mr. Ristow then assisted in interviewing the applicants for Maintenance man and Mr. Chris Jensen was hired and started work on August 16, 1961. The Parks Dept. has taken over complete responsibility for Park maintenace as of Monday of this week, with the exception of mowing the lawn at Temple City Park, due to the fact that there was no way of getting the lawn mower over from Live Oak Park. Our pick-up truck, a Chevrolet, will be delivered Saturday. Mr. Woollett is recommending to Council they retain Lee Harris (former custodian) to do just the floors at City Hall and Live Oak Park. This will eliminate the purchase of expensive e- quipment like floor Polisher, etc. and can be done at night. b) Establishment of Recreation Department: Several examinations and interviews have been given but so far there has been no one qualified for the position of Director of Recreation. It is important to get a man with enough experience to start from scratch, with what facilities we have to work with. He must be able to set up the program, run things himself, handle administration department, and actively supervise the after- school recreation program. It is important to get him on the job before school starts. The Commission all agreed that it was most important to get a well qualified person for the job even if it means waiting a while longer. " " Parks & Recreation Meeting, August 23, 1961 e Page 2 7. INSTALLATION OF PERMANENT IMPROVEMENTS AT LIVE OAK PARK. " The Commission had previously set up a committee to make recom- mendations regarding improvements at the Park, among which were installation of a shuffle board court, picnic tables and benches, a concrete slab and fencing for the maintenance yard, 2 small benches and tables for use of mothers while watching their child- ren in the play area, additional faucets for watering trees, covering for patio of recreation building and water and gas service for the picnic area. The only item taken care of at present was a reed covering for the patio at a cost of $17.00. Commissioner Clemson made a motion to table this item until a Director of Recreation is hired so that he may participate in planning permanent improvements. The Commission felt this was a good idea and unanimously agreed that as soon as the Recreation Director is hired he should get together with Mr. Ristow and make a decision. " " 8. RECONSTRUCTION OF PLAYER DUGOUTS AU LIVE OAK PARK: American Little League requested permission to build underground dugouts with volunteer help which would cost the City nothing. The Commission agreed to grant permission pending approval of plans which American Little League should submit for their perusal. 9. ADDITIONAL IMPROVEMENTS AT TEMPLE CITY PARK: Mrs. Chris. L. Coulter wrote the Commission advising that much of the equipment at the Park is in need of repair, there is a great infestation of ants, and the playground is very much in need of additional - equipment. In view of the fact that the play area at Temple City Park is now on the future site of the new library, the Commission felt that no new equipment should be planned at present. Com- missioner Lindberg made a motion recommending the Foreman of Buildings and Grounds look over the situation concerning equip- ment that is dangerous as well as the ant problem and make a re- commendation as to what should be done. Seconded by Commissioner Andrist and carried unanimously. 10. INTRODUCTION AND DISCUSSION: Charles A. Ristow, Foreman of Building and Grounds. Mr. Woollett introduced Mr. Ristow to the Commission who in turn gave a report of his first two weeks on the job. A complete inventory has been made of all property and personal equipment of both parks and City Hall, the Maintenance Man has been hired and power equipment purchased. The first thing planned is to get the front part of both parks in good shape. Mr. Ristow told of an offer of 50 flats of variegated ivy from the Overland Nursery. This would be very nice planted along the fence at Temple City Park but permission would have to be received from the County as it would climb on the fence which belongs to them. 11.. There were no communications but Mr. Woollett wished to remind the Commission that since Mr. ; ?istow's esignation there has been no Vice - Chairman of the Commission. Since the Council w i l l undoubtedly be appointing a new Commissioner at their next meet- ing perhaps the Commission would want to wait until they meet again to hold an election. He also stated that if anyone on the Commission wished to make a recommendation to the Council regard- ing appointment of a new Commissioner they should contact the Council before Monday. Robert Saddoris, who lives at 5570 Ryland Ave., directly in back of the maintenance yard at Live Oak Park, wished more information on the fence for the service yard. Mr. Woollett informed him that the whole area has been in very bad shape and that the plan is to put black top under the plants and to put in a chain link fence which will completely enclose the maintenance yard. 12. There was no further business and Commissioner Andrist moved to adjourn at 8:50 P.M. Unanimously approved and meeting adjourned to next regular meeting on Septe per 20, 1961.
