RESOLUTION NO.19-9676
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
OPA-LOCKA, FLORIDA, INCREASING THE SALARY RANGES
FOR THE CITY MANAGER AND THE CITY FINANCE
DIRECTOR; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Opa-Locka has been experiencing great difficulty
attracting qualified professionals due to some of its salary ranges compared to the same
positions for other municipalities which are not competitive; and
WHEREAS, the City desires to attract and retain more qualified professionals in
general and particularly for its currently advertised positions of City Manager and City
Finance Director; and
WHEREAS, the City Commission finds that increasing the range for City
Manager from $86,250.00 - negotiable, up to $125,00 - $175,000 is in the best interest of
the City; and
WHEREAS, the City Commission further finds that increasing the range for City
Finance Director from $59,800 - $99,800, up to $99,800 - $125,000 is in the best interest of
the City.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF OPA-LOCKA, FLORIDA:
Section 1. Adoption of Representations. The above recitals are true and
correct and are incorporated into this Resolution by reference.
Section 2. Increase in Salary Range. The City Commission of the City of
Opa-locka hereby approves the increase in salary ranges for the City Manager and for
the City Finance Director as follows:
City Manager -- from $86,250.00 - negotiable up to $125,00 - $175,000; and
Finance Director -- from $59,800 - $99,800, up to $99,800 - $125,000.

Section 3. Effective Date.
This Resolution shall take effect immediately upon adoption and is subject to the
approval of the Governor and his designee.

Authorizing the City Manager to amend the Pay Plan.
The City needs to amend current pay plan to include a higher salary range for the positions of City Manager and
Finance Director.
Staff recommends approval as a short-term resotlution to attract and retain qualified talent to the City,
however the pay plan needs full revision to be competitive and align with the living wage of Miami Dade
County once the City's finances stabilize.

The City is experiencing challenges recruiting qualified professionals due to the salary ranges
not being competitive in the industry. Once the City's finances stabilize, it is highly
recommended that the Pay Plan be updated in its entirety to be competitive and position the
City to attract and retain professionals.
