Staff 27 and the members of the Commission introduced themselves. 28 29 4. APPOINTMENT OF OFFICERS 30 31 Morrison opened the floor for nominations for the position of Chair, Vice Chair, and Secretary. 32 33 Morrison nominated Sharp for Chair. There were no other nominations for Chair. 34 35 Sharp nominated Norman for Vice Chair. There were no other nominations for Vice Chair. 36 37 Norman nominated Gunter for Secretary. Approval of the October 18, 2023 Regular Park Commission Meeting Minutes. 14 15 Motion made by Gunter, seconded by Norman, to approve the October 18, 2023 Park 16 Commission meeting minutes as presented. The motion carried unanimously. 17 18 6. UPDATE FROM CITY COUNCIL PROCEDINGS 19 20 Albers provided an update on recent City Council actions including three main concerns or 21 opportunities identified in a goal setting session: Fire Services, Uptown Hamel, and the vision 22 for the new land acquisition. 23 24 Morrison asked where the City is at with regard to the fire services topic. 25 26 Albers stated discussions are taking place with all surrounding communities to combine 27 resources that will maintain a high level of service. Albers noted the importance of recognizing 28 the growth in our communities to ensure we plan appropriately for immediate and future needs. 29 Albers said discussions are ongoing, and even the most recent land acquisition might be looked 30 at as an optional location for a fire station. 31 32 7. STAFF REPORT 33 34 Scherer presented the staff report in DeMars absence. 35 36 Finke stated that statute requires either an email address or a phone number is public information 37 for public officials, including appointed commissions. Finke indicated the City will have email 38 addresses created for each Park Commissioner, so they do not have to make public their personal 39 email or phone number. 40 CITY OF MEDINA PARK COMMISSION DRAFT Meeting Minutes January 17, 2024 Page 3 of 3 8. COMPLETE THE 2024 PARK COMMISSION GOALS LIST 1 2 Norman questioned the ownership and responsibility of the asset inventory list. 3 Morrison stated that DeMars maintains the spreadsheet and owns the original version. 4 Sharp suggested Commissioners visit their park assignments and make notes. 5 Scherer suggested waiting until spring to start this process. 6 Norman stated that it will be difficult to prioritize make recommendations because of limited 7 parks budget, and not knowing what our budget will be. 8 Scherer agreed and stated that he is working with Staff to increase the parks budget. 9 Finke suggested the Commission set a goal to review park assignments in April. 10 11 The Park Commission discussed the new land acquisition on Cates Road and all agreed it makes 12 sense to broaden park planning of this overall area instead of focusing on the land on Chippewa 13 Road. Morrison, Sharp and Scherer plan to regroup and discuss further. 14 15 The Park Commission talked through the budget and plan for trails including Deer Hill, 16 Hackamore and Townline; everyone agreed these items belong on 2024 goal plan. Morrison 17 questioned, and Scherer confirmed, the Deer Hill trail is wide enough of an easement to maintain 18 the equine portion alongside of the paved portion. 19 20 Gunter volunteered to work with Scherer to evaluate the old tennis court at Hunter Lions Park for 21 conversion to a basketball court and review the entrance to the playground amenities, so the area 22 welcomes visitors to explore the back area. 23 24 Scherer noted the tree plantings for Hunter Park, as discussed last summer, were postponed from 25 fall to this spring because the supplier believed the survival rate would be much better if planted 26 in the spring. 27 28 The Commission agreed to keep the Lake Independence area (Lakeshore Park, Walnut Park, and 29 Maple Park) on the goal list as printed, however will reevaluate after Hutchinson is back in town. 30 31 9. Additions to the Agenda If any Park Commissioner wishes to add an item to the agenda after the agenda has already been posted, the agenda item must be proposed at this point in the meeting. The Park Commission must agree to add the item by motion. No attachments for this item. 4. Update from City Council Proceedings This is a reoccurring agenda item to have the City Council Liaison to the Park Commission give an update at each meeting on what is happening at the Council level. City Council member Todd Albers has been appointed as the Liaison to the Park Commission for 2024. No attachments for this item. 5. Representative at Next City Council Meeting Commissioner attendance at council meetings provides a park resource and communication liaison between the Park Commission and other City government bodies. If you have a schedule conflict, please arrange a trade with another Park Commissioner. Troy Hutchinson is on the roster to provide an update at the next council meeting on April 2nd or 16th. Geocaching Presentation Youth Park Commissioners Grace and Eva Illingworth have put together an informative presentation to explain geocaching, a worldwide treasure hunting game, where participants use GPS to hide and seek “geocaches”. This activity is gaining popularity in our area, as apparent by residents who have sought permission to hide caches in city parks. No attachments for this item. 8. Maple Park Renovation Planning Last year pickleball courts in Maple Park were added to the 2024 park capital improvement plan. Park Commissioners should review Public Works Director Scherer’s memo and provide input on preferred construction improvements at Maple Park. Additionally, the Commission should discuss whether additional research or public engagement is necessary. See attached report. Agenda Item #7 2 Recommended Action: Make recommendation to City Council on preferred construction improvements and whether additional research or public engagement is necessary prior to submitting renovation options to City Council. 9. Park Asset Inventory The purpose of the inventory for the park capital/equipment is so the Park Commission has a means to estimate anticipated municipal park fund needs over time. Park Commissioners should review Planning Director Finke and Public Works Director Scherer’s memo and discuss whether the scope of the municipal park fund should include trail replacement. See attached report Recommended Action: Make recommendation to City Council on municipal park fund based upon the asset inventory analysis. Staff Report 2024 Park Commission Goals and Planned Improvements. The final draft version is attached for your records. Upcoming Events. Annual City Clean-up Day is on Saturday, April 27 from 8:00a.m. to noon. Please think about whether the Park Commission would like to ‘host’ a table-top ‘booth’ and what the theme or content should be. Park Activity Update. Lakeshore Park: The seasonal lottery is open for watercraft storage at Lakeshore Park (January 1 through March 31); to date, we have received eight applications, seeking a total of eleven racks. Deer Hill Trail: Public Works began staking for the new trail. Additionally, they cutout buckthorn/brush for the route just north of Deer Hill Road. Tomann Preserve: The lack of snow allowed Public Works to clear the trail system of brush and saplings. Medina Lake Preserve: the House bill which includes our proposal to clear the wooded area was introduced and referred to the Legacy Finance Committee last month. No Senate companion bill has been posted yet; however, we expect to see progress in the next couple months for the bill, overall, in both chambers. Seasonal Park Amenity Rental Applications Received To Date. Lakeshore Park: Hamel Legion Park: Agre Tennis; HAC Baseball, Hawks Baseball, Soccer Shots, Wayzata Youth Boys Lacrosse. Medina Morningside and Maple Park: Orono Baseball General Items. This is a reoccurring agenda item for Park Commissioners or Staff to give a verbal update on any other general park items. Staff representation at the March 20, 2024, Park Commission meeting will be Public Works Director Steve Scherer, Public Works Assistant Lisa DeMars, and Planning Director Dusty Finke. 1 MEMORANDUM To: Medina Park Commission From: Steve Scherer, Public Works Director Date: March 13, 2024 Meeting: March 20, 2024 Subject: Maple Park Renovations – Tennis and/or Pickleball Courts Maple Park Pickleball In October 2023 pickleball courts at Maple Park were added to the 2024 parks capital improvement plan; and approved by the City Council in December of 2023. Staff typically brings these types of projects back to the Commission for a review prior to moving forward. Discussions on this item have been general and there have been no layouts or court options presented to date. Staff has included attachments with several different conceptual layouts and court options to identify what might fit into the area that was discussed and considered as the best fit in the park. The park has approximately 20 parking spaces, and a portable rest room for court users. The commission could Agenda Item #8 2 pick one of the court layouts if they are firm in their decision, or they could engage the community to help with that decision also. Depending on the type and number of courts it appears that the baseball field and an open field area could also be maintained. Following is a list of potential discussion items the Park Commission may want to consider: • Pickleball court or dual-striped tennis/pickleball court (four pickleball courts occupy approximately the same area as one tennis court) • Desired number of courts • Reduction of area for sledding hill • Impact on amount of open field space Potential Action Staff requests direction from the Park Commission on the preferred improvements for construction and whether additional research or engagement with the neighborhood and other stakeholders is necessary. Staff would then bring the information to City Council for review. During discussions last year, the commission discussed updating the inventory of existing park improvements in preparation of this year’s discussion of the future CIP. The annual CIP is guided by the City’s Park and Trail Master Plan, which implements the City’s Comprehensive Parks, Trails, and Open Space Plan. The CIP also includes replacement of existing equipment in parks. Background Information – Current Funding/Revenue Funding for park and trails improvements within the CIP generally come from either Park Dedication Funds (new parks, trails, and improvements) or the City’s Municipal Park Fund (replacements/rehabilitations). In 2020, the city began levying approximately $112,000 annually for the Municipal Park Fund and the current balance is approximately $490,000. The City Council also has transferred portions of annual reserves into the fund. For new improvements, the City’s Park and Trail Plan projected collecting approximately $7.4 million over 20 years. Although collection of these fees is not regular because they occur at various times depending on development and construction, this breaks down to an average of approximately $373,000 per year. The Park and Trail plan identifies approximately $14 million in improvements. Asset Inventory The Asset Inventory file details each capital or equipment and its estimated replacement cost and lifecycle. Staff requested that Park Commissioners review their assigned parks and add any missing assets. Staff had not received any additions at the time the packet was created but park commissioners are encouraged to bring any changes to the meeting. The asset inventory is attached for reference. MEMORANDUM Agenda Item #9 Park Asset Inventory/ Page 2 of 2 March 20, 2024 Municipal Park Fund Park Commission Meeting Analysis The updated asset inventory suggests that the annualized replacement costs of the existing improvements within the parks is approximately $214,000. This includes replacement of various baseball improvements which have been donated by Hamel Athletic Club/Hawks and Hamel Lions in Hamel Legion Park. The rehab of the existing 12.4 miles of trails is estimated at approximately $86,000. When the municipal park fund was established, it was anticipated that the fund would need to be phased in over time. The municipal park fund currently emphasizes the replacement of park equipment and improvements. Nom alternative funds are specifically being set aside to fund the replacement of the city’s trail improvement. Park Commission and City Council can discuss whether the scope of the municipal park fund scope should be increased to include trails or if another revenue stream will be utilized for trail replacement. It is important to note that the annualized replacement costs will increase over time as additional improvements are constructed throughout the city. Potential Action Staff encourages the Park Commission to discuss whether the scope of the municipal park fund should include trail replacement. If the Commission concludes that it is appropriate to recommend increases in the municipal park fund levy, the following action could be taken: Move to recommend that the City Council consider increases for the municipal park fund levy based upon the asset inventory analysis. Thanks! Theresa Dear Park Commissioners, I apologize that I am unable to attend the meeting on Wednesday night, but I will unfortunately be traveling for work this week. I am instead sending this email to voice my concerns over the addition of pickleball courts at Maple Park. I am opposed to the addition of any number of pickleball courts at that location for a number of reasons. 1.Close proximity to not only my home, and my neighbor’s homes, but also to the wetland next to Maple Park that is privately owned. 2.Noise concerns – the sound from rackets hitting the pickleball travels much further than other park sounds. Also, the proposed location of the pickleball courts (replacing the ash trees) is in a valley, thus noise will travel even further into the neighborhood. 3.Parking concerns – there are only 20 parking stalls at Maple Park. We already experience parking issues on nights when there is soccer and baseball taking place at the park. Also, Maple Park is a hub to many accessing the Three Rivers Park District trails. 4.Hours concerns – during the summer months sun up is very early in the morning and sunset is later in the evening. The noise will likely impact residents’ ability to sleep and enjoy their property. 5.Availability of other locations that will not directly negatively impact residents. The City just purchased over 60 acres of land at the intersection of Willow Drive and Highway 55, using over $2.7 million taxpayer dollars for this investment. The City should look at using a portion of this land for pickleball courts next to existing commercial space rather than another residential area. If you are interested in getting more people to utilize Maple Park might I suggest putting in playground equipment for children to use. Like the playground equipment at Lakeshore Park, there are plenty of children on this side of the neighborhood who would benefit from this addition. I recently learned about the proposal to build Pickleball courts at Maple Park, and I couldn't be more thrilled. As residents of 4685 Fern Street, my family and I wholeheartedly support this initiative and believe it would be a fantastic addition to our community. Allow me to share a bit about our personal experiences that underscore why we're so passionate about this project. We are a family of four with a love for Pickleball. We've been known to chalk Pickleball lines out on Fern Street and set up nets across the road to play. These evenings spent playing in the streets are some of my fondest memories of this neighborhood. As we started playing, neighbors would wander over, some curious about our game, some eager to learn, and others simply joining in for a fun time. Pickleball has a unique way of bringing people together. We often found ourselves needing to chalk out two courts in the street to accommodate everyone, and there were still many waiting eagerly for their turn to play. On any given night, we're confident that if we were to chalk out lines and set up the net, Fern Street would be bustling with activity. One of the coolest aspects has been witnessing the enthusiasm of the neighborhood children. They're always eager to pick up a paddle and join in the game. Having dedicated Pickleball courts at Maple Park would provide them with a designated space to play, learn, and develop their skills in a safe environment. A few constructive thoughts if I may. ●A hardcourt surface located at Maple Park could work well as an added amenity without disrupting the park's existing uses. As a long-time resident, I am aware that the space within the ash tree grove, is largely unused, and not considered part of the sledding hill. There is room within this area for new programming. Additionally, soccer is played outside of this tree area in the open space to the south. Minor but effective improvements could be made for this. ●Proper noise and sight mitigation solutions could be effectively included in the planning process, including but not limited to screen-type vegitation planting. Location of park amenities near existing transportation features is proper, and as added use here is adding to existing conditions. Existing shade amenities could and should be preserved, as appropriate understanding existing resource value. ●Finally, planning options could include basketball and hockey considerations without significant scale or maintenance impact. Existing gathering near parking could be moved or expanded to promote family-sized gathering and use more adjacent. We are excited at the prospects of park improvements to our neighborhood and the many positive impacts this provides to our diverse community by the lake. Understanding that each homeowner experiences the neighborhood differently, it's important to provide hearing of reasonable concerns as they relate appropriately to the greater good. This message is intended as a replacement for attendance to tonight's discussion, but I would delight to offer design expertise to any further discussions or planning as needed.
