Roll Call The City of Tiffin City Council held a work session Tuesday, November 15, 2022, at the City Hall Council Chambers. Mayor Berner called the meeting to order at 5:47 PM. Upon roll being called the following members were present: Chris Olney, Skylar Limkemann, Al Havens, Eric Schnedler, Tim Orris. Others present City Administrator Doug Boldt, City Clerk Abigail Hora and Public Works Director Brian Detert. B. Agenda Additions/Agenda Approval Motion to approve agenda by Olney. Second by Schnedler. All ayes, agenda approved. C. Discussion and Review of Public Works Equipment Inventory and Replacement Schedule Discussion: City Administrator Doug Boldt and Public Works Director Brian Detert reviewed the public works equipment and schedule. D. Discussion of Potential Local Option Sales Tax for City of Tiffin Discussion: City Administrator Doug Boldt discussed LOST. Council discussed the pros and cons of this however is ultimately up to the voters. Doug will be following up with additional LOST facts from the Department of Revenue. E. Questions from Council Members regarding items on the Regular City Council Agenda F. Other Business G. Adjournment Motion to adjourn by Havens. Second by Orris. Roll Call The City of Tiffin City Council held a regular session Tuesday, November 15, 2022, at the City Hall: Council Chambers. Mayor Berner called the meeting to order at 7:04 PM. Upon roll being called the following members were present: Skylar Limkemann, Chris Olney, Eric Schnedler, Al Havens, Tim Orris. Others present City Administrator Doug Boldt and City Clerk Abigail Hora. C. Agenda Additions/Agenda Approval Motion to approve agenda by Havens. Second by Orris. All ayes, agenda approved. D. Communications and Reports City Council Agenda Page 1 of 4 1. Unscheduled I agenda is reached. Discussion: General Sentmen presented the Fire Department with a $750 check for their outstanding work to keep the fire contained to the combine and from spreading a couple weeks ago. E. Consent Agenda Note: These are routine items and will be enacted by one motion without separate discussion unless a Council Member requests separate consideration. 1. Close Public Hearing and Proceed to H-1 Motion to open Public Hearing on Ordinance 2022-499 An Ordinance to Amend the Tiffin Zoning Ordinance Section 5, Fence and Hedge Regulations, Subsection 5.03, Regarding the Allowed Location of Fences by Schnedler. Second by Olney. Roll Call: Havens, Orris, Olney, Schnedler, Limkemann. Discussion: Tomas and Cassandra Palasiewicz of 202 Edelweiss Circle present and are in support of the change. Nothing Received at City Hall. Motion to close Public Hearing on Ordinance 2022-499 An Ordinance to Amend the Tiffin Zoning Ordinance Section 5, Fence and Hedge Regulations, Subsection 5.03, Regarding the Allowed Location of Fences by Schnedler. Motion to approve Resolution No. 2022-092 A Resolution Approving the Preliminary and Final Plats of Aster Village Part Two by Havens. Second by Orris. All ayes, motion carried. 3. Discussion and Consideration of One-Time Water and Sewer Adjustment for 212 Village Drive, Apartment #7 and Council Action as Needed. Motion to approve by Orris. Second by Schnedler. All ayes, motion carried. 4. Discussion and Consideration of Professional Services Agreement with MSA Professional Services for a Comprehensive Water System Evaluation and Council Action as Needed. City Council Reports Discussion: Council Person Orris reported the Tiffin Community Fund will be donating half of the kids rodeo for Rec Fest in 2023. 3. Report Nothing to Report. 4. Building Official Report - Discussion: Building Official Brian Shay is in support of the change to the fence and hedge regulations. 5. s Report - Discussion: Recreation Director Frank Haege reported winter sports are just beginning. 6.
