CALL TO ORDER
The Council "Pre- Meeting" Work Session of August 7, 2006, was convened at 5:45 P.M. by
Mayor John Landwehr.
ATTENDANCE
The following Council Members were present:
Present: *Berry (arrived at 5:50 P.M.), Brown, Crane, Harvey, Layton, Martin, and
Pope, and Vogel
None
A quorum was present.
DISCUSSION OF ADEN
DA ITEMS
Public Hearings:
Mayor John Landwehr stated if the Council wishes, it would be acceptable to him to take up
both Bills 2006 -36 and 2006 -37 immediately following the public hearing since they both pertain
to the same issue.
Mayor John Landwehr stated he will ask Parks & Recreation Director Bill Lockwood to give a
report on the recent life saving incident which occurred at the Memorial pool.
Consent Agenda:
Appointment to Regional Planning Commission: Mayor John Landwehr stated he has
discussed with City Planner Janice McMillan about appointing City Administrator Steve
Rasmussen to the Commission with Ms. McMillan as the alternate, and she agreed that would
be a good idea. Mayor Landwehr stated he will suggest that amendment to the appointment
for Council approval during the Consent Agenda.
*Councilman Michael Berry arrived at this point in the meeting.
Bills Introduced:
2006 -51: City Counselor Nathan Nickolaus distributed a Substitute Bill 2006 -51 which listed
out all the parties involved in the issue.

Nomination of Ward Two Council Member:
Discussion was held on procedures for nominating candidates and establishing the election
and public forum.
Councilman Michael Berry disclosed that he has recently discussed having some work
performed for him by Sam Gaines Construction, before he learned that the City had awarded
the bid in Bill 2006 -48. He stated that, due to that fact, he will be abstaining from vote on that
issue.
