RESOLUTION NO.19-9701
RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF OPA-LOCKA, FLORIDA, DIRECTING THE CITY
MANAGER TO ARRANGE FOR TRAVEL AND
ATTENDANCE AT THE JOINT LEGISLATIVE AUDITING
COMMITTEE FOR CERTAIN CITY OFFICIALS AND
CONTRACTED STAFF; PROVIDING FOR
INCORPORATION OF REPRESENTATIONS; PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, the City of Opa-Locka recently received a letter from The Florida
Legislature, Joint Legislative Auditing Committee ("Committee") dated September
23, 2019 requesting attendance at its meeting scheduled in Tallahassee, Florida for
October 17, 2019 at 1:30 PM; and
WHEREAS, pursuant to said letter, the meeting agenda will include a
presentation of the Auditor General's recent operational audit of the City of Opa-
Locka ("City"); and
WHEREAS, certain City staff and contracted staff will be required to answer
questions related to the audit, the State of Financial Emergency, and more recent
events that have occurred within the City; and
WHEREAS, the Chair of the Committee, Jason Fischer, has requested the
specific attendance of Mayor Pigatt, Vice -Mayor Davis, City Manager Pate and the
City's Financial Consultant Gerri Lazarre (contracted staff); and
WHEREAS, the Mayor Pigatt has had additional conversations with State of
Florida representatives and now believes that it is necessary to include the City's
Public Works Director / Capital Improvement Projects Director, Airia Austin; and
WHEREAS, in order to secure the best travel rates it is necessary for the City
Manager to arrange travel for attendance at said meeting which is now less than one
month away.
NOW THEREFORE, BE IT RESOLVED THAT THE CITY COMMISSION
OF THE CITY OF OPA LOCKA, FLORIDA:

Section 1. Incorporation of Representations. The recitals to this resolution
are hereby incorporated by reference.
Section 2. Direction to Arrange for Travel. The City Manager is hereby
directed to arrange for immediate travel to Tallahassee, Florida for the following
persons to attend the The Florida Legislature, Joint Legislative Auditing Committee
on October 17, 2019: Mayor Pigatt, Vice -Mayor Davis, City Manager Pate; the City's
Financial Consultant (contracted staff), Gerri Lazarre; and Public Works Director /
Capital Improvement Projects Director, Airia Austin.
Section 3. Effective Date. This Resolution shall take effect immediately upon
adoption.

You are requested to attend the next meeting of the Joint Legislative Auditing Committee (Committee).
The meeting is tentatively scheduled to occur in Tallahassee on Thursday, October 17, 2019, from 1:30
p.m. to 3:30 p.m. The meeting agenda will include a presentation of the Auditor General's recent operational
audit of the City of Opa-locka (City). City officials and staff should be prepared to answer questions related
to the audit, the State of Financial Emergency, and more recent events that have occurred in the City. Once
the meeting time and location been confirmed, I will provide you with more detailed information.
Chair Fischer has specifically requested your attendance in addition to the Vice Mayor, City Manager, and
Financial Consultant. Other commissioners are encouraged to attend. I understand that the City Manager
may only have been serving for a couple of days at the time of the Committee's meeting. The Commission
and the City Manager should ensure that sufficient staff are in attendance and prepared to answer any
questions asked by the Committee's members.
This courtesy advance notice is being provided so that you can keep your calendar open. As soon as the
meeting schedule for the Committee has been set, perhaps later this week, I will provide you with a
confirmation.
