Mayor Man called the City Council Regular Meeting to order at 7:33 p.m. in the
Council Chambers located at 5938 Kauffman Avenue, Temple City.
2. ROLL CALL
PRESENT: Councilmember-Chavez, Sternquist, Yu, Fish, Man
ABSENT: Councilmember-None
ALSO PRESENT: City Manager Cook, Assistant City Attorney Murphy,
Assistant to the City Manager Haworth, Parks and
Recreation Director Burroughs, Parks and Recreation
Manager Lawson and Deputy City Clerk Nunez
3. INVOCATION -Reverend Jake Kim, Westminster Presbyterian Church of Temple
City, provided the invocation.
4. PLEDGE OF ALLEGIANCE-Boy Scout Troop 169 lead the Pledge of Allegiance.
Scouts Adam Kong, Andrew Kong, Connor Huynh, Brian Lou, Timothy Chong and
Thomas Chia presented the flags.
5. CEREMONIAL MATTERS-PRESENTATIONS
A. ARBOR DAY PROCLAMATION
City Council presented the Arbor Day Proclamation to Steve Lawson, Parks and
Recreation Manager.
B. ARBOR WEEK POSTER CONTEST WINNERS
Steve Lawson, Parks and Recreation Manager, gave a brief overview of the
Arbor Day Poster Contest.
Mayor and City Council to present certificate of recognition to winners.
C. TEMPLE CITY HIGH SCHOOL STUDENT CLUB SKILLSUSA
City Council presented a certificate of ·recognition to SkillsUSA for their
accomplishments.

6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Jing Li, Temple City Librarian, spoke on upcoming events at the library. She also
commented on the Senior Master Plan and activities the library offers for seniors in
the community.
Florence Tang, Temple City Resident, commented on the marijuana dispensary at
4400 Temple City Blvd.
7. CONSENT CALENDAR
Mayor Pro Tern Fish made a motion to approve the Consent Calendar. Seconded
by Councilmember Chavez and carried by the following votes:

A. APPROVAL OF MINUTES
The City Council is requested to review and approve:
1. Minutes of the Special City Council Meeting of February 19, 2019;

Action: Approved.
B. PLANNING COMMISSION ACTIONS
The City Council is requested to receive and file Actions of the Regular Planning
Commission Meeting of February 12, 2019.
Action: Received and filed.
C. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS
The City Council is requested to receive and file Actions of the Regular
Transportation and Public Safety Commission Meeting of February 13, 2019.
Action: Received and filed.
D. PARKS AND RECREATION COMMISSION ACTIONS
The City Council is requested to receive and file Actions of the Regular Parks

F. ADOPTION OF RESOLUTION NO. 19-5386 APPROVING PAYMENT OF
BILLS FOR FISCAL YEAR 2018-19
The City Council is requested to adopt Resolution No. 19-5386 authorizing the
payment of bills.
Action: Adopted Resolution No. 19-5386.

10. NEW BUSINESS
A. GRANT FUNDING OPPORTUNITIES
Staff recently completed a list of potential grant funding opportunities in
partnership with Avant Garde, a grant writing and compliance management firm.
While the exercise concluded a lack of grant funding sources for Las Tunas
beautification, it did identify viable funding opportunities for new park facilities
and related improvements.
City Manager Cook provided an overview of grant funding opportunities.
City Council made comments and asked questions regarding the various grant
opportunities.
Mayor Man opened public comment.
Steve Stafford, Temple City resident, commented on the numerous grants and
expressed that the City should apply for as many as possible.
Hearing no further request to speak, Mayor Man closed public comment.

Councilmember Chavez made a motion to:
1. Receive a presentation on available grant funding opportunities for new facilities
and other improvements;
2. Direct the City Manager to pursue identified grant funding opportunities, if any;
3. Direct the City Manager to return with a programming strategy for Measure A
and Proposition 68 funding allocations; and
4. Designate $24,999 from the General Fund Reserve (undesignated fund
balance) to Account No. 01-910-42-4231: Professional Services.

11. UPDATE FROM CITY MANAGER-provided a status of the Temple City Library
construction project, commented on a meeting he attended regarding coyote
management and new signs that were installed near the flood control channels.

Congratulated Mayor Man on the State of the City Address and thanked him on
his year as Mayor.

Congratulated Mayor Man on the State of the City Address, commented on ADA
accessibility at bus stops and Coalition of Governments meeting regarding
homelessness.
D. MAYOR PROTEM FISH
Commented on the Camellia Festival and congratulated Mayor Man on the
State of the City Address.
E. MAYOR MAN
Commented on the State of the City Address and informed the public that City
Council will be reorganizing on March 19, 2019. Thanked staff for their work on
the State of the City and Youth Committee members for their involvement in the
event.
