SUBJECT: 2018 MID-CENTURY GENERAL PLAN ANNUAL REPORT
RECOMMENDATION:
The City Council is requested to :
1. Receive the 2018 General Plan Implementation Report ;
2. Approve the report; and
3. Direct staff to file the report with the Office of Plann ing and Research and the
Department of Housing and Community Development.
BACKGROUND:
1. On January 7, 2014, the City Council adopted the updated Housing Element of the
General Plan. The updated Housing Element contains goals and strategies to
facilitate housing development in order to meet the Regional Housing Needs
Allocation (RHNA).
2. On December 5 , 2017, the City Council adopted the Mid-Century General Plan.
The General Plan contains an implementation program which clearly defines
strategies and programs to implement the goals and policies of the General Plan .
3 . On February 28 , 2019 , pursuant to state law and the General Plan Implementation
Program, staff prepared an annual report on the City 's progress toward
implementing the Mid-Century General Plan and presented it to the Planning
Commission. After receiving the report, the Planning Commission recommended
that the City Council approve the annual report.

ANALYSIS:
Government Code Section 65400 requires cities to prepare a General Plan annual
report including the following:
1. The City's progress in implementing the General Plan; and
2. The status of housing development especially with respect to meeting the City's
share of the RHNA.
General Plan Implementation 2018
The most notable implementing project of 2018 is the adoption of the Crossroads
Specific Plan, which makes the 72.5-acre plan area ready for new housing units and
development. The Specific Plan provides an opportunity for development of over 1,800
new housing units and over 450,000 net new square feet of commercial development.
The area currently has 50 dwelling units and about 1.1 million square feet of
commercial buildings. Property owners in the Specific Plan area are already showing
interest in redeveloping their properties as allowed by the plan. Staff is currently
processing an application for a new mixed-use project on Rosemead Boulevard
consisting of 74 housing units and 14,600 square feet of commercial space.
The other major implementing project underway is the comprehensive Zoning Code
update. The Zoning Code will be revised to be consistent with the Mid-Century General
Plan and the Zoning Map will be updated to reflect the land use designations in the Mid-
Century General Plan. Staff held a community meeting and has been soliciting public
input on the draft updated Zoning Code, with City Council consideration of the new
code expected in June 2019.
In addition to the above efforts, the City has made progress on the following
implementation measures:
• Update of the five-year Capital Improvement Program;
• Update of the Pavement Management Program;
• Update of the Downtown Parking Management Program;
• Preparation of a Pedestrian Master Plan (awaiting results of grant application);
• Preparation of a development impact fee study (completion expected in June
2019); and
• Development of a subsidized Lyft service as an alternative transportation
service.
Attachment "A" provides more details including the work plans staff developed for the
next three fiscal years to implement the General Plan. The General Plan
Implementation Progress Chart in Attachment "B" includes a report on the progress of
all implementation strategies.

Housing Element Report 2018
Planning project activity in 2018 showed a similar pattern to 2017; as the number of
applications for infill housing development decreases, applications to construct
accessory dwelling units (ADUs) are surging. In 2018, planning staff approved 44
projects in which there was a net gain in dwelling units, for a total of 44 net additional
units.
Building activity in 2018 did not show as large of a decrease as planning project activity.
Building staff issued building permits for 79 new dwelling units including 40 net new
units. Building staff also issued 115 certificates of occupancy, including 15 for projects
that included a net increase in dwelling units. Table 1 provides a summary of building
permits and certificates of occupancy issued. Attachment "C" contains lists of the 40
properties that received building permits and the 15 properties that received certificates
of occupancy where there was a net increase in dwelling units.

The State of California requires the City to report its performance on meeting the RHNA
for the Housing Element cycle of 2014-2021. Table 2 shows the City's progress in
meeting its RHNA numbers. The City is on track to meet RHNA's goal for total units
constructed, but is not on target to meet RHNA's goals related to very low-, low-, and
moderate-income units. The State Housing and Community Development Department
has stated that ADUs may only be counted as affordable housing if the City provides
evidence demonstrating that the units are being rented at an affordable rate. Staff does
not currently have such information, so for now, ADUs are shown as above moderate-
income units. However, staff is in the process of surveying occupants and owners of
ADUs to try to determine the rental rates. Once the survey is complete, staff will adjust
the housing unit numbers if warranted. In the future, staff is considering proposing an
incentive program to create deed-restricted ADUs to assist the City in meeting its RHNA
numbers.

It should be noted that when the Housing Element was certified by the state in 2014,
the City was only required to demonstrate that the City had the capacity to meet the
RHNA numbers through its General Plan and Zoning Code . However, recent .housing
legislation as well as recent comments and actions by the governor indicated that the
state is taking a more aggressive approach toward providing affordable housing. Given
that the City currently falls short on building affordable units , staff will continue to
monitor actions by the state that may impact the City.

RECOMMENDATION: Review the latest progress on the implementation of the General Plan
and recommend to the City Council approving the annual report
SUMMARY:
Pursuant to Government Code 65400, after the adoption of a General Plan, the City needs to prepare an
annual report regarding the implementation of the General Plan including the Housing Element. The City
also needs to submit the report to the Governor's Office of Planning and Research and the Department
of Housing and Community Development.
The Implementation Program of the Temple City MidcCentury General Plan stipulates that the annual
report to the City Council must be submitted by the Planning Commission. Staff therefore has prepared
this report for the Planning Commission to review.

Housing Element Report 2018
Housing activity in 2018 is showing a similar pattern to 2017; as the number of applications for infill
housing development decreases, the applications for constructing accessory dwelling units are surging.
In 2018, the City approved 44 applications in which there was a proposed net gain in dwelling units.
These applications would result in an additional44 units.
Building activity in 2018 has not shown as large of a decrease in activity as planning activity. The building
staff issued 82 building permits for new housing projects. Of these, 43 were issued for projects with an
increase in dwelling units. The building staff issued 116 certificates of occupancy, a document given to
the property owner to demonstrate that the City has finaled the building permits and the unit or units
can be occupied. Fifty-six of the Certificates of Occupancy issued were for projects that resulted in a net
increase in units. See Table 1 below.

On submittal of an application for development, the Crry will determine whether the
project qualifies as a "projecf' is "exempt" subject to CEQA's criteria. If so, an Initial
Study must be prepared to identify the environmental impacts of the project and
determine whether the identified impacts are "significant". Based on its findings of
"significance", the City prepares one of the following environmental review
documents:
• Negative Declaration if it finds no "significant" impacts;
• Mitigated Negative Declaration if it finds "significant" impacts but revises
the project to avoid or mitigate those significant impacts; or
• Environmental Impact Report (EIR) if rr finds "significant" impacts
The Program EIR prepared for the Mid-Century Plan constitutes an
"umbrella" document describing citywide impacts that may be used by subsequent
projects found to be consistent with the Mid-Century Plan to tier from.

Affordable Housing Code Compliance
Continue to permit second dwelling units by right in R-1, R-2, and R-3 zones, as set
forth in the City's Zoning Code (Temple City Municipal Code, Chapter 9, Article M)

in residential zones, pursuant to AB 1866. Waive permit processing fees for second
units that will be occupied exclusively by lower income persons.
