Mayor Man called the City Council Regular Meeting to order at 7:38 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: ABSENT: ALSO PRESENT: Councilmember-Chavez, Sternquist, Yu, Fish, Man Councilmember-None City Manager Cook, Assistant City Attorney Murphy, City Clerk Kuo 3. INVOCATION-Pastor Jim Walden, First Baptist Church, provided the invocation. 4. PLEDGE OF ALLEGIANCE-Boy Scout Troop 161 lead the pledge of allegiance. Scouts Duncan Vergarra, Lucas Tiet, Joshua Hsu, Daniel Hsu, Tyler Williams presented the flags. 5. CEREMONIAL MATTERS-PRESENTATIONS A CITY COUNCIL REORGANIZATION 1) Remarks by outgoing Mayor Mayor Man thanked his colleagues, family, staff, and the community for their support during his term as Mayor. 2) City Clerk calls for nominations for the seat of Mayor Councilmember Sternquist nominated Mayor Pro Tern Fish for the seat of Mayor, seconded by Councilmember Man. There were no further nominations. Mayor Pro Tern Fish was appointed Mayor by acclamation. Mayor· Fish's son Deputy Cameron Fish and daughter Lainie Watkins assisted in giving a ceremonial swearing in of the new Mayor. City Council Minutes March 19,2019 Page 2 of 7 3) New Mayor calls for nominations for the seat of Mayor ProTem Mayor Fish called for nominations for the seat of Mayor ProTem. Councilmember Yu nominated Councilmember Chavez, seconded by Councilmember Sternquist. There were no further nominations. Councilmember Chavez was appointed Mayor ProTem by acclamation. 4) Comments from other city or elected officials to outgoing Mayor Mayor Fish invited field representatives of elected officials and elected officials from other cities to make remarks to outgoing Mayor Man. Field Representative from Office of Congresswomen Judy Chu, Office of Assembly member Ed Chau, Office of Senator Susan Rubio, and Councilmember Sandra Armenta from City of Rosemead presented outgoing Mayor Man with certificates of recognition. Mayor Fish shared that City of Arcadia, City of San Gabriel and City of Monrovia also delivered certificates of recognition to outgoing Mayor Man. 5) Comments from other city or elected officials to new Mayor New Mayor ProTem Chavez invited field representatives of elected officials and elected officials from other cities to make remarks to the newly appointed Mayor. Field Representative from Office of Susan Rubio presented Mayor Fish with a certificate of recognition. 6) Presentation to new Mayor and outgoing Mayor Outgoing Mayor Man presented Mayor Fish a meeting gavel. Mayor Fish presented outgoing Mayor Man with a framed City flag. 7) Presentation to new Mayor ProTem by new Mayor Mayor Fish congratulated new Mayor Pro Tem Chavez for his appointment and presented him with a token of congratulations. 8) Councilmember Comments Councilmember Yu thanked his colleagues for their support and congratulated Mayor Pro Tem Chavez and Mayor Fish for their new appointment. Councilmember Man thanked his colleagues for their support as his term as Mayor and congratulated Mayor Pro Tern Chavez and Mayor Fish for their new appointment. Mayor Pro Tern Chavez thanked his colleagues, staff, family, and community for their support and congratulated Mayor Fish for her appointment. 9) New Mayor Remarks Mayor Fish thanked the field representatives from the elected officials and elected officials from the other cities for their recognition. She thanked her family, friends, the community, her colleagues and staff for their support. B. PROCLAMATION-RED CROSS MONTH Ms. Lucy Liou, Temple City's Red Cross Area Ambassador, gave a brief overview about the American Red Cross. Mayor Fish, on behalf of City Council, presented a Red Cross Month Proclamation to Ms. Lucy Liou. 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Steve Stafford, Temple City resident, congratulated Mayor Fish for her new role. Jimmy Wu, Field Representative from Office of County Supervisor Kathryn Barger, recognized outgoing Mayor Man for his accomplishments and congratulated Mayor Fish for her appointment. Charles Trevino, Upper San Gabriel Valley Water Municipal District, congratulated Mayor Fish for her appointment. Lucy Liou, Neighborhood Watch, invited the public to the next meeting on March 21 at the Live Oak Park. 7. CONSENT CALENDAR Councilmember Sternquist made a motion to approve the Consent Calendar Items. APPROVAL OF MINUTES The City Council is requested to review and approve: 1. Minutes of the Special City Council Meeting of March 5, 2019; and 2. Minutes of the Regular City Council Meeting of March 5, 2019. Action: Approve. B. PLANNING COMMISSION ACTIONS The City Council is requested to receive and file Actions of the Special Planning Commission Meeting of February 28, 2019. Action: Received and filed. C. 2018 MID-CENTURY GENERAL PLAN ANNUAL REPORT State law requires cities to prepare and file an annual report of their progress in implementing their General Plan. Action: 1. Received the 2018 General Plan Implementation Report; 2. Approved the report; and 3. Directed staff to file the report with the Office of Planning and Research and the Department of Housing and Community Development. D. BUDGETARY ACTIONS: PRIMROSE PARK AND PARKING LOT An award of contract is scheduled for Council's review on June 4, 2019. If approved, all pre-development services for CIP-42 (Primrose Park and Parking Lot) will be programmed and funded for fiscal year 2019-2020. Action: 1. Amended the City's 2018-2023 Capital Improvement Plan to add CIP-42 (Primrose Park and Parking Lot), which funds pre-development and construction activities for a new park and public parking lot on the 5900 block of Primrose Avenue; City Council Minutes March 19, 2019 Page 5 of 7 ' 2. Authorized an allocation of $43,800 in unspent funds from CIP-12 (Primrose Properties Demolition) to CIP-42 (Primrose Park and Parking Lot) for pre- development activities; 3. Designated $57,200 from the General Fund Reserve (undesignated fund balance) to CIP-42 (Primrose Park and Parking Lot), thereby availing a total of $100,000 for pre-development services, which includes facility design and construction documents. E. VISA CARD REPORT The City Council is requested to receive and file the Visa Card Report. Action: Received and filed. F. ADOPTION OF RESOLUTION NO. 19-5387 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2018-19 The City Council is requested to adopt Resolution No. 19-5387 authorizing the payment of bills.
