- The Uniform Mechanical Code contains requirements for the,installation

Pursuant to instructions contained in attached Resolutions submitted
for adoption at tonight's meeting and to provisions of Section
1$0�30 ancl 18041 of Chapter 3, Division 14, Part I, of the Streets
and Highways Code of the State of California, the following report
is submitted:
1. Plan No. 1978-A, show-ing., the locataon<;of the 7,000 lumen,
11,000 lumen, 20,000 lumen, 25,500 �,umen, 35,000 lumen, 1
47;000 lumen and 55 lumen lamps has been filed in the
�office of the City Engineer. Alsb filed with the City
Engineer is subject report for-the service necessary to
maintain, improve and illuminate, by means of electrical
energy, the mentioned lamps for a period of three years
commencing July l, 1978, and ending June 30, 1981. -
2. The estimated cost of complete lighting system maintenance
and impxovement within said district, shown on Plan 1978-A is ::_

ornamental standards in certain streets in the City of Lynwood within I
the district described in Section 2 hereof and to be known as "Lighting �
Maintenance District "A" of the City of Lynwood." Reference is hereby �

Section 2.• That the exterior boundary of the district to•be j

benefited therefrom and to be assessed to pay the costs and expenses thereofj

to be known as said assessment district is described as follows: �
Those properties lying within the City limits of the City of . �
Lynwood, excluding•City owned properties. (See attached diagram). The �
district is divided into Zone l�and Zone`2 with Zone l defined as those �
properties benefiting from 7,000 lumen and 20,000 lumen lamps; and Zone 2• �

There ie hereby adopted Uy the Cit�Council for the purpose of pre-
acr.ibing regulations to provide minimum stan �rds to safeguard Life and limb,
health, property, and i�ublic welfare Uy regulation and controlling the design,
construction, quality of. materials, use and/occ�pancy, location and maintenance
of all buildingc and etructurea within the and certain equipment apeci-
fically regulated herein, that certain code known as the National Ele.ctrical
Code 1978'Edition promulgated and publi��hed bg the National Fire Protection
Association under the auspicea of the/American National Standards Inatitute,
except euch portione thereof as the hereinafter deleted, modified, amended, or
added. Not less than three copies� said Code and Standarde are filed in the
office of the City Clerk. The same, with the exceptions, deletiona, modifica-
tione, amendments, and additione/aforesaid, are hereby adopted and incorportated
as fully as if set out at length herein. From and after the date on which
this chapter shall take effect/ the Public Safety Director ae head of the'Depart-

ment of Public Safety, is a�horized to adminiater and enforce their regulationa,
and the proviaions thereo �'hall be controlling within the limita of the City.

or inatitute proceedinge in any court of competent juriadiction in order to prevent,
reatraia, correct ar abate tl�e violakion.
c) Any peraon, firm or corporaci.on violating any of the provieiona of
suid National Electrical Code or any order mnde thereunder, or failing to comply
with eny deCailed stetgment of specifications or plane submit[ed and approved there-
undez, vithin the time fixed shell, severally and for each violations and non-
compliance reepectfully, be guilty of a misdeameanor puniehable by a fine of not
more than five hundred doliare (5500.00) or by imprisonment for not more than one
hundred eighty days (180), or Uy'Uoth such fine 'and imprieonment.
The impoaition of n penalty or penalties for any violation or non-
compliance ehall no[ excusc said vi.olation or non-compliance nor permit it to
continue. Ali persona incurring sucli a penalty or penalties shall be required to

SUBJECT: AMENDING THE APPLICATION FOA STATE BLOCK
GRANT FUNDS UNDER THE ROBERTI-Z'BERG URBAN
OPEN-SPACE AND RECREATION PROGRAM .
Gentlemen:
The California State Deparbment of Recreation and
Parks has recently informed us that all funds allocated
to the,'City under the Urban Open-Space and Recreation
Program for fiscal years 1976-7�' and 1977-78 must be
encumbered by June 30; 1978. Otherwise, such funds will
revert back to the State. On May 16 1978 the City.
Council approved the filing of an"applicat'ion to retrofit
the Natatorium for solar heat. This was in the amount of
$37,500 including a$12,500 City matching share. This
leaves an unencumbered balance of �23,301, which sHould
be committed to a specific project, and must be used on
a 75%-25% matching basis.
Mr. Pon Snavely, Director.of Recreation and Parks,
has determined that there are three high priority options
- for funding under this Program.. The options,are as follows:
1. Softball field lighting at John.Ham Park.' Esti--
mated project cost is $31 of which $23,301 would be
requested in State funds, and $7,767 would be the City's
matching share. An additional $8;000 has already beerr al-
lpcated to this project from the 1974 State Park Bond Act.
2. Construction of new public restrooms in the City
Park. Approximate size would be 750 sq. ft., with an es-
timated construction cost of $40/sq. ft. Estimated project
cost would be �31,068, oP which $23,301 would be requested
in State funds and $7,767 would be.the City's matching
share.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF LYNWOOD APPROVING AN,AMENDMENT OF THE BLOCK

URBAN OPEN-SPACE AND RECREATION PROGRAM.
WHEREAS, the legislature of the State of California
has enacted the Urban Open-Space and Recreation Program,
which provides funds to certain,political subdivisions of
the State of California for aoquiring lands and for develop-
ing facilities within urban areas to meet urban recreation
needs; and
WHEREAS, the State Department of Parks and Recreation
has been delegated.the responsibility for the administration
of the program, setting up necessary procedures governing
application by local agencies under the program; and
WHEREAS, said procedures established by the State
Department of Parks and Recreation require the applicant to
certify by resolution the approval of applications prior to
submission of said applications to the state; and
WHEREAS, the City of Lynwood has previously approved
the application for such funds through Resolution No. 78-48;..
and
WHEREAS, the pro�ect(s) applied Por under this
program must be of a high priority and satisfy,the most
urgent park and recreation needs with emphasis on unmet needs
in the most heavily populated areas;
NOW, THEREFORE, BE ZT RESOLVED that the City Council
hereby:

A. NEW PLANTS
In April, Louis Ross, a commercial property owner in Lynwood,
approached the City with a proposal to move three commercial build-
ings to his property on Long Beach Boulevard to be developed into
a mini-shopping center. The three buildings, however, just hap-
pened to be in the I-105 Freeway Corridor 'which meant that the
plaintiffs in the case must be contacted for approval to move the
buildings. The Center for Law in the Public Interest toured the
buildings but denied the application since the buildings would be
recyclable if the freeway project fell through.
In May, Grant Freizeres of Summit Investments, Riverside,
approached the City with a proposal to £ace o£f the Century-Bullis
shopping,center on Century Boulevard, enclose the existing struc-
t w°es and add a new section to create an indoor mall. The addition.
would turn the center into a"T" shaped building configuration with
adjacent parking off both Ernestine and Bullis Road.
B. BUILDING D�PARTMENT NEWS
Uniflex Corporation at 2605 Industry Way has completed their
set-up and are in production.

The Drawercraft Company at 2549 Industry Way, because they
' are consolidating two separate operations here and not wanting
• to lose production time, have to date moved into one operation
and are about 50� in production.
The Pioneer Chicken, Baskin Robbins and launderette complex
is about 90� complete and should open in about 30 to 45 days.
' The Jorgensen.Steel Company has completed the removal of
seven structures on 108th Street and are now constructing the
block wall prior to starting the paving'of their new parking
facility.
The owner of the block on Long Beach Boulevard between Lyn-
wood Road and Louise Street has been issued permits to rehabilitate
the existing vacant buildings and is consulting with us on plans
to develop the remaining land to shops and office space.
Jimmie Williams Realty at 12001 Long Beach Boulevard has pur-
chased the former Herb Holmes realty offices at 1 Long ..
Beach and will soon 'open a new franchise realty office there. He
is also negotia.ting to purchase the remaining properties on the
block and has plans to develop a shopping complex there.
In the residential area, permits have been issued for two
new residences on Thorson, two new residenoes on Virginia and one
on Elmwood.
The two relocations.at 11051 Duncan and 11048 Louise are
nearing completion.
We have,also in the pas,t month issued 156 permits for resi-
dential add3tions including the related electrical and plumbing
permits.
C. FLOOD CONTROL
The Los Angeles County Flood Control District is present_ly
conducting a flood insurance study to determine the flood prone
areas in the City of Lynwood that would qualify for the Federal
Flciod Insurance Program. The results of the study will be avail-
able in about a month.
D. PLAQUES
Former Personnel Commissioners Henry Glave and Kenneth
MeJimsey will be present in the regular scheduled meeting of the
Personnel Commission, Thursday June 8, and we will present plaques
of appreciation for their services.

E. STATUS OF JONES LUMBER.ANNEXATION
Public Works and Planning met with Los Angeles City Water
District to outline the needs of the City,concerning water ser-
vices to Jones Lumber. Los Angeles Water will also give us

then add to that figure the cost of installing water lines in
the area. We must then adopt a resolution of intention to annex,
pre-zone the property and apply to LAFCO. This is also a lengthy
process.which takes eight to ten months to complete. The resolu-
tion of intent has been prepared pending the outcome of the water
situation. �

H. SHELTERS �
American Shelters; Inc., has approached us to install bus
shelters free of charge. They also are inaintained free of charge
and ,judging from their models, are very attractive. .The following
, points are made about the shelters:
1. The shelters are constructed of aluminum and 3/8"'
thick safety-tempered glass. The supporting poles
of the.roof are of polished steel and are placed in �
• a concrete foundation to afford amximum strength and
durability: The dimensions of the unit are 17 feet.
in length and 4.8 feet in depth.. The shelter can.
accommodate up to 26 people, and for added conven-
ience a bench is installed in each unit.
2.�, The.shelter has :two.built-in panels for display of
advertisereent on one side of the unit. The advertise--
ment showcase is encased in glass and is back-lit by
four florescent lights. This lighting system, along
with a.lighting fixture on the underside of the roof,
provides sufficient illumination for the entire inside
of the shelter, making it a safe, well-1it facility.
3• Local residents are employed for all construction, in-
stallation and-maintenance work for all our units.
pmerican Shelter Company is interested in making our,
• bus shelter program an integral part of the community.
4. A commission of ten percent (10%) of the gross sale of
the advertising revenue will be given to the City.
� 5• We insure each shel'ter for a liability sum of one million
- dollars in the event of any accident occurs inside'the
unit, and the City is,protected by a bond.
6. The shelters will be utilized only for tasteful advertis-
ing material, and the City will.have the power to veto
those advertisements which it feels are not in the public

opposition of the League and County Supervisors Association the
author and proponents now are willing to discuss the possibility

of amending the bill to exclude supervisory, confidential and
management employees.from'all provisions of the Meyer.s-Milias-
Browri Act. The League remains in opposition to the bill but is
also diseussing the possibility of these and other amendments
to M-M-B which have long been sought in order to allow cities
to develop an effective management team. There.is every indica-
tion, because of its permissive nature, that the Senate will
approve the bill and it will be signed by the' Governor.
Publication of Ordinarices. AB 3793 - existing law requires
cities to either publish in a newspaper or post ordinances within
� 15 days after their passage. AB 3793,,an urgency measure, would
authorize cities to establish an alternate procedure which would
allow a summary of the. ordinance prepared by the city attorney to
be published or posted. The summary would also have to notify
the public that the full text of the ordinance is available for
public i in at least two Specified public places within
the city and that a copy may,be_obtained from the city clerk.
This procedure will enable cities to reduce the costs of publica-
tion and will also more adequately inform the public of the
substance of new or amended ordinances. �
Urban 'Service AreaS. ConfTict ReSolution. SB 2042 - a bill
to implement the Governor's Urban Strategy, was substantially ,
amended and then passed by the.Seriate Committee on Loca1 Govern-
ment with the support of the League. The bill mandates each city
and county in the metropolitan areas of Sacramento, San Francisco
Bay, Los Angeles and.San Diego to establish ard annually revise ,
an urban service area which indicates where urban services will
be prouided during the next,.£ive years.

, According to the clerk's office, we have been advanaed
$23,100 out of the $30,874 disaster aid funds.
Southeast Animal Control has invited all members of the
Council to tour the facility at their convenience. We also note
new animal regulation which on Tuesday, May 30, was held for
judicial review. Provides for an optional of licensing of cats --
something we may wish to o£fer our citizens. ,

ON COUNTY-CITY SERVICE AGREEMENTS •.
The Board of Supervisors has instructed me to brirg to y�u�
attention their concern about problems that will arise in the
contract services program should Proposition 13 be approved by .
the voters. In that event, the.County's capability of providing
these•services may be severely curtailed. (Board Order attached.)
Proposition 13 will reduce County local.tax revenues by $895 million
or 71 percent, requiring the eiimination'of many non-mandated
functions; substantial curtailment of over 58 percent in mandatory
functions such as police, fire, and healEh; and the layoff of over
34;000 employees.
Should Proposition 13 pass and the above curtailments in County
programs take place, including curtailmen_t of overhead cost to
the extent possible, the proportionate share of remaining overhead
costs attributable to the contract programs will almost inevitably
increase. The County will then have no alternative but to adjust �
contract rates to achieve full cost recovery to the extent
authorized by law and may have to require payment for services
concurrent with their delivery.
You should also be placed"on notice that the Board of Supervisors
might well call for the termination of part or a11 contract services
now provided by the County, in which case.cities would"have to
make arrangements to provide the services themselves.
County DeparEment Heads are currently preparing contingency plans
to'adjust current program and service levels and staffing require-
ments to meet the drastically reduced operating funds that will
be available if Proposition 13 passes. Mandated programs, of
cburse, will be given first priority.
This "notice" is being sent at this time to alert your city to the
possible consequences of Proposition 13 on the contract program.
.The Board of Supervisors is anxious to minimize any serious
disruption in contract services currently.provided to your city
that may result from passage of Proposition 13. Before and if any
final action is to be takeri, you will be given adequate notice.

Two of the largest public admission crowds in the history of the Natatorium ,
'- attended public swim sessions on May 13th and 14th with 628 swimmers on Saturday
� and 550 swimmers on Sunday of that weekend. .'
There were a total of 11,905 participants in activities at the Natatorium during

�� There were a total of forty-two�rental�groups utilizing Bateman Hall facili- ,

COMMU NITY CENTER � � �
A total of 9,878 persons participated-in activities at the Community Center �

recreation classes, Senior Citizens, rentals, etc.

Interest is picking up slightly in the Fourth of July program. A-total of
