SUBJECT: APPROVAL OF RESOLUTION NO. 19-5394 TO APPROVE THE ROAD
REPAIR AND ACCOUNTABILITY ACT (SB 1) PROJECT LIST FOR
FISCAL YEAR 2019-20
RECOMMENDATION:
The City Council is requested to:
Approve Resolution No. 19-5394 (Attachment "A") to approve the resurfacing of
various streets citywide as Temple City's designated project for Road Maintenance
and Rehabilitation Account (RMRA) funds for Fiscal Year (FY) 2019-20 pursuant to
Senate Bill 1, the Road Repair and Accountability Act of 2017 (SB 1);
2. Direct the City Manager to include the corresponding Capital Improvement Projects
(CIPs) in the FY 2019-20 City Budget including RMRA funds and the required
General Fund maintenance of effort match; and
3. Authorize the City Manager to submit the required documents and information to the
California Transportation Commission (CTC) for the City to receive RMRA funds.
BACKGROUND:
On April 28, 2017, the Governor signed SB 1. SB 1 created the RMRA, the purpose
of which is to provide funding to address basic road maintenance, rehabilitation, and
safety needs on both state highways and local streets. To generate this funding, SB
1 mandates adjustments and increases in fuel taxes, diesel fuel taxes, and vehicle
registration fees, and provides for adjustments in future years to adjust for inflation.
SB 1 includes funding for maintenance and rehabilitation of local streets from the
RMRA through the Local Streets and Roads Program.
2. On March 21, 2018, the CTC adopted the Annual Reporting Guidelines for the Local
Streets and Roads Program. To be eligible to receive RMRA funds each fiscal year,

each year.
ANALYSIS:
On November 1, 2017, the State Controller began depositing portions of the new revenue
from fuel taxes and vehicle registration fees into the RMRA as prescribed by SB 1. A
percentage of this funding is apportioned by statutory formula to cities and counties for
road maintenance, rehabilitation, and safety projects on local streets. While the State
does not provide revenue estimates, projections from the League of California Cities show
that Temple City will receive an estimated $608,000 in RMRA funds annually. These
funds are in addition to the fuel tax and vehicle license fee revenues that the City already
receives from the Highway Users Tax Account (HUTA).
SB 1 emphasizes the importance of accountability and transparency in how RMRA funds
are spent. As such, cities are required to provide annual reports to the CTC regarding the
projects on which the funds are spent. Prior to receiving RMRA funds each year, cities
must submit to the CTC a City Council resolution approving a list of all projects proposed
to be funded with RMRA funds. The resolution must include a description and location of
each project, the project schedule, and the estimated useful life of the improvements.
Cities must also submit annual documentation regarding all completed or in -progress
projects using RMRA funds.
SB1 also includes a maintenance of effort requirement. To be eligible for RMRA funds,
cities must demonstrate a sustained maintenance of effort by spending General Fund
money on street maintenance and rehabilitation. The maintenance of effort funding
amount is determined by the State Controller and based on General Fund expenditures
for street maintenance in FYs 2009-10, 2010-11, and 2011-12. Temple City is required to
allocate $105,143 annually for maintenance of effort. It is important to note that while
other transportation funds including Measure R, Measure M, and HUTA may be used for
street maintenance and rehabilitation, such funds may not be used for the maintenance
of effort requirement; only the General Fund may be used. The State Controller will audit
cities to ensure compliance with this requirement.
In addition to Rosemead Boulevard and Las Tunas Drive, the streets listed in the RMRA
project list in the attached resolution for resurfacing are based upon the data from the PMP
update. Approving the list of streets now is for the purposes of meeting the May 1 submittal
deadline; the City Council has the discretion to revise the list later before the project is bid.
CITY STRATEGIC GOALS:
Using RMRA funds to resurface various streets is related to the City Strategic Goals of
Public Health and Safety, Quality of Life, and Sustainable Infrastructure.

FISCAL IMPACT:
The proposed FY 2019-20 City Budget will include CIPs reflective of the project list in the
attached resolution.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TEMPLE CITY APPROVING A LIST OF PROJECTS FOR
FISCAL YEAR 2019-20 TO BE FUNDED BY THE ROAD
REPAIR AND ACCOUNTABILITY ACT OF 2017 (SB 1)
WHEREAS, Senate Bill 1 (SB 11, the Road Repair and Accountability Act of 2017
(Chapter 5, Statutes of 2017) was passed by the Legislature and signed into law by the
Governor in April 2017 to address the significant multi -modal transportation funding
shortfalls statewide; and
WHEREAS, SB 1 includes accountability and transparency provisions that will
ensure the residents of Temple City are aware of the projects proposed for funding and
which projects have been completed each fiscal year; and
WHEREAS, Temple City must adopt by City Council resolution a list of all
projects proposed to receive funding from the Road Maintenance and Rehabilitation
Account (RMRA) created by SB 1, which must include a description and the location of
each proposed project, a proposed schedule for the projects' completion, and the
estimated useful life of each improvement; and
WHEREAS, Temple City will receive an estimated $608,000 in RMRA funding in
Fiscal Year 2019-20 from SB 1; and
WHEREAS, this is the third year in which Temple City is receiving SB 1 funding
and will enable the City to continue essential road maintenance and rehabilitation
projects, safety improvements, repairing and replacing aging bridges, and increasing
access and mobility options for the traveling public that would not have otherwise been
possible without SB 1; and
WHEREAS, Temple City has undergone a public process to ensure public input
into the community's transportation priorities; and
WHEREAS, Temple City used a Pavement Management System to develop the
SB 1 project list to ensure funds are being used on the most high-priority and cost-
effective projects that also meet the community's priorities for transportation investment;
and
WHEREAS, the funding from SB 1 will help Temple City maintain and rehabilitate
multiple streets throughout the city this year and many similar projects into the future; and
WHEREAS, the 2016 California Statewide Local Streets and Roads Needs
Assessment found that Temple City's streets and roads are in an "at -risk" condition and
this funding will help increase the overall quality of the City's street system and over the
next decade will improve the condition of the streets; and

WHEREAS, the SB 1 project list and overall investment in local streets and roads
infrastructure with a focus on basic maintenance and safety; investing in complete streets
infrastructure; and using cutting-edge technology, materials, and practices will have
significant positive co -benefits statewide.
