Mayor Fish called the City Council Regular Meeting to order at 7:30 p.m. in the
Council Chambers located at 5938 Kauffman Avenue , Temple C ity.
2. ROLL CALL
PRESENT : Councilmember-Man, Sternquist, Yu, Chavez , Fish
ABSENT: Councilmember-None
ALSO PRESENT: City Manager Cook, Assistant City Attorney Murphy,
Community Development Director Forbes, Public Safety
Supervisor Ariizumi and Deputy C ity Clerk Nunez
3. INVOCATION -Pastor Darrel Kelty, Community of Christ Church of Temple City,
provided the invocation .
4. PLEDGE OF ALLEGIANCE-Boy Scout Troop 174 led the Pledge of A l legiance .
Scouts Alex Kwan, Austin Kwan, Ben Liu , Gene Naono presented the flags .
5. CEREMONIAL MATTERS-PRESENTATIONS
A . DEPUTY AND FIREFIGHTER OF THE YEAR
City Council presented Deputy Bart Marshall with a plaque recognizing him for
being selected as the 2018 Deputy of the Year.
City Council presented Firefighter Specialist Claron McAl ister with a p laque
recognizing him for being selected as the 2018 Firefighter of the Year.
Mayor Fish pulled Item 1 OA "Pavement Management Program Update" out of Agenda
order to be heard before Public Comments.
10. NEW BUSINESS
A. PAVEMENT MANAGEMENT PROGRAM UPDATE
The Pavement Management Program has been updated to assess current
pavement conditions and analyze var ious funding scenarios to inform policy
decisions about street resurfacing priorities .

C ity Manager Cook gave a brief summary of the staff report.
Margot Yapp , Pavement Engineer and Vice -President of Nichols Consulting
Eng ineers , gave a presentation of the Pavement Management Program report .
Mayor ProTem Chavez left the meeting at 8:29 p.m. and returned at 8 :30 p .m.
City Council asked questions and made comments .
Mayor Fish opened public comments .
Steve Stafford , Temple City resident , suggested to impose a sales ta x to
improve the street conditions.
Jerry Jambazian , Temple City resident, commented on the Pavement
Management Program report and thanked Council fo r ta k ing the time to
concentrate on the street conditions in the City.
Hearing no further request to speak , Mayor Fish cl osed public comments .
City Council thanked Nichols Consulting Engineers and staff and commented on
the Pavement Management Program report .
Councilmember Yu made a motion to receive and f ile the updated Paveme nt
Management Program report and directed staff to provide City Council w ith
funding suggestions . Seconded my Mayor ProTem Chavez.

6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Mylinh Haml i ngton , Temple City Library Children 's Lib rarian , commented on the
upcoming library programs .
Jerry Jambazian , Temple City Resident , welcomed the new Ch ildren 's Librarian
and commented on the new California Sales Tax.
7. CONSENT CALENDAR
Mayor Fish pulled Item 7E "Amendment No . 1 to Enterprise Veh icle Lease and
Maintenance Agreement " for a brief discussion .
E. AMENDMENT NO . 1 TO ENTERPRISE VEHICLE LEASE AND

MAINTENANCE AGREEMENT
Amending the Enterprise Vehicle Lease and Maint enance Agreement for the
lease of City Vehicles, Maintenance and on-going replacement, will ensu re the
C ity's vehicle operations are effective and cost efficient. ·
Mayor Fish requested to move Item ?E to the next Council meet ing. Additional
information was provided to staff after the agenda was posted and an updated
report was will be presented to Council at the ne xt meeting .

Mayor ProTem Chavez made a motion to move Item ?E "Amendment No. 1 to
Enterprise Vehicle Lease and Maintenance Agreement" t o the next Ci t y Council
meeting . Seconded by Councilmember Yu .
Mayor Pro Tem Chavez made a motion to approve the rema inder of the
Consent Calendar Items. Seconded by Councilmember Chavez and carried by
the following votes:

A. APPROVAL OF MINUTES
The City Council is requested to review and approve Minutes of t he Regular
City Council Meeting of March 19, 2019.

The City Council is requested to receive and file Actions of the Reg ular Plann i ng
Commission Meeting of March 12 , 2019 .
Action : Received and filed .
C. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS
The City Council is requested to receive and file Actions of the Regular
Transportation and Public Safety Commission Meeting of March 13 , 2019.

D. ADOPTION OF RESOLUTION NO. 19-5388 AMENDING THE CITY'S
RECORDS RETENTION SCHEDULE
The proposed changes (i .e., addition of records that were previously not
identified with retention dates, update to certain legal citations , and clarified
records descriptions) to the retention schedule is necessary to ensure the City is
in compliance with changes in State law and guidelines issued by the California
Secretary of State .
Action : Adopted Resolution No. 19-5388 adopting the
City's amended Records Retention Schedule.
F. ADOPTION OF RESOLUTION NO . 19-5390 APPROVING PAYMENT OF
BILLS FOR FISCAL YEAR 2018-19
The City Council is requested to adopt Resolution No . 19-5390 authorizing the
payment of bills .
Action : Adopted Resolution No. 19 -5390.

B . AGREEMENT WITH SAN GABRIEL VALLEY HUMANE SOCIETY FOR ANIMAL
CONTROL, SHELTER, AND LICENSING SERVICES
The San Gabriel Valley Humane Society (SGVHS) has provided notice of its
intent not to extend the existing agreement with the City for animal control,
shelter, and licensing services. SGVHS is seeking an amended contract with
increased fees to cover the cost of providing the services under the agreement.
Community Development Director Forbes gave a brief overview of the staff report.
Council made comments and asked questions.

Jim Clift, Temple City Resident, commented on donating items to the San Gabriel
Valley Humane Society.

Mayor Pro Tern Chavez made a motion to negotiate an amended agreement with
the San Gabriel Valley Humane Society for animal control , shelter, and licensing

C . EXPLORATION OF COMMUNITY NEEDS AND FISCAL CHALLENGES
Conducting a community survey will provide the City with information about what
services are important to the community and gauge the community's
understanding of the issues surrounding City services .
City Manager Cook gave a brief overview of the staff report .
Council made comments and asked questions .

Councilmember Man mad e a motion to authorize the City Manager to explore
survey se rvices concerning community needs and measures to address fiscal
challeng es and authorized th e City Manager to provide a budget amendment at the
next City Council meeting for survey services and supplemental services.
