ARTICLE 4.5 FUNDS The Recreation'and Parks Department is preparing an appli- cation to submit to the Los Angeles County Transportation Com- mission for the 1979-80 fiscal year requesting Transportation �+...-Pe� Development Act Funds. The appli-cation will be used to m=_�et costs of drivers salaries for the Senior Citizen Dial-A-Ride program. In order to proceed with the application, the City Council must grant approval for staff to file for these Transportation I Development Funds. I � � � I � � � � i • • March 19, 1979 HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL SUBJECT: Reauest for waiver of.specific provisions o£ Government Code Section 66424.2 - Murdock Construction Co., GENTLEMEN: Staff would like to refresh the Council's memories concerning the request of the Murdock Construction Co. of 5outh Gate to construct ten (10) dwe11- ings on existing substandard lots. Government Code Section 66424.2 states that contigious lots which fall under the same ownership, and are sub-• standard, will be caused to be merged by the-local governing.authority. This.condition, however, is.waiverable:by ordinance, if the City Council. desires. As•you recall, the City Council denied the request based on potential I traffic hazards and overbearing densities based on�current local circu-. lation and density patterns. Murdock,Construction went.back to the drawing boards and submitted an elevation/plot plan based on five (5) single family residences;.one half the density as previously requested. (Please see plot plan.} Staff feels that the,new plan will tnclude features the previous plan neglected. First, densities would be reduced by one-half and at the same time offer .the outward appearance of a full-size lot�and single family residence. �Second, the driveway pad created would allow the resident to enter his driveiaay at an increased rate of.speed (as,compared to the pr-e- I vious plan), and also permit the resident to turn around and face traffic when exiting the property. VALLIERE, CITY MANAGER SUBJECT: MANAGEMENT SALARY CHANGES ; At the meeting of March 6, 1979 the City Council approved the cost of living raises retroactive to July 1, 1978, for City's General and Firefighting employees. No action was taken in regards to Management employees. It is recommended that the Management employees receive the same retroactive cost of living of 6.4% as the General employees. I In regar.ds to.the five proposed salary adjustments, it is recommended that all adjustments be delayed until the adoption of the 1979-8o Fiscal Budget. The total budget for this project is $111,500. As of February 28, 1979, $ 47,396 had been expended, leaving a balance of $ 64,104. This project was scheduled to expire on March 22, 1979. The total budget for this project is $12,805. As of February 28, 197A $9,467 had been expended, leaving a balance of $3338. This project'was scheduled to expire as of December 31, 1978. The contract amendment will extend this expiration date to June 30, 1979. The purpose of the Neighborhood Association Support Project is to ' assist interested citizens in forming organized Neighborhood Associations in order to improve their neighborhood specifically and the City of Lynwood in general.. � RECOMMENDATION• - I � In order to allow the City to utilize the unexpended funds in this project, we recommend that the City Council authorize the Mayor and City Clerk to execute the contract extension here to attachecl.
