Bill 1840, This•bill • would give' Lynwood the ability to strengthen controls over vandalism, The Sheriff's Department has not taken a position on this legislation as of yet; however, the bill appears positive in nature and the City of Lynwood's support would appear appropriate, The Anti-Vandalism Program implemented in Deer£ield, . Illinois, is interesting and I can see, caith community 'support, where it would impact the juvenile crime problem,-- Our present Juvenile Justice System is bverloaded. With the Deerfield approach we would deal with individuals, keeping the matter at a local level< This would give , relief to the courts while allowing individual agencies local control; however, Deerf.ield's plan does not take into consideration victim restitution for damage wh'ich would be important to our citizens, R BEK: L :da , r. t ' , . , : . . . . . g.. . . . . . . . ., . . .. , _ .:d - 4 .d' .'p. . Dear Mayor: I am enclosing a copy of Assembly Bill 1840, which I have introduced at the request of concerned citizens in . my Assembly Districtr bill would a31ow local : ties to enact anti-vandalism ordinances which include fines and other sanctions against the vandals and their parents. Many communities'are experiencing increasing problems relating to violence and vandalism which result in severe financial loss and impair the moral of the community. , I believe that AB 1840 wi11 provide local governments with a valuable _too L..with which to approach_..the_.problem of .._.. __ vandalism. I am enclosing material outlining the anti-vandalism program implemented in Deerfield, Illinois in 1975. This, of course, is only one approach to the problem, but I feel that it provides some idea of the kind of ordinance which . ' AB 1840 would make possible. :.AB 1840 will come before the Assembly Committee on Criminal Justice on July 2.
