Mayor Fish called the City Council Regular Meeting to order at 7 :32 p.m . in the
Council Chambers located at 5938 Kauffman Avenue , Temple City .

3. INVOCATION-Jerry Jambazian led the pledge of allegiance .
4. PLEDGE OF ALLEGIANCE -Boy Scout Troop 161 led the pledge of allegiance .
Scouts Duncan Vergarra , Joshua Hsu , Dan ie l Hsu , Lucas Tiet, and Jason Duong
presented the flags .
Councilmember Sternquist left the meeting at 7 :38p.m . and returned to the meeting
at 8:10p.m .
5 . CEREMONIAL MATTERS-PRESENTATIONS
A . INTROD UCTION OF AUSTRALIAN SISTER CITY STUDENTS
Steve Terry , with the Temple City Sister C ity Association Program , introduced the
exchange students from Hawkesbury City, Australia .
B. RECOGNITION OF ALAN HOANG FOR DONATION OF LITILE FREE LIBRARY
City Council recognized Temple City High School student Alan Hoang for his
donation of a Little Free Library to the City .
C . FARMER 'S MARKET UPDATE
Gretchen Sterling , Farmer's Market Manager, provided an update on the activities
of the market.

6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Lucy Liou , Temple City resident, announced the upcom i ng Neighborhood Watch
meeting for Area 4 at First Lutheran Church on Broadway .
Levy Sun , San Gabriel Valley Mosquito and Vector Control Dis trict , shared t ha t
there has been an i ncrease in mosquito threats and reminded the publi c to remove
standing wa ter .
Mayor ProTem Chavez left the meeting at 8 :09 p.m . and returned to the meeting at
8 :13p.m .
7. CONSENT CALENDAR
Mayor Fish pull Item 7C , ADOPTION OF RESOLUTION NO . 19-5389
CONFIRMING MAYOR'S APPOINTMENT OF COUNCILMEMBERS TO SERVE
AS DELEGATES AND ALTERNATES TO OTHER AGENCIES OR
ORGANIZATIONS .
Councilmember Man made a motion to approve the rema inder of th e Consent
Calendar Items. Seconded by Counc i lmember Yu and carried by the following

A. APPROVAL OF MINUTES
The City Council is requested to review and approve :
1. Minutes of the Special City Council Meeting of April 2 , 2019; and
2 . Minutes of the Regular City Council Meeting of April 2 , 2019.

B. PLANNING COMMISSION ACTIONS
The City Council is requested to receive and file Actions of the Regular Planning
Commission Meeting of March 26 , 2019 .

D . APPOINTMENT OF CITY ATTORNEY
The City Council is requested to adopt Resolut ion No . 19-5392 to formally
appoint Mr. Gregory M. Murphy as the City Attorney and Mr. Kane Thuyen as
the Assistant City Attorney .
Action :
1. Adopted Resolut ion No . 19 -5392 appointing Mr . Murphy as City Attorney and
Mr. Thuyen as the Assistant City Attorney; and
2 . Directed City Manager Cook to execute a letter agreement acknow ledging
the change in key personnel.
E. APPROVAL OF PERMITS TO SELL FIREWORKS FOR THE 2019 SEASON
The City Council is requested to consider approval of the recommended 10 non-
profit organizations requesting permits . City Council 's approval w i ll allow the
non-profit organizations/ groups to raise funds to support their respective
activities .
Action : Approved ten non-profit organizations/ groups
for fireworks perm its for the 2019 season .
F. AMENDMENT NO . 1 TO ENTERPRISE VEHICLE LEASE AND
MAINTENANCE AGREEMENT
Amending the Enterprise Vehicle Lease and Maintenance Agreement for the
lease of City Vehicles , Maintenance and on-going replacemen t , will ensure the
City 's vehic le operations are effective and cost efficient.
Action :
1. Approved the first amendment to the Enterprise Vehicle Lease and
Maintenance agreement (First Amendment); and
2 . Authorized the City Manager to sign and execute the First Amendment.
G . ADOPTION OF RESOLUTION 19-5391 ORDERING THE ENGINEER'S
REPORT TO ESTABLISH LIGHTING AND MAINTENANCE DISTRICT
ASSESSMENT RATES FOR FISCAL YEAR 2019-20
Pursuant to th e 1972 State Lighting and Landscape Act, an Eng i neer's Report
must be prepared for each fiscal year in which assessments are lev ied and
collected for the District.

for FY 2019-20 .
H. VISA CARD REPORT
The City Council is requested to review, receive and file the Visa Card
Report .

I. ADOPTION OF RESOLUTION NO . 19-5393 APPROVING PAYMENT OF
BILLS FOR FISCAL YEAR 2018-19
The City Council is requested to adopt Reso lution No . 19 -5330 authoriz i ng the
payment of bills .
Action : Adopted Reso lution No . 19-5393 .
Consent Calendar Item 7C was heard out of agenda order.
C. ADOPTIO N OF RESOLUT ION NO . 19 -5389 CONFIRMING MAYOR 'S
APPOINTMENT OF COUNCILMEMBERS TO SERVE AS DELEGATES AND
ALTERNATES TO OTHER AGENCIES OR ORGANIZATIONS
Each year after the City Council reorganizes, and with C ity Counci l input , the
Mayor reviews and selects representative delegates and alternates to other
governmental agencies and/or organizations to represent the City at their
meetings .
Mayor Fish estab l ished a Camellia Festiva l liaison position and appo i nted
herself as t he Council liaison .
Councilmember Man made a motion to adopt Resolution No . 19-5389
confirming Mayor's appointment of Councilmembers to serve as delegate and
alternates to other agencies and organizations , includ i ng the newly established
Camellia Festival Liaison . Seconded by Counc i lmember Yu and c arried by the
following votes :

9. UNFINISHED BUSINESS
A. CONTRACT WITH FAIR BANK , MASLIN , MAULLIN , METZ & ASSOCIATES
Approval of the contract with Fa irb ank , Maslin , Maullin , Metz & Associates will
provide the City with information about w hat serv ice s are im portant to the
comm un ity and gauge the co mmunity's understand ing of the issues surrounding
City services.
City Manager Cook gave a brief overview of the staff report .
City Council made comments and asked questions about the community survey .
Mayor Fish opened Public Comment.
Jerry Jambazian , Temple City business owner, asked what questions will be
asked by the survey consu ltant.
Heari ng no further request to speak , Mayor Fish closed pub l ic comment.
Mayor ProTem Chavez made a motion to :
1. Authorize the City Manager to appropriate $52 ,500 for survey and relate d
suppo rt services from undesignated General Fund Balance; and
2 . Autho ri ze th e City Manager to negotiate and execute a not-to-exceed
$37 ,500 contract for professional services w ith Fa irbank , Maslin , Maullin,
Metz & Associates (Fa irba nks) to cond uct a compre hens ive survey on
comm un ity services needs and potential fiscal measures.

A. CO-SPONSOR 2019 MOON FESTIVAL A ND GOURMET FOOD FAIR W IT H
WORLD JOURNAL LA, LLC
The City Council is requested t o host and co-sponsor a 2019 Moon Festival and

Gourmet Food Fair with World Journal LA , LLC on Saturday , September 7,
through Sunday , September 8 , 2019 .
City Manager Cook gave a brief summary of the staff report .
City Council made comments and asked questions .
Mayor Fish opened Public Comment.
Jerry Jambazian , Temple City business owne r, spoke in favor of the event.
Hearing no further request to speak , Mayor Fish closed public comment.
Councilmember Man made a motion to :
1. Approve hosting and co-sponsorship of a 2019 Moon Festival & Gourmet
Food Fair (Festival) with World Journal LA , LLC (World Journal) on Saturday ,
September 7 , through Sunday , September 8 , 2019 ;
2 . Approve the temporary parking ban and street closure on Las Tunas Drive
between Kauffman Avenue and Golden West Avenue from 6 :00 a .m . on
September 7 , 2019 through 11 :59 p.m. on September 8 , 2019 ;
3 . Waive all fees and deposits for use of Temple City Park and the Perform ing
Arts Pavilion ;
4 . Waive all fees and authorize City staff to hang a street banner on Las Tunas
Drive from August 18 to September 8 , 2019 ;
5 . Approve the use of the City Seal and City Logo for advertis ing and
promotional materials ; and
6 . Grant World Journal LA , LLC a special event perm it with the cond itions and
responsibilities stated in the staff report and authorize the City Manager to
place additional conditions if necessary.

11 . UPDATE FROM CITY MANAGER-provided an update on the library renovation,
City logo streetlight banners on Rosemead Boulevard , and Senate Bill (SB ) 341
(i.e ., which wo uld allow Temple City to use its ad valorem fund towards the Lighting

and Maintenance Dist rict) which will be heard by leg islatures at the end of the
month .
12. UPDATE FROM CITY ATTORNEY -stated that he is mon itori ng hous ing bills and
Airbnb permitting. He shared City of Santa Mon ic a 's policy for add re ssing short
term lease of properties .

grants and Recrea tions , and anno unced that April is sexual assault awareness
month (i.e ., wear den im to show support on April 24).
B. COUNCILMEMBER YU -commented on the official appo i ntment of City
Attorney Murphy.
B. COUNCILMEMBER MAN -shared that the City won an award for its Eats TC
video from the California Associat ion of Publ ic Information, and i nvi ted the
public to the upcom ing Easter Egg Hunt on Saturday.
D. MAYOR PRO TEM CHAVEZ -commented on the d iscussions of a recent
Cal iforni a Join t Power Insura nce Authority Executive Committee meeti ng (i.e .,
