MEMORANDUM DATE : May 7, 2019 TO: The Honorable City Council FROM: Bryan Cook, City Manager By: Cathy Burroughs , Director of Parks and Recreation Cf( SUBJECT: PARKS AND RECREATION COMMISSION ACTIONS -MEETING OF APRIL 17, 2019 RECOMMENDATION: The City Council is requested to receive and file the Parks and Recreation Commission actions from their meeting of April17, 2019 . BACKGROUND: On April17 , 2019 , the Parks and Recreation Commission held their regularly schedu led meeting . ANALYSIS: Following is a summary of actions taken at the April 17, 2019 Parks and Recreation Commission meeting : 1 . ROLL CALL: Present: Commissioner -Baroldi , Rosso , Tarin , Vice-Chairman Vance , Chairman Haddad Absent: Commissioner -None Excused: Commissioner -None 2. CONSENT CALENDAR The Parks and Recreation Comm ission approved the minutes of the February 20, 2019 meeting and received and filed the Monthly Report for February and March 2019 . City Council May 7, 2019 Page 2 of 3 3. NEW BUSINESS A . REQUEST FOR CONSIDERATION OF A FEE WAIVER FOR RESERVED USE OF THE PERFORMING ARTS PAVILION FOR THE 2019 NATIONAL DAY OF PRAYER ON MAY 2 , 2019 AND FOR PLACEMENT OF A BANNER IN TEMPLE CITY PARK ANNOUNCING THE 2019 NATIONAL DAY OF PRAYER The Commission approved a request for a fee waiver for reserved use of the Performing Arts Pavilion for the 2019 National Day of Prayer on May 2 , 2019 and for the placement of a banner in Temple City Park announcing the 2019 National Day of Prayer. B . REQUEST FROM FAITH UNITED METHODIST CHURCH FOR RESERVED USE OF THE PERFORMING ARTS PAVILION AT TEMPLE CITY PARK ON SUNDAY, APRIL 21 , 2019 FOR A CHURCH SERVICE AND CONSIDERATION OF A FEE WAIVER The Commission approved a request from Faith United Methodist Church for a fee waiver for reserved use of the Performing Arts Pavilion at Temple City Park on Sunday, April 21, 2019 for a church service . C . REQUEST FROM TEMPLE CITY AMATEUR SOFTBALL ASSOCIATION FOR RESERVED USE OF THE SOFTBALL FIELD AT LIVE OAK PARK FOR POST-SEASON PRACTICES AND AUTHORIZATION TO ALLOW OUTSIDE VENDORS AT THEIR CLOSING CEREMONIES The Commission approved a request from Temple City Amateur Softball Association for reserved use of the softball field at Live Oak Park for post- season practices and authorization to allow outside vendors at their closing ceremonies. D . REQUEST FROM THE ASIAN BREASTFEEDING TASK FORCE OF GREATER LOS ANGELES TO DISPLAY PHOTOGRAPHS OF BREASTFEEDING MOTHERS AUGUST 1-31 , 2019 AT THE LIVE OAK PARK COMMUNITY CENTER The Commission continued a request from the Asian Breastfeed ing Task Force of greater Lo s Angeles to display photographs of breastfeeding mothers August 1-31 , 2019 at the Live Oak Park Community Center. The Asian Breastfeed ing Task Force of greater Los Angeles will present the photographs of breastfeeding mothers to the Commission for consideration at the Parks & Recreation Meeting of June 19 , 2019 . City Council May 7 , 2019 Page 3 of 3 E. 2018 PARKS & RECREATION DEPARTMENT ANNUAL REPORT The Commission received and filed the 2018 Parks & Recreation Department Annual Report. The annual report included various Department activities such as, but not limited to , a recap of the City's special events, youth sports , afterschool programs , contract classes , facility rentals , park maintenance projects, urban forest maintenance , improvement projects, Dial-A-Ride , and financial assistance programs . F. REVIEW OF PROPOSED FEE INCREASES FOR FISCAL YEAR 2019-20 The Commission recommended that the City Council approve the proposed fee increases for Fiscal Year 2019-20 . 4 . UPDATE FROM PARKS AND RECREATION DIRECTOR A. The Commission received the Parks and Recreation Director's Report for the month of April2019 . CITY STRATEGIC GOALS: Reviewing the Commission actions of April 17 , 2019 furthers the City's Strategi c Goal of Citizen Education and Communic ation . FISCAL IMPACT: This item does not have an impa ct on the Fiscal Year (FY) 2018-19 City Budget.
