Recording or Taping Notification : `As required by the Open Meeting Law we are informing you that the Town tivill be videotaping and/or audio taping this public meeting. In addition, if anyone else intends to either video or audio tape this meeting they are required to inform the chair. " We request that all cell phones be turned off or to vibrate. 1 . Acceptance of Open Space Committee ' s $ 750 ,000 funding request for the acquisition of approximately 23 . 91 acres on Windrift Lane . Elizabeth presented the application from the Open Space Committee which is for the remainder of the parcel on Windrift Lane that the Town approved in 2012 . There were some title issues so they only bought the southern portion which was the Meetinghouse Road property. Later, the land owner got Planning Board approval for lots on his remaining parcel and then agreed to sell it to the town . The appraised value of the land came in at $ 775 , 000 . The agreed purchase price between the owner and the town is $ 725 , 000 . Elizabeth explained that the parcel is 23 . 91 acres of high quality habitat area (some of the best habitat area in the state) and is all in Zone 2 for Harwich, Brewster, and Dennis . The Chair asked the Committee to review the application before the next CPC meeting so that they can determine if the application is complete and legal and move forward with discussion and voting on it. 2 . Discussion and vote on the revised $ 50 , 300 award letter to the Brewster Dog Park Development Committee The Chair explained that after the last CPC meeting, Robin Young, the Administrative Assistant in the Town Administrators office brought up a concern that she had with one of the conditions of the award letter which was the requirement that the Stanton Foundation award the $225 , 000 . She stated that it is 90% of the hard construction cost up to a maximum of $225 , 000 . The Chair requested clarification of that as that was not included in the initial application . He also requested clarification on what the soft costs are (if there are 1 Community Preservation Committee Minutes : March 13, 2019 any) . The Committee discussed clarifications on the construction budget. It was decided that the Committee requires further clarification either from the Chair of the Dog Park Committee or Robin Young before they make any final decisions on the edits to the award letter. The Chair will request one of those individuals attend the next CPC meeting to answer the questions the Committee has regarding the construction costs and what the CPC is actually paying for. Additionally, the Chair brought up that Assistant Town Administrator Donna Kalinick was concerned about the Dog Park Committee handling expenditures and suggested they not be responsible for the expenditures but instead have DPW handle the expenditures and the bid process . The Committee was agreeable with this suggestion and agreed to include language in the award letter that states this . The Committee held voting on this item . 13 . Discussion and vote on the draft CPC Town Meeting Warrant Articles The Chair reviewed the CPC warrant articles with the Committee . The CPC articles will be in the annual Town Meeting Warrant. There will be no CPC articles within the special Town Meeting Warrant. MOTION to approve the two CPC warrant articles as discussed and revised . MOVED by Rollie Bassett. Seconded by Faythe Ellis . VOTE : 7-OA The CPC will go before the Finance Committee on March 20 for the two budget articles and then again on April 3 for the Open Space article as they will have not yet voted that article before March 20 . The CPC will go before the Select Board on their March 25 and April 1 meetings . 4 . Discussion of the outreach process for feedback about the current CPC funding allocation formula . The Chair brought up the available percentages for the funding allocations and asked the Committee what their thoughts are regarding possibly changing the funding allocation formula. After discussion, some of the committee felt that they should perhaps make some changes to the allocations but others felt that it is working the way it is currently set up and that it should remain as is at this time . Faythe brought up that it may be time to do a "check-in" as the allocation was based on priorities 15 years ago and priorities have since changed . She stated that part of the conversation could include the fact that we have not encountered any problems yet with the way it is currently set up . But, it would be an opportunity to allow key parties to discuss changes (which would still need Town Meeting approval) if they see necessary. The Committee will bring it up at the Public Hearing later in the year in order to get additional input from the public . 5 . Vote to Approve Minutes of the February 27 , 2019 Meeting MOTION to approve the minutes of the February 27 , 2019 meeting. MOVED by Sharon Marotti. Seconded by Rollie Bassett. VOTE : 7A0 0 6 . Announcements Rollie expressed that he has been inspecting foundations on the new homes being built on Paul Hush Way . 2 Community Preservation Committee Minutes : March 13 , 2019 Faythe also expressed there is a new video on the website that was put together by Jill Scalise and Donna Kalmicic regarding housing updates . E 7 . Items the Chair Could Not Reasonably Anticipate None . 8 . Next Meeting The next CPC meeting is scheduled for Wednesday, March 27 , 2019 at 4 : 45 PM . MOTIONto Adjourn at 5 : 50 PM.
