MANAG EMENT SERVI CES DEPARTMENT MEMORANDUM DATE : May 7, 2019 T O: The Honorable City Council FROM : Bryan Cook , City Manager By: Brian Haworth , Assistant to the City Manager SUBJECT : AUTHORIZATION TO SUBMIT AN APPLI CA TI ON FOR C OM PE TITIVE GRANT FUNDING UNDER T HE STATEWIDE PARK PROGRAM RECOMMENDATION : The City Council is requested to adoption Resolution No. 19-5395, which authorizes staff to pursue Propos iti o n 68 competitive grant funding for design and construction costs associated with the proposed Primrose Park project. BACKGROUND: 1. In June 2018 , California voters approved Proposition 68 , a $4 .1 billion bond measure to fund a range of critical projects involving park development, water infrastructure and environmental initiatives . Of that amount, $650 million was appropriated to the Statewide Park Program (SPP), a competitive gra nt program that aims to create new parks and recreation opportunities in critically underserved California communities. 2 . In January 2019 , guidelines were re leased for the SPP's th ird (or current) funding round . Up to $8 .5 million in competit ive grant funds may be awarded per application conditioned that it creates a new park, or expands or renovates an existing one. Funding preference is given to projects that benefit low-income communities or those with a critical lack of park space . 3. In March 2019 , Council was presented with a list of ava i lable grant funding opportun ities for new city facilities and other improvements . Staff was ultimately directed to pursue SPP funding for the proposed Primrose Park project, as it meets a key requirement for providing critically needed park space . (For comparative purposes, the statewide goa l for communities is three acres of park space per 1 ,000 re sidents ; Temple City has 0 .27 acre of park space per 1,000 residents .) City Council May 7 , 2019 Page 2 of 2 ANALYSIS: Prior to submitting an application , SPP gu idel ines requ ire app licants to first submit a resolution certifying : • Formal approval to file the application . • Available funds to begin the project. • Sufficient funds to operate and maintain the project. • The expenditure of (grant award) funds by March 1, 2022 . • Appointment of a staff member to conduct all negotiations and execute documents. • Project compliance with all applicable federal , state and local laws and regulations . The required resolution is provided as Attachment "A ". If approved by Council , staff w ill submit the document to the State of California , thereby initiating preparation of the City's grant application. Please note that this item is associated with Item 7F of tonight's Council agenda , which requests the approval of a professiona l services agreement w ith David Volz Design . Under the proposed scope , the firm will cond uct community outreach to establish costs and a design for the proposed Primrose Park project-information that will provide basis for the City's grant application. A discussion of critical milestones and public outreach opportunities required by SPP guidelines w ill be presented to Council on May 21 , 2019. The C ity's grant app li cation is due Aug . 5, 2019. Resolution No. 19-5395 ATTACHMENT A RESOLUTION NO. 19-5395 RESOLUTION OF THE CITY COUNCIL OF CITY OF TEMPLE CITY APPROVING THE APPLICATION FOR STATEWIDE PARK DEVELOPMENT AND COMMUNITY REVITALIZATION PROGRAM GRANT FUNDS WHEREAS , the State Department of Parks and Recreation has been delegated the responsibility by the Legislature of the State of California for the administration of the Statew ide Park Development and Community Revitalization Grant Program , setti ng up necessary procedures governing the application ; and WHEREAS, said procedu res established by the State Department of Parks and Recreation require the Appl icant to certify by resolut ion the approva l of the appl ication before submission of said application to the State ; and WHEREAS, successful Appl i cants will enter into a contract w ith the State of Ca li fornia to complete the Grant Scope project; NOW, THEREFORE , BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF TEMPLE CITY HEREBY : APPROVES THE FILING OF AN APPLICATION FOR THE PRIMROSE PARK PROJECT ; AND 1 . Certifies that said Applicant has or will have available , prior to commencement of any work on the project included in this application , the sufficient funds to complete the project ; and 2 . Certifies that if the project is awarded , the Applicant has or w ill have sufficient funds to operate and maintain th e project , and 3 . Certifies that the Applicant has reviewed , understands, and agrees to the General Provisions contained in the contract show n i n the Grant Administration Guide ; and 4 . Delegates the authority to the City Manager to conduct all negotiation s, sign and submit all documents, including , but not limited to applications , agreements , amendments , and payment requests , which may be necessary for the completion of the Grant Scope ; and 5. Agrees to comp ly with a ll applicable federal , state and local laws , ord in ances , rul es , regulations and guidelines. 6 . W ill consid er promoting inclusio n per Public Resources Code §80001 (b)(8 A-G ).
