CALL TO ORDER

The Work Session of October 10, 2006, was convened at 6:00 P.M. by Mayor John
Landwehr.
ROLL CAL
The following Council Members were present for the roll call:
Present: Berry, Brown, Crane, Ferguson, Harvey, Layton, and Oetting
Absent: Pope and Vogel
A quorum was present.
MEETING TOPICS
Mayor John Landwehr asked City Administrator Steve Rasmussen to explain the format of
the meeting. Following Mr. Rasmussen's comments, a handout was distributed on the first
topic on the agenda.
Task Force on Neighborhood Improvement
Councilman Michael Berry suggested unbundling the vehicles and property maintenance
issues because it takes longer to address property maintenance issues than vehicle
problems.
Discussion was held regarding allowing the city to look at the "casual user" of vehicles are
not hindered due to the fact they are using those vehicles to perform work on their houses.
Councilman Michael Berry left the meeting at this point (6:30 P.M.)
Mayor John Landwehr suggested that it seemed like there was more consensus on the
issue of vehicles, and revisiting the issue at a future meeting to get more details.
Council on the Arts
Mayor John Landwehr asked to the Council if they wished to include performing arts or just
visual arts in this issue. Councilman Brian Crane said he was thinking of more visual arts,

while Councilman Layton suggested she would like to include the performing arts.
Councilman Crane stated he would like to see the staff look at the suggestion of a structure
similar to the one implemented by Iowa City, which he distributed. Councilman Kevin Brown
stated he didn't think it was something staff should be spending time on. Mayor John
Landwehr suggested that Councilman Brian Crane could work with a couple of others and
contact Iowa City to just ask them how it works and go from there. He also asked
Councilman Crane to just get some more information, and asked Councilman Cindy Layton
to contact the Council on the Arts and he would be willing to go with her to the meeting to
see what they are doing.
Councilman Michael Berry returned to the meeting at this point (7:00 P.M.)
Council Retreat
Mayor John Landwehr stated he would really like to have 100% participation if a retreat is
held. Councilman Kevin Brown said we do not need to go outside our community, and
suggested using the strategic plan. Mayor John Landwehr stated he did not think he would
want to devote a whole retreat to the Strategic Plan because it involves a lot of people who
are not on the Council. Councilman Brian Crane suggested asking the staff for their input.
Discussion was held regarding possible dates and topics for a council retreat. Staff was
asked to put together the various suggestions and call the Council to see which ones
worked the best for them. The issue will be brought up again at another meeting to finalize
plans. Council may refer their suggested topics to City Administrator Steve Rasmussen.
