Held a Regular Meeting
on Thursday, January 31 , 2019 at 7 : 00 p .m.
at The Brewster Town Office Building, 2198 Main Street, Brewster, MA
MEETING MINUTES FOR JANUARY 31 , 2019
Present : Chair Paul Ruchinskas , Ralph Marotti , Faythe Ellis , and Barbara Burgo
Absent : Diane Pansire
Also Present: Donna Kalinick, Ann Robinson (called in by phone)
Chair Paul Ruchinskas called the meeting to order at 7 : 04 pm .
Recording or Taping Notification : "As required by the Open Meeting Law we are informing you that the Town
will be videotaping and/or audio taping this public ineeting. In addition, if anyone else intends to either video or
audio tape this meeting they are required to inform the chair. " We request that all cell phones be turned off or to
vibrate.
1 . Discussion and possible votes on recommendation, with conditions , of the Community
Development Partnership ' s funding request for $7 , 500 for the Cape Housing Institute .
The Chair explained that he serves as the Treasurer on the Board for Community Development
Partnership so he recused himself from the conversation ,
Ann Robinson, the Chief Program Officer of Community Development Partnership was present by
phone to briefly explain the funding request for $7,500 for the Cape Housing Institute , She
explained that CDP is looking for funding to support a third year of the Cape Housing Institute
which is a six-week training that equips local elected and appointed officials with the knowledge
and skills needed to support the creation of more year-round housing in the Lower Cape which
includes the town of Brewster.
MOTION to accept the application from the Community Development Partnership and
recommend to the CPC for their approval.

2 . Discussion and possible vote on a recommendation, with conditions , of the Town of Brewster ' s
funding request for $ 37 , 000 for the Part Time Housing Coordinator position .
Donna Kalinick was present to discuss Brewster ' s funding request for the part-time Housing
Coordinator position . She presented the Committee with a report written by current Housing
Coordinator, Jill Scalise, which summarized all that was accomplished in 2018 . They created the
Affordable Housing Trust, they acquired the Millstone Road access parcel and dedicated the
larger portion at Town Meeting to community housing, and Jill served as the liaison to Brewster
Woods which was permitted for 30 units (29 rental units) . Because of Brewster Woods , the
housing production plan was certified by the Department of Housing. Jill also served as liaison
to the Habitat for Humanity project . Phase I was completed and families have moved in .
Currently, Phase lI is accepting applications . Jill has also been available to answer questions for
people . She has designated hours that she is available to the public every week but really she is
available whenever she is at Town Hall . Additionally, she has streamlined the town ' s housing
website , actively participated in the ADU Zoning Bylaw that was passed in December, and
revamped the buy- down program . They are currently working on their third buy- down
application .
The funding request is to continue this position at 19 hours per week and includes the cost of
living increase of 2 . 7% . A discussion was had regarding the position long term and whether or
not it will turn into a full time position in the future and where the funding will continue to come
from . Donna stated that her hope was that the funding request would be supported as is for this
year with the understanding that the long-term situation of the position will be continually
discussed going forward . The major projects that this position will be working on going forward
are doing a community housing forum which will take place in the spring and which they are
currently in the planning stages for . Additionally, they are currently in pre -feasibility for the
Millstone Road project. Eventually, the work of the engineers of the project will be paused and
they will do a citizen engagement piece which the Housing Coordinator will be a huge part of.
The position will also provide continued resident support, provide continued collaboration with
Brewster Woods and Habitat for Humanity, and apply for additional housing grants .

Coordinator position and recommend to the CPC for their approval.
