SUBJECT : UPCOMING PUBLIC MEETINGS FOR THE P ROPOSED PRIMROS E PARK PROJECT RECOMMENDATION : T he City Counci l is requested to receive an d fi le this report. BACKGROUND : 1. In June 2018 , Ca li fornia voters approved Proposition 68 , a $4 .1 billi on bond measure to fund a range of critica l projects involving park development, water infrastructure and environmental in itiatives . Of that amount, $650 million was appropriated to the Statewide Pa rk Program (SPP), a competitive grant program that aims to create new parks and recreation opportunities in crit ically underserved California communities . 2. In January 2019 , guidelines were released for the SPP's third (or current) funding round . Up to $8.5 million in compet itive grant funds may be awarded per application conditioned that it creates a new park , or expands or renovates an existing one . Fund in g preference is given to projects that benefit low-inco me communities or those with a critical lack of park space . 3. In March 2019, Cou ncil was presented with a list of available grant funding opportunities f or new city faci l ities and other improvements. Staff was ultimately directed to pursue SPP funding for the proposed Primrose Park project, as it meets a key requirement for providing critically needed park space . 4 . At its last meetin g , Council initiated th e grant app l icat ion process by: (1) adopting a formal resolution authorizing staff to pursue SPP funding ; and (2) approving an agreement with David Volz Design to develop a final design and related construction documents for the proposed Primrose Park project. The C ity's grant app lication will City Council May 21 ,2019 Page 2 of 3 request monies for the park 's pre-development and construction costs . ANALYSIS : With a qu ickly approaching application due date of Aug . 5, 2019 , staff is prepar ing a number of grant-related items involving certifications , funding sources and project readiness . However, as community engagement remains a key Council priority-as well as represents a significant port ion of the application 's scoring criteria -the follow ing outreach opportunities have been scheduled to solicit input on the park 's design . Community meeting : general pub li c On-site : Primrose Ave. June 19, 7 p.m . Community input booth at Concerts in the Park Temple City Park Present design options; proceed with the selected conceptual design . July 8 , 6:30p.m . Community meeting : general public City Hall Community Room Present a refined conceptual design ; receive input. July 17, 7 :30p.m . Meeting : Parks and Recreation Commission Council Chambers (open to the public) Objective : Approve the final conceptual design . July 30 , 7 :30p.m. Special Meeti ng : City Council Council Chambers (open to the public) As with other outreach initiatives , public noticing of the above meetings will be completed using a number of communications tools including social media posts , issued news re leases , mailed notices , and direct text and emailed messages .
