Mayor Fish called the City Council Regular Meeting to order at 7 :32 p .m . i n the Council Chambers located at 5938 Kauffman Avenue , Temple City. 2. ROLL CALL PRESENT : ABSENT : ALSO PRESENT: Councilmember-Man , Sternquist, Chavez , Fish Councilmember-Yu City Manager Cook, City Attorney Murphy, and City Clerk Kuo Councilmember Man made a motion to excuse Councilmember Yu. Seconded by Mayor Pro Tern Chavez. 3. INVOCATION Pastor Jim Walden , First Baptist Church , provided the invocation. 4 . PLEDGE OF ALLEGIANCE Temple Sheriff Station Captain Flores led the pledge of allegiance . 5. CEREMONIAL MATTERS -PRESENTATIONS A. PET OF THE MONTH C indy R igney, San Gabriel Valley Humane Society, introduced the featured pet of the month , Marygold . T ho se interested in adopting a pet can call the San Gabriel Valley Humane Society at (6 26) 286-1159 . B. OLDER AMERICAN PROCLAMATION Parks and Recreation Coordinator Antonio Villa lobos introduced th is year's O lder American of the Year, Ms . Carol Daugherty. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Mylinh Haml i ngton, Temple City Library Librarian , announced upcom i ng l i brary activities . Steve Stafford, Temple C ity resident , commented on a tax measu re for improv i ng City's roadway conditions . Lucy Liou , Temple City Neighborhood Watch , invited the public t o the next Neighborhood Watch Meeting and encou raged the public to donate blood or platelets to the American Red Cross. 7. APPROVAL OF A FIFTH AMENDMENT TO THE AGREEMENT WITH VAVRINEK , TRINE & DAY FOR PROFESSIONAL AUDIT SERVICES The City Council is requested to approve the Fifth Amendme nt to the professional services ag reement with Vavrinek, Trine , Day & Company (VTD ) to provide the Fiscal Year 2018-19 annual independent audit for the City's financial activities and reports . Action : Authorized the City Manager to enter into a f ifth amendment to the agreement for profess ional audit service s with Vavrinek, T ri ne , Day & Company , LLP extend ing their services for Fiscal Year 2018-2019 . E. FISCAL YEAR 2018 -19 THIRD QUARTER BUDGET REVIEW, REVENUE , EXPENDITURE , AND CAPITAL PROJECT SUMMARY REPORTS AND TREASURER'S REPORT The City Council is requested to rece ive and file the Fiscal Year (FY) 2018 -19 Th ird Quarter Revenue and Expenditure Summary Reports , the Capital Improvement Financial Report and the City Treasurer's Report . Act ion: 1. Received and filed the FY 2018-19 Third Quarter Budget Rev iew and related reports ; 2 . Authorized staff to increase Proposition A budget e xpenditure by $18 ,000 as identified in Section 2 of the staff report ; and 3. Authorized staff to i ncrease the budget e xpenditure for the Rio Hondo/Eaton Wash TMDL LRS project by $6 ,000 as discussed in Section 4 of the staff report from the General Fund reserves . G. AUTHORIZATION TO SUBMIT AN APPLICATION FOR COMPETITIVE GRANT FUNDING UNDER THE STATEWIDE PARK PROGRAM The City Council is requested to adopt a resolution authoriz ing staff to pursue a competitive grant funding under the Statewide Park Program . Act ion : Adopted Resolution No . 19 -5395 , which City Council Minutes May 7 , 2019 Page 4 of 7 authorizes staff to pursue Propos ition 68 competitive grant funding for des ign and construction costs associated with t he proposed Primrose Park project. H . ADOPTION OF RESOLUTION NO . 19-5396 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2018-19 The Ci ty Council is requested to adopt Resolution No . 19-5396 authorizing the payment of bills . Action : Adopted Resolution No . 19 -5396 . Item F was pulled and hea rd out of agenda order. To avoid potential confl ict of interest, Councilmember Sternquist recused herself from the discussion of this item as she owns a property within 500 feet of the proposed park site . F. APPROVAL OF DESIGN PROFESSIONAL SERVICES AGREEMENT WITH DAVID VOLZ DESIGN FOR THE DEVELOPMENT OF DESIGN PLANS AND CONSTRUCTION DOCUMENTS FOR THE FUTURE PARK ON PRIMROSE AVENUE The City Council is requested to approve the Agreement with David Volz Design for the development of plans and construction documents for a new park on Primrose Avenue . Consultant David Volz gave a brief self-introduction and overview of his company. Mayor Pro Tern Chavez made a motion to : 1. Approve a Design Professional Services Agreement with David Volz Design to development design plans and construction documents for the future park on Primrose Avenue in an amount not to exceed $139 ,279 ; 2 . Authorize the City Manager to finalize and execute the Design Professional Services Agreement with David Volz Design ; and 3. Approve a budget amendment in the amount of $46 ,250 from the General Fund Reserve (undesignated fund balance). UPDATE FROM CITY MANAGER-Shared that the proposed Senate Bill (SB) 341 (i.e ., which would allow Temple City to use its ad valorem fund towards the Lighting and Maintenance District) is moving forward to the state assembly for discussion, commented on the City 's Connect Magazine and RecConnect , and stated that the City is conducting an American's with Disability Act (ADA) review of all City facilities . 12. UPDATE FROM CITY ATTORNEY --gave a brief overview of San Francisco 's lawsuit against T-Mobile and commented on the rollout of small cells (i.e ., on light poles , streetlights and public right-a-way). 13. COUNCILMEMBER YU-Absent. B . COUNCILMEMBER MAN -commented on the Volunteer Appreciation Luncheon , Parks and Recreation Department's year-end report , and wished all mothers a happy mother's day. C. COUNCILMEMBER STERNQUIST -commented on the Southern California Association of Government Regional General Assembly Conference she attended and shared that the topic of discussion for a lot of cities was traffic congestion . She also talked about the transportation focused high school that Los Angeles Metro will be building with the County of Los Angeles. D. MAYOR PROTEM CHAVEZ -commented on the upcoming Miss Temple City Pageant and invited the public to the Youth Committee 's last meeting on May 28 , and wished all mothers a happy Mother's Day. E. MAYOR FISH -commented on the upcoming Miss Temple City Pageant and the first ever high school prom held at Live Oak Park . She also announced Parks and Recreation Director Burrough 's retirement after 32 years with the city . 15. RECESS TO SUCCESSOR AGENCY TO THE TEMPLE CITY COMMUNITY REDEVELOPMENT AGENCY MEETING At 8 :24 p .m ., the City Council recessed to the Successor Agency meeting . RECONVENE AS CITY COUNCIL The City Council meeting was reconvened at 8 :26 p .m . with all four Councilmembers present. 16.
