COUNCIL CHAMBERS – 5938 KAUFFM AN AVENUE PROCEDURE TO ADDRESS CITY COUNCIL: If you wish to address the City Council, please complete a Speaker Request Form, indicating the agenda item number and submit it to the City Clerk. There will be a maximum 30-minute period for comments on any subject with a 3-minute time limit on each speaker, unless waived by Council. You have the opportunity to address the City Council at the following times: • AGEND A ITEM: at the time the Council considers the agenda item; • NON-AGENDA ITEM: at the time for PUBLIC COMMENTS. Please note that while the City Council values your comments, pursuant to the Brown Act, the Council cannot take action on any item not listed on the agenda; and • PUBLIC HEARING: at the time for public hearings under PUBLIC HEARING. CONSENT C ALEND AR All Consent Calendar item s may be approved in a single motion as recommended unless removed f or f urther discussion. If members of the City Council or persons in the audience wish to discuss any m atters listed on the Consent Calendar, please City Council Agenda June 4, 2019 Page 2 of 6 address them at this time. Recommendation: Approve Item s A through G per recommendations. A. APPROVAL OF MINUTES The City Council is requested to review and approve: 1. Minutes of the Special City Council Meeting of May 21, 2019; and 2. Minutes of the Regular City Council Meeting of May 21, 2019. Recommendation: Approve. B. PLANNING COMMISSION ACTIONS The City Council is requested to receive and file Actions of the Regular Planning Commission Meeting of April 23, 2019. Recommendation: Receive and file. C. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS The City Council is requested to receive and file Actions of the Regular Transportation and Public Safety Commission Meeting of May 8, 2019. Recommendation: Receive and file. D. PARKS AND RECREATION COMMISSION ACTIONS The City Council is requested to receive and file Actions of the Regular Parks and Recreation Commission Meeting of May 15, 2019. Recommendation: Receive and file. E. SECOND AMENDMENT TO THE CONSULTANT SERVICES AGREEMENT WITH WILLDAN ENGINEERING TO PROVIDE CONSULTANT SERVICES FOR THE CITY’S HOME IMPROVEMENT PROGRAM The City Council is requested to approve the second amendment to extend the contract for one year (FY 19-20) and increase total compensation action by $50,000 for a total of $110,000. Recommendation: 1. Review and approve the Second Amendment to the consultant services agreement with Willdan Engineering to provide housing consultant services for City Council Agenda June 4, 2019 Page 3 of 6 Fiscal Year 2019-20 and increase the total compensation by $50,000 for a total of $110,000; and 2. Authorize the City Manager to execute the Second Amendment with Willdan for FY 2019-20. F. ADOPTION OF RESOLUTION 19-5399 DECLARING THE CITY’S INTENTION TO LEVY AND COLLECT LIGHTING AND MAINTENANCE DISTRICT ASSESSMENTS FOR FISCAL YEAR 2019-20 The City Council is requested to accept the Engineer’s Report establishing levy for Lighting and Maintenance District for Fiscal Year 2019-20 and setting a date for the public hearing. Recommendation: 1. Accept the Engineer’s Report for the Temple City Citywide Lighting and Maintenance District; and 2. Adopt Resolution No. 19-5399. G. ADOPTION OF RESOLUTION NO. 19-5400 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2018-19 The City Council is requested to adopt Resolution No. 19-5400 authorizing the payment of bills. Recommendation: Adopt Resolution No. 19-5400. 8. PUBLIC HEARING A. INTRODUCTION AND FIRST READING OF ORDINANCE NO. 19-1034 AMENDING TITLE 9 (ZONING REGULATIONS), CHAPTER 1 OF THE TEMPLE CITY MUNICIPAL CODE PERTAINING TO FLAG LOT SUBDIVISIONS IN THE R-1 ZONE The City Council is requested to amend the zoning code to limit the building on the front lots of flag lots to one-story with an 18-feet maximum in height. Presentation: Community Development Director Recommendation: 1. Introduce for first reading by title only and waive further reading of Ordinance No. 19-1034, amending Title 9, Chapter 1 of the Temple City Municipal Code pertaining to flag lot subdivisions in the R-1 Zone, and City Council Agenda June 4, 2019 Page 4 of 6 2. Schedule the second reading of Ordinance No. 19-1034 for June 18, 2019. 9. UNFINISHED BUSINESS – None 10. NEW BUSINESS A. APPROVAL OF AGREEMENT WITH SAN GABRIEL VALLEY HUMANE SOCIETY FOR ANIMAL CONTROL, SHELTER, AND LICENSING SERVICES The San Gabriel Valley Humane Society (SGVHS) has provided notice of its intent not to extend the existing agreement with the City for animal control, shelter, and licensing services. SGVHS is seeking a new contract with increased fees to cover the increased cost of providing the services. Presentation: Community Development Director Recommendation: 1. Approve a new agreement between the City of Temple City and the San Gabriel Valley Humane Society for animal control, shelter, and licensing services for Fiscal Year 2019-20; and 2. Authorize the City Manager to execute the agreement. B. FIRST READING AND INTRODUCTION OF ORDINANCE NO. 19-1035 AMENDING TITLES 4 AND 5 OF THE TEMPLE CITY MUNICIPAL CODE RELATING TO SIDEWALK AND MOBILE FOOD VENDING The City Council is requested to approve an amendment to the Temple City Municipal Code Title 4 and 5 to make Temple City’s “Sidewalk Vending” program compliant with Senate Bill (SB) 946. SB 946 imposes restrictions on how local agencies may regulate sidewalk vending. Presentation: Community Development Director Recommendation: 1. Introduce Ordinance No. 19-1035 for first reading by title only, amending Titles 4 and 5 of the Temple City Municipal Code relating to Sidewalk and Mobile Food Vending; 2. Waive further reading of Ordinance No. 19-1035; and 3. Schedule the second reading of Ordinance No. 19-1035 for June 18, 2019. City Council Agenda June 4, 2019 Page 5 of 6 11.
