Mayor Fish called the City Council Regular Meeting to order at 7:32 p.m. in the
Council Chambers located at 5938 Kauffman Avenue, Temple City.

Councilmember Man made a motion to excuse Councilmember Sternquist.
Seconded by Mayor Pro Tern Chavez.
3. INVOCATION -Senior Pastor Maher Makar from the Mideast Evangelical Church
provided invocation in English and Arabic.
4. PLEDGE OF ALLEGIANCE-Boy Scout Troop 161 led the pledge of allegiance.
5. CEREMONIAL MATTERS-PRESENTATIONS
A. TEMPLE CITY CHAMBER OF COMMERCE UPDATE
Peter Choi, Chamber of Commerce President/CEO, provided an update on
chamber activities.
6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Sandra Armenta Lopez, representative from Senator Susan Rubio/Councilmember
for City of San Gabriel, invited the public to attend their upcoming workshop for
seniors.
Valerie Munoz, representative from San Gabriel Basin Water Quality
Authority/Mayor of La Puente, gave a brief self-introduction and overview of the
Water Quality Authority.

7. CONSENT CALENDAR
Mayor Fish pulled Consent Calendar Item D "CO-SPONSORSHIP OF THE 2019
RELAY FOR LIFE OF TEMPLE CITY" for a presentation.
Mayor Pro Tern Chavez made a motion to approve the remainder of the Consent
Calendar Items. Seconded by Councilmember Yu and carried by the following
votes:

A. APPROVAL OF MINUTES
The City Council is requested to review and approve:
1. Minutes of the Special City Council Meeting of May 7, 2019; and
2. Minutes of the Regular City Council Meeting of May 7, 2019.
Action: Approved.
B. LEGISLATIVE UPDATE
The City Council is requested to receive and file summaries on pertinent bills that
are in the state legislative process.
Action: Received and filed.
C. THIRD AMENDMENT TO THE CONSULTANT SERVICES AGREEMENT WITH
RED 88 MEDIA FOR CITY VIDEO PRODUCTION, RECORDING, EDITING
AND SUPPORT SERVICES
The City Council is requested to approve an amendment to the agreement for
City video production, recording, editing and support services to ensure that
there will not be an interruption in City Council's meeting video recording or live
on-line streaming service.
Action:
1. Approved the Third Amendment to the Consultant Services Agreement with
Red 88 Media to video record City Council meetings for live and delayed
broadcast to the community; and
2. Authorized the City Manager to sign the Third Amendment.

E. APPROVAL OF AGREEMENT FOR LANDSCAPE AND GROUNDS
MAINTENANCE SERVICES BETWEEN THE COUNTY OF LOS ANGELES AND
THE CITY OF TEMPLE CITY
The City provides maintenance of the landscape grounds of the County Library
located at 5939 Golden West Avenue. City Council is requested to approve a five
year agreement with County of Los Angeles to continue this service.
Action: Approved the agreement for Landscape and
Grounds Maintenance Services with Los Angeles
County and authorized the City Manager to
execute the agreement.
F. APPROVAL OF AGREEMENT FOR GENERATOR MAINTENANCE AND
REPAIR SERVICES
The City Council is requested to approve a three year agreement for generator
maintenance and repair services.
Action: Approved a three year agreement for generator
maintenance and repair services with
Affordable Generator Services, Inc. and
authorized the City Manager to execute the
agreement.
G. APPROVAL OF AGREEMENT FOR GRAFFITI REMOVAL SERVICES
The City Council is requested to approve a three year agreement for graffiti
removal services.
Action: Approved a three year agreement for graffiti
removal services with Graffiti Control Systems
and authorized the City Manager to execute the
agreement.
H. SECOND AMENDMENT TO ENTERPRISE VEHICLE LEASE AND
MAINTENANCE AGREEMENT
The City Council is requested to approve the second amendment which
replaces 8 of the 22 leased vehicles from Enterprise Fleet Management Trust.
Action: Approved the second amendment to the
Enterprise Vehicle Lease and Maintenance
Agreement and authorized the City Manager to
execute the Second Amendment.

I. APPROVAL OF AGREEMENT FOR SERVICES WITH SOUTHLAND
TRANSIT, INC. FOR DIAL-A-RIDE TRANSPORTATION SERVICES FOR
FISCAL YEAR (FY) 2019-2022
The City Council is requested to reward a three year Agreement for Services to
Southland Transit, Inc. (STI) for management and operation of the City's Dial-
A-Ride (DAR) program and authorize the City Manager to execute the
Agreement.
Action:
1. Awarded a three year Agreement for Services to Southland Transit, Inc. for
management and operation of the City's Dial-A-Dial program; and
2. Authorized the City Manager to finalize and execute the Agreement in an
amount not to exceed $1,599,684 over the three year term.
J. UPCOMING PUBLIC MEETINGS FOR THE PROPOSED PRIMROSE PARK
PROJECT
The City Council is requested to receive and file upcoming outreach
opportunities scheduled to solicit input on the park's design.
Action: Received and filed report.
K. VISA CARD REPORT
The City Council is requested to review, receive and file the Visa Card Report.
Action: Received and filed.
L. ADOPTION OF RESOLUTION NO. 19-5398 APPROVING PAYMENT OF
BILLS FOR FISCAL YEAR 2018-19
The City Council is requested to adopt Resolution No. 19-5398 authorizing the
payment of bills.
Action: Adopted Resolution No. 19-5398.
Consent Calendar Item D was heard out of agenda order.
D. CO-SPONSORSHIP OF THE 2019 RELAY FOR LIFE OF TEMPLE CITY
The City Council is requested to approve the co-sponsorship of the Relay for
Life of Temple City. This local fund raising event help raise funds for prevention,
advocacy and research efforts of the American Cancer Society.

Kim Winter, Co-Chair of Temple City Relay for Life, gave a brief overview of the
Relay for Life event.
Mayor ProTem Chavez made a motion to:
1. Approve a request from the American Cancer Society to co-sponsor the
Relay for Life ofTemple City at Temple City Park on October 12, 2019; and
2. Waive all fees and deposits associated with the installment of a promotional
event street banner and use of Temple City Park, the Performing Arts
Pavilion, and City hall Community Room for event activities.

Maintenance District) and commented on the upcoming City budget meeting in
June.
12. UPDATE FROM CITY ATTORNEY-provided an update on Senate Bill 50 relating
to housing development planning and zoning.

Sandra Armenta Lopez (i.e., Senator Rubio's field representatives) for her work
and keeping Council informed.
