Recomm endation: Approve Item s A through J per recommendations. A. APPROVAL OF MINUTES The City Council is requested to review and approve: 1. Minutes of the Special City Council Meeting of May 29, 2019; 2. Minutes of the Special City Council Meeting of June 4, 2019; 3. Minutes of the Regular City Council Meeting of June 4, 2019; and 4. Minutes of the Special City Council Meeting of June 6, 2019. Recommendation: Approve. B. PLANNING COMMISSION ACTIONS The City Council is requested to receive and file Actions of the Regular Planning Commission Meeting of May 28, 2019. Recommendation: Receive and file. C. CONSIDERATION OF RATE ADJUSTMENT REQUEST BY ATHENS SERVICES FOR SOLID WASTE COLLECTION Per the provisions of the City agreement with Athens, the City Council is requested to approve the rate adjustment request by Athens. The new rates would be effective July 1, 2019. The new single-family rate would increase from $35.91 to $36.95 per month and the rate for a three cubic yard bin would increase from $214.01 to $220.61 per month. Recommendation: Approve the rate adjustment request by Athens Services for solid waste collection services to become effective July 1, 2019. D. SECOND READING AND ADOPTION OF ORDINANCE NO. 19-1034 AMENDING TITLE 9 (ZONING REGULATIONS), CHAPTER 1 OF THE TEMPLE CITY MUNICIPAL CODE PERTAINING TO FLAG LOT AND TIERED LOT SUBDIVISIONS IN THE R-1 ZONE The City Council is requested to amend the zoning code to limit the b uilding on City Council Agenda June 18, 2019 Page 3 of 8 the front lots of flag lots to one -story with an 18-feet maximum in height. Recommendation: Adopt and waive further reading of Ordinance No. 19-1034, amending Title 9, Chapter 1 of the Temple City Municipal Code pertaining to the development standards for the front lots of lag lot and tiered lot subdivisions in the R-1 Zone. E. SECOND READING AND ADOPTION OF ORDINANCE NO. 19-1035 AMENDING TITLES 4 AND 5 OF THE TEMPLE CITY MUNICIPAL CODE RELATING TO SIDEWALK AND MOBILE FOOD VENDING The City Council is requested to approve an amendment to the Temple City Municipal Code Title 4 and 5 to make Temple City’s “Sidewalk Vending” program complaint with Senate Bill (SB) 946. SB 946 imposes restrictions on how local agencies may regulate sidewalk vending. Recommendation: Waive further reading and adopt Ordinance No. 19-1035 amending Titles 4 and 5 of the Temple City Municipal Code relating to sidewalk and mobile food vending. F. RENEWAL OF THE MUNICIPAL LAW ENFORCEMENT SERVICES AGREEMENT WITH THE COUNTY OF LOS ANGELES FOR LAW ENFORCEMENT SERVICES WITH THE LOS ANGELES COUNTY SHERIFF’S DEPARTMENT The City Council is requested to approve the renewal of the Municipal Law Enforcement Services Agreement with the County of Los Angeles for a five -year period. Recommendation: 1. Approve the renewal of the Municipal Law Enforcement Services Agreement with the County of Los Angeles; and 2. Authorize the City Manager to execute the agreement. G. RESOLUTION NO. 19-5405 ADOPTING THE STATEMENT OF INVESTMENT POLICY FOR FISCAL YEAR 2019-20 The City’s Statement of Investment Policy establishes an administrative plan which allows investment of the City’s idle funds in financial institutions, government agencies, the State of California Local Agency Investment Fund, the Los Angeles County Pooled Investment Fund and medium term corporate notes which meet the criteria required for safety and liquidity. City Council Agenda June 18, 2019 Page 4 of 8 Recommendation: Adopt Resolution No. 19-5405 adopting the Statement of Investment Policy for Fiscal Year 2019-20. H. LEGISLATIVE UPDATE The City Council is requested to receive and file summaries on pertinent bills that are in the State Legislative process. Recommendation: Receive and file. I. PETTY CASH AND VISA CARD REPORT The City Council is requested to receive and file the Petty Cash and Visa Card Report. Recommendation: Receive and file. J. ADOPTION OF RESOLUTION NO. 19 -5406 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2018-19 The City Council is requested to adopt Resolution No. 19-5406 authorizing the payment of bills. Recommendation: Adopt Resolution No. 19-5406. 8. PUBLIC HEARING A. ADOPTION OF RESOLUTION NO. 19-5402 ORDERING THE LEVY OF CITYWIDE LIGHTING AND MAINTENANCE DISTRICT ASSESSMEN TS FOR FISCAL YEAR 2019-20 City Council approval of the Fiscal Year 2019-20 levy of the Citywide Lighting and Maintenance District assessments will allow the City to continue with its annual Lighting and Maintenance District program. Presentation: Administrative Services Director Recommendation: 1. Receive presentation from staff; 2. Open the public hearing; 3. Receive public input; City Council Agenda June 18, 2019 Page 5 of 8 4. Close the public hearing; and 5. Adopt Resolution No. 19-5402, ordering the levy and collection of assessments for Fiscal Year 2019-20. B. ADOPTION OF RESOLUTION NO. 19-5401 ADOPTING THE ANNUAL APPROPRIATIONS LIMIT FOR FISCAL YEAR 2019 -20 Article XIII-B provides limits to the amount of tax proceeds stated and local governments can spend each year. Staff has complied with all the pr ovisions of Article XIII-B in determining the Limit for Fiscal Year 2019-20. In order to be in compliance with California State Law, City Council adoption of the resolution is necessary. Presentation: Administrative Services Director Recommendation: 1. Adopt Resolution No. 19-5401 adopting the Annual Appropriations Limit for Fiscal Year 2019-20. C. ADOPTION OF RESOLUTION NO. 19-5403 APPROVING THE MASTER FEE AND FINE SCHEDULE FOR FISCAL YEAR 2019 -20 Adoption of the resolution will update the City’s Master Fee and Fine Schedule for FY 2019-20. Presentation: Administrative Services Director Recommendation: 1. Receive presentation from staff; 2. Open the public hearing and receive public input; 3. Close the public hearing; and 4. Adopt Resolution No. 19-5403 approving the Master Fee and Fine Schedule City Council Agenda June 18, 2019 Page 6 of 8 for Fiscal Year 2019-20. D. ADOPTION OF THE PROPOSED BUDGET FOR FISCAL YEAR 2019-20 Pursuant to Section 901 of the City Charter, the City Council is required to conduct a public hearing prior to the adoption of the Proposed Fiscal Year 2019 - 20 City Budget which includes the proposed revenues and corresponding expenditures. Presentation: Administrative Services Director Recommendation: 1. Receive presentation from staff; 2. Open the public hearing; 3. Receive public input; 4. Close the public hearing; 5. Direct staff on revisions to budget as appropriate; 6. Provide direction and final authorization on Fund Balance designations; and 7. Approve Resolution No. 19-5404 adopting the budget and approving appropriations for the City of Temple City for the fiscal year commencing July 1, 2019 and ending June 30, 2020 and amend as necessary. 9.
