PARKS AND RECREATION COMMISSION ACTIONS The City Council is requested to receive and file Actions of the Regular Parks and Recreation Commission Meeting of May 15 , 2019 . Action : Received and filed . E. SECOND AMENDMENT TO THE CONSULTANT SERVICES AGREEMENT WITH WILLDAN ENGINEERING TO PROVIDE CONSULTANT SERVICES FOR THE CITY'S HOME IMPROVEMENT PROGRAM The City Council is requested to approve the second amendment to extend the contract for one year (FY 19-20) and increase total compensation action by $50,000 for a total of $110,000 . Action : 1. Reviewed and approved the Second Amendment to the consultant services agreement with Willdan Engineering to provide housing consultant services for Fiscal Year 2019-20 and increase the total compensation by $50 ,000 for a total of $11 0,000; and City Counci l Minutes June 4 , 2019 Page 3 of 7 2 . Authorized the C ity Manager to execute the Second Amendment with Willdan for FY 2019-20 . F . ADOPTION OF RESOLUTION 19-5399 DECLARING THE CITY'S INTENTION TO LEVY AND COLLECT LIGHTING AND MAINTENANCE DISTRICT ASSESSMENTS FOR FISCAL YEAR 2019-20 The C ity Council is requested to accept the Engineer's Report estab lish i ng levy for Lighting and Maintenance District for Fiscal Year 2019-20 and setti ng a date for t he public hearing. Action: 1. Accepted the Engineer's Report for the Temple City Citywide Lighting and Maintenance District ; and 2 . Adopted Resolution No . 19-5399 . G . ADOPTION OF RESOLUTION NO . 19 -5400 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2018-19 The City Council is requested to adopt Resolution No. 19-5400 authorizing the payment of bills. Action : Adopted Resolution No . 19-5400 . 8. PUBLIC HEARING A. INTRODUCTION AND FIRST READING OF ORDINANCE NO. 19-1034 AMENDING TITLE 9 (ZONING REGULATIONS), CHAPTER 1 OF THE TEMPLE CITY MUNICIPAL CODE PERTAINING TO FLAG LOT SUBDIVISIONS IN THE R-1 ZONE The City Council is requested to amend the zoning code to limit the build i ng on the front lots of flag lots to one-story with an 18-feet max imum in height. Associate Planner Liu gave a summary of the staff report . Mayor Pro Tem Chavez opened public comment. Hearing no request to speak , Mayor ProTem Chavez closed public comment. City Council made comments regarding the proposed ordinance pertaining to flag lot subdivisions in the R-1 zone . Councilmember Yu made a motion to : City Council Minutes June 4 , 2019 Page 4 of 7 1. Introduce for first reading by title only and waive further reading of Ordinance No . 19-1034, amending Title 9 , Chapter 1 of the Temple City Municipal Code pertaining to flag lot subdivisions in the R-1 Zone , and 2 . Schedule the second reading of Ordinance No . 19-1034 for June 18 , 2019 . APPROVAL OF AGREEMENT WITH SAN GABRIEL VALLEY HUMANE SOCIETY FOR ANIMAL CONTROL , SHELTER, AND LICENSING SERVICES The San Gabriel Valley Humane Society (SG VHS ) has provided notice of its intent not to extend the existing agreement with the City for an imal contro l, shelter, and licensing services . SGVHS is seeking a new contract w ith increased fees to cover the increased cost of providing the services. Community Development Director Forbes gave a summary of the staff report . Cindy Rigney , Board President for the San Gabriel Valley Humane Society , answered City Counci l questions relat i ng to their operation and services . City Council made comments and asked questions regarding the shelter's agreement with the City . Mayor Pro Tem Chavez opened publ ic comments . Hearing no request to speak, Mayor ProTem Chavez closed public comments. Councilmember Man made a motion to : 1 . Approve a new agreement between the City of Temple City and the San Gabriel Valley Humane Society for animal control , shelter, and licensing services for F iscal Year 2019-20 ; and 2 . Authorize the City Manager to execute the agreement. FIRST READING AND INTRODUCTION OF ORDINANCE NO . 19-1035 AMENDING TITLES 4 AND 5 OF THE TEMPLE CITY MUNICIPAL CODE RELATING TO SIDEWALK AND MOBILE FOOD VENDING The C ity Council is requested to app rove an amendment to the Temple City Mun icipal Code Title 4 and 5 to ma ke Temp le C ity's "S idewalk Vending " program compl iant with Senate Bill (SB) 946 . SB 946 imposes restrictions on how local agencies may regulate s idewalk vend ing . Public Works Ma nagement Analyst Ave ry gave a summary of the staff report. Ci ty Council made comments and asked questions regarding sidewalk and mob il e food vending . Community Development Direct Forbes , City Attorn e y Murphy and Management Ana lyst Avery answered City Council questions . Mayor Pro Tern Chavez op e ned publ ic comme nts . Steve Stafford , Temp le C ity resident , made comments on mobile food vendors . Jim Cl ift , Temple C it y resident , commented on Senate B ill 946 and the n umbe r of street v e ndors or mob ile food vending allowed with in the City. Introduce Ordinan ce No . 19-1035 for f irst reading by t itle only , amend ing T itles 4 and 5 of the Temple City Municipal Code relating to Sidewa lk and Mob i le Food Vending with inclusion of amendment to 4 -12-7 B to allow Cit y Manager or h is designee to issue regulations as needed pertain ing to vend ing in public parks ; 2 . Waive further read in g of Ordinance No . 19-1035; and 3. Schedule the se c ond reading of Ordinance No . 19-1035 for June 18 , 201 9 . UPDATE FROM CITY ATTORNEY -informed City Council that Assemb ly Bill 1356 (i .e ., to a ll ow a statutory defined number of recreational cannabis with in a ju ri sdiction) has been tabled until January 2020 . 13 .
