SUBJECT : PUBLIC HEARING -ADOPTION OF RESOLUTION NO. 19-5403
APPROVING THE MASTER FEE AND FINE SCHEDULE FOR FISCAL
YEAR 2019-20
RECOMMENDATION:
The City Council is requested to :
1. Receive presentation from staff;
2 . Open the public hearing and receive publ ic comment;
3 . Close the public hearing ;
4 . Adopt Resolution No. 19-5403 approving the Master Fee and Fine Schedule for
Fiscal Year 2019-20.
BACKGROUND/ANALYSIS:
The City has estab lished a Master Fee and Fine Schedule (Schedule) of charges for
City services , which is revised as needed and adopted annually. The Schedule
proposes the following changes for Fiscal Year 2019-20 :
• Increase the following fees to CPI-U factor of March 2019 (from the Bureau of
Labor Statistics):
o All Planning service fees , except for Appeals
o Address assignment or change request
o Shopping cart containment and retrieval plan review
o All Public Works fees
o Special event permit
o Street closure permit
• The following Parks and Re c reation Program fees were modified :
o Youth Soccer, $70 (current: $40)
o Teen Zone, School Year with Transportation , $350 (c urrent: $225)

o Youth Volleyball , $70 (current: $50)
• The following Parks and Recreation Facil ities fees were modified:
o Picnic Shelter, small or~ of large , $75 per day (current: 6 hours at $30)
o Picnic Shelter, large , $125 per day (current: 6 hours at $60)
• Establish the following new fees at 100% cost recovery:
o Late Pickup Fee at Parks and Recreation -$5 for every 15 minutes
o Spec ial Program Fee -Actual cost per person
Attachment A provides a list of all proposed fee changes .
It is recommended that the City Council approve one of the following alternativ es :
a) Modify fees to the recommended amounts as proposed in Attachment A and
approve the proposed new fees ; or
b) Mod ify fees to the recommended amounts as proposed in Attachmen t A ; or
c) Maintain fees at the current rate but approve the proposed new fees .
CITY STRATEGIC GOAL:
Approval of the Master Fee and Fine Schedule furthers the City Strategic Goal of Good
Governance .
FISCAL IMPACT:
It is estimated that the proposed fees will generate an additiona l $14 ,000 annually.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TEMPLE CITY, CALIFORNIA, APPROVING THE MASTER
FEE AND FINE SCHEDULE FOR FISCAL YEAR 2019-20
WHEREAS , the City Council of the City of Temple C ity desires to defray the
costs of providing various programs , services , and facilities ; and
WHEREAS , the City Council has received and considered information about the
actual cost of providing such programs, serv ices , and facilit ies ; and
WHEREAS , the City Council held a duly noticed public hearing on June 18,
2019 , to consider approvi ng the updated Master Fee and Fine Schedule for F iscal Year
2019-20 , which i ncludes previo usly established fees and fines and estab lishes several
new fees .
NOW, THEREFORE, the City Counc i l of the City of Temple C ity does hereby
resolve , find , determine, and order as follows :
SECTION 1. The fees set forth in the Maste r Fee and Fine Schedu le , attached
hereto as Exh ibit "A " and incorp orated here in by reference , are reasonably necessary to
recover the costs of provid ing the programs, services , and facilities for wh ich such fees
are levied or authorized to be levi ed .
SECTION 2. City Council Resolution No . 18-5334 and the attachments thereto
are hereby superseded in thei r entirety by th is resolution and the updated Master Fee and
Fine Schedule , attached hereto as Exhibit "A " and incorporated herein by reference .
SECTION 3. The City Clerk shall certify to the passage and adoption of this
Reso luti on and it shall thereupon take effect.

prorated quarterly for all license and perm it t ypes. Proration is calculated as a percentage of the fee based o n when
the bu siness is i nitially licensed as fol lows : January 1-March 31: 100%, Ap r il1 -June 30: 75%, July 1-September
