Recomm endation: Approve Item s A through I per recommendations. A. APPROVAL OF MINUTES The City Council is requested to review and approve: 1. Minutes of the Special City Council Meeting of June 18, 2019; 2. Minutes of the Regular City Council Meeting of June 18, 2019; and 3. Minutes of the Special City Council Meeting of June 26, 2019. Recommendation: Approve. B. PLANNING COMMISSION ACTIONS The City Council is requested to receive and file Actions of the Regular Planning Commission Meeting of June 11, 2019. Recommendation: Receive and file. C. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS The City Council is requested to receive and file Actions of the Regular Transportation and Public Safety Commission Meeting of June 12, 2019. Recommendation: Receive and file. D. PARKS AND RECREATION COMMISSION ACTIONS The City Council is requested to receive and file Actions of the Regular Parks and Recreation Commission Meeting of June 19, 2019. AMENDMENT NO. 2 – SUPPORT SERVICES AGREEMENT FOR INFORMATION TECHNOLOGY WITH CITY OF BREA/BREAIT The City utilizes IT support services from the City of Brea/BreaIT. Amendment No. 2 increases the hourly rate amount with no change in the services and terms currently provided. Recommendation: 1. Approve the Amendment No. 2 – Support Services Agreement (Agreement) with the City of Brea/BreaIT for the period of July 1, 2019 to June 30, 2020; and 2. Authorize the City Manager to execute the Agreement. F. FINAL SUBDIVISION MAP APPROVAL FOR PARCEL MAP NO. 76039, A FLAG LOT SUBDIVISION AT 9711 OLIVE STREET The project is a flag lot subdivision to create two parcels and improve, on each parcel, a new single-family residence. Recommendation: 1. Review and approve the final subdivision map for Parcel Map No. 76039; and 2. Authorize the City Clerk to certify Parcel Map No. 76039. G. AWARD OF PUBLIC WORKS CONTRACT TO PAVEMENT COATINGS CO. FOR ROSEMEAD BOULEVARD RESURFACING PROJECT (CIP NO. P18-06) The City identified resurfacing of Rosemead Boulevard as one of its Road Maintenance and Rehabilitation Account funded projects for Fiscal Year 2019 -20. City Council is requested to award an agreement with Pavement Coatings Co. for the resurfacing project. Recommendation: 1. Award a Public Works Contract (Contract) to Pavement Coatings Co. as the lowest responsible bidder for the Rosemead Boulevard Resurfacing Project (Capital Improvement Project (CIP ) No. P18-06); 2. Authorize the City Manager to execute the Contract in an amount of $469,600; and 3. Authorize 10 percent of the awarded contract amount as contingency allowance to be used if necessary for unforeseen conditions at the City Manager’s discretion. ADOPTION OF RESOLUTION NO. 19 -5407 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2018-19 The City Council is requested to adopt Resolution No. 19-5407 authorizing the payment of bills. Recommendation: Adopt Resolution No. 19-5407. I. ADOPTION OF RESOLUTION NO. 19 -5408 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2019-20 The City Council is requested to adopt Resolution No. 19-5408 authorizing the payment of bills. Recommendation: Adopt Resolution No. 19-5408. 8. PUBLIC HEARING – None 9. UNFINISHED BUSINE SS A. APPLICATION OF ORDINANCE NO. 19-1034 PERTAINING TO FLAG LOT SUBDIVISIONS IN THE R-1 ZONE On June 18, 2019, the City Council adopted Ordinance No. 19 -1034 to limit the building height of houses on the front lot of a flag lot or tiered lot subdivision. There are currently eight applications in process for flag lot subdivisions that may be subject to the ordinance. Presentation: Community Development Director Recommendation: Provide policy direction regarding the applicability of Ordinance No. 19-1034 to flag lot subdivision applications in process that have not yet received final approval. 10. NEW BUSINESS A. PRESENTATION OF ARCHIVE SOCIAL The City Council is requested to receive a presentation regarding Archive Social. Archive Social will integrate with our agency’s social media accounts to capture records posted on social networks.
