Mayor Fish ca ll ed the City Council Regular Meeting to order at 7 :32 p.m . in the
Council Chambers located at 5938 Kauffman Avenue , Temple City .

5 . C EREMONIAL MATTERS -PR ESENTATIONS
A. INTRODUCTION OF TEMPLE CITY'S SISTER C ITY EXCHANGE STUDENTS
Nancy Terry, Temple C ity Sister City Organization , introduced the following
students w ho are soon to depart to Hawkesbury , Australia : Matthew Kwan , Ryan
Nish iyama , Darin Pinedo , Suraj Shah , and Faith Wada . The students expressed
the ir appreciation of Council 's support of the Sister City Student Program .
Mayor Fish a nd City Counci l presented the students with a Certificate of
Recognition a nd a tote bag w ith City memorabi lia .
B. RECOGNITION OF PASTOR DAVID PALMER
Mayor Fish and City Council recognized Pastor Palmer for his contri but ion to the
City and presented h im w ith a Certificate of Recognit ion .

6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Lu cy Liou , Temple City Neighborhood Watch , invited the public to the June 20 1h
meeting at Live Oak Park .
Jim Clift, Tem ple City resident, thanked Council for recogn iz ing his 9 years of
service as a Commiss i oner on the Transportation and Publ ic Safety Commission .
He also thanked Council for the opportunity to serve the communi ty.
Loi Banh , Temple City resident , commented on the loud noise from the low fl ying
hel icopters from th e San Gabrie l Vall ey Airport.

C . CONSIDERATION OF RATE ADJUSTMENT REQUEST BY ATHENS SERVICES
FOR SO LID WASTE COLLECTION
Per the provisions of the Ci ty ag reement with Athens , the City Council is requested

to approve the rate adjustment request by Athens . The new rates wou ld be effective
Ju ly 1 , 2019 . The new si ngle -family rate would increase from $35 .91 to $36 .95 per
month and the rate fo r a three cubic yard bin would increase from $214 .01 to
$220 .61 per month .
Action : Approved the rate ad j ustment requested by
Athens Services for sol id waste collection
services to become effective July 1, 2019 .
D. SECOND READING AND ADOPTION OF ORDINANCE NO . 19-1034
AMENDING TITLE 9 (ZONING REGULATIONS), CHAPTER 1 OF THE TEMPLE
CITY MUNICIPAL CODE PERTAINING TO FLAG LOT AND TIERED LOT
SUBDIVISIONS IN THE R-1 ZONE
The City Council is requ e sted to amend the zoning code to l i mit the bu ild ing on
the f ront lots of flag lo ts to one -story wi t h an 18-feet maxi mum in height.

No . 19 -1034 , amending Tit le 9, Chap ter 1 of the
Temple City Municipal Code perta ining to the
dev e lopment standards for the front lots of lag lot

E . SECOND READING AND ADOPTION OF ORDINANCE NO . 19 -1035
AMENDING TITLES 4 AND 5 OF THE TEMPLE CITY MUNICIPAL CODE
RELATING TO SIDEWALK AND MOBILE FOOD VENDING
Th e City Council is requested to approve an amendment to the Temp le City
Municipa l Code Title 4 and 5 to make Te mple City's "Sidewalk Vend ing " program
complaint with Senate Bill (SB) 946 . SB 946 imposes restrictions on how local
agencies may regu late s idewalk vending .

F. RENEWAL OF THE MUNICIPAL LAW ENFORCEMENT SERVICES
AGREEMENT WITH THE COUNTY OF LOS ANGELES FOR LAW
ENFORCEMENT SERVICES WITH THE LOS ANGELES COUNTY SHERIFF'S
DEPARTMENT
The City Council is requested to approve the renewal of the Municipal Law
Enforcem e nt Services Agreement with the County of Los Angeles for a f ive-year
period .

G. RESOLUTION NO . 19 -5405 AD OP TIN G THE STATEMENT OF INVESTME NT
POLICY FOR FIS CAL YEAR 2019 -20
The City's State ment of Investment Policy establishes an admin istrative plan
which allows investment of the City's idle funds in financ ial i nstitutions ,
government agencies , the State of California Local Agency Investment Fund , the
Los Angeles Co unty Pooled Inv estment Fund and medium term corporate notes
which meet the criteria required for safety and liquidity .

City Counci l approval of the Fisca l Year 2019-20 levy of the Citywide Lighting and
Maintenance District assessments will allow the City to continue with its annua l
Lighting and Maintenance District program .

Mayor Pro Tem Chavez made a motion to adopt Resolution No . 19-5402 ,

B. ADOPTION OF RESOLUT IO N NO . 19-5401 ADOPTING THE ANNUAL
APPROPR IATI ONS LIMIT FOR FISCAL YEAR 2019-20
Article XIII -B provides limits to the amount of tax proceeds stated and local
governments can spend each year. Staff has complied with all the provisi ons of
Article Xli i -B in determining the Limit for Fiscal Year 2019-20. In orde r to be in
compliance with California State Law , City Counc i l adoption of the resolution is
necessary.
Administrative Services Director Paragas gave a brief summary of the staff
report .

Councilmember Yu made a motion to adopt Resolution No . 19 -540 1 adopting the
Annual Appropriations Limit for Fiscal Year 2019-20 Seconded by Mayor Pro

C . ADOPTION OF RESOLUTION NO . 19-5403 APPROVING THE MASTER FEE
AND FINE SCHEDULE FOR FISCAL YEAR 2019-20
Adoption of the resolution will update the City 's Master Fee and Fine Schedule for
FY 2019-20 .
Administrative Services Director Paragas gave a brief summary of the staff
report .
City Council asked questions regard i ng the Parks and Recreation program fees .
Mayor Fish opened public hearing .
Steve Stafford , Temple City resident, spoke in favor of the proposed fee and fine
schedule .

Mayor Pro Tem Chavez made a motion to adopt Resolution No . 19-5403
approving the Master Fee and Fine Schedule for Fiscal Year 2019-20 .

D. ADOPTION OF THE PROPOSED BUDGET FOR FISCAL YEAR 2019-20
Pursuant to Section 901 of the City Charter, the City Council is required to
conduct a public hearing prior to the adoption of the Proposed Fisca l Year 2019-
20 City Budget whi c h includes the proposed revenues and correspond ing
expenditures .
Administrative Services D i rector Paragas gave a brief summary of the staff
report.
City Council discussed and made comments regarding alternative funding
options for crossing guard service. Staff will provide a status update regarding
possible funding for this service at the first quarter budget amendment
discussion.
City Council commented and asked questions regarding future citywide budget
issues .

budget and approving appropriations for the City of Temple City for the fiscal
year commencing July 1, 2019 and ending June 30 , 2020. Seconded by

spoke about the tragic shooting of Deputy Solano and i nvited the public to the
fundrais i ng event tomorrow in the Temple City Park for Deputy Solano's family .
12. UPDATE FROM CITY ATTORNEY -reported on Assembly Bill 1763 (i .e.,
affordable housing bill increasing allowed units per site from 10 units to 18 units).
