ORIDA r Tht; n;eeting of the Town Commissioners of the Towin qtf Gulf Stream, was held on Monday, Feb. 12, 1951, at 9;00 AM, at the Town Hall. Present were I�ir. L. Seton Lindsay, Mayor; Mr.' William T. Jebb, Vice -Mayor and 1-jr. ?:m. J. Bauer, Town Clerk and Tax Collector. The minutes of the meeting held on Jan. 8, 1951, were read and approved. Cffl.cer Cooper reported on condition of the roads. He also reported a leaking fire hydrant on South end of Town. Efforts are being made to have it fixed promptly. The Town Clerk reported that the rater meter readings were as follows; Jan. 31, 1951 1,94,000 Individual It rr 1,9 5,000 i,Taster The Commissioners approved the pa yi.ient of the attached list of bills. The bank balance as of Feb. 5, 1951, was reported as ay$,468.09. Before presenting the followinc Resolution (regarding increasing the Commission to 5), the ,,,ayor reported that he had interviewed per- sonally, or talked to over the telephone, almost the entire list of registered voters, all of whom heirtily approved the Town Conncil passin the Resolution attached. A letter from the Florida State Board of Health, regarding residents hooking their own water systems to the Torn system, was read and discussed. Residents will be notified to comply with the requirements set forth therein. The question of the final approval of the wtge increase for Robert T. Pollack, from ;x.00, to „1.25, an hour was discussed. Inasmuch as the - advance had been agreed to sometime a6o, the Council decided to put it into effect commencing February 1, 1951. .. motion was made and carried to hire ?;hitt McDowell, to service the Police radio. There will he one regular inspection a month and he will be subject to call for repair of any ureakdown. The rate will be +x'10.00 per month per unit, and 30; discount on parts. Ba #29 West SIm Beach, Florida Dearpoctor Brumback: Thi! will acknowledge receipt of your letter of March 26 requesting information rearding corss connections of private water supplies with those of municipalitiese ujder the provisions of Chapter I of the Florida State Sanitary Code, Section 3,3 Rates as follows: "No officers, board, corporation, municipality or other persons .laving the management of a public water supply shall permit any physical connection between the distribution system of such supply and that of any 'other water supply unless such other regularly examined as to its quality by those in charge of the public a to the connection is made and is also found to be safe and potable. T provisio shall apply to all water distribution systems, either inside or outs' a of any b ding or buildings." We are sorry w annot approve se of the 2-port 3-way valve for a direct connection to pr er :wever, we do approve of a swing joint con. nection which util a n and a ng joint which would then allow the owner to couple to either the w supply or a city water supply. Apparently the Point in this case is tha some connec on desired so that the owner will be caused a minimum of incon iPnrp_ Another method which would air connec n and still be approvable by this Department is as follows: a gat ve sho be installed between the city water main and a 2 -port 3�way valve AAA g val ah d also be installed be- tween the well supply and the 2-�po 3way Be een the two gate valves and the 2-port 3-way valve, two hose bibs (* inch) a d be tapped into the short section of pipe connection the gate valves to 2 -.port 3 -way valve. Then when the well supply is being used, the gate va the city main is shut off and the adjoining hose bib is opened. Thi v e an atmospheric break in the line and also will indicate any leak of the gate valve or the 2-port 3^way valve. If the city water supply i ing used the gate valve nearest the well supply is closed and its adjoining hose ib Is opened thus forming an air break between the 21 -port 3.way valve and the well supply. In this method, which requires more equipment and at first seems rather complicated, atmospheric breaks are established and under no circumstances could back siphonage take place if the method is properly followed-. Inasmuch as the 2 »port 3-way vavle has to be turned anyway, it wouldn ►t be much more bother to open and close the proper gate valves and hose bibs at the same time. C 0 P Y - es ..p» From a bacteriological standpoint the atmospheric break in this type connection is more satisfactory. Check valves have proved to be very undependable and practically impossible to function satisfactorily from a bacteriological point of view.
