PROCEDURE TO ADDRESS CITY COUNCIL: If you wish to address the City Council,
please complete a Speaker Request Form, indicating the agenda item number and submit it
to the City Clerk. There will be a maximum 30-minute period for comments on any
subject with a 3-minute time limit on each speaker, unless waived by Council. You have
the opportunity to address the City Council at the following times:
• AGEND A ITEM: at the time the Council considers the agenda item;
• NON-AGEND A ITEM: at the time for PUBLIC COMMENTS. Please note that while
the City Council values your comments, pursuant to the Brown Act, the Council cannot
take action on any item not listed on the agenda; and

The City Council is requested to:
1. Adopt Resolution No. 19-5410 confirming appointment of Commissioners to the
Parks and Recreation Commission, Resolution No. 19-5409 confirming
appointment of Commissioners to the Planning Commission and adopt
City Council Agenda

Resolution No. 19- 5411 confirming appointment of Commissioners to the
Transportation and Public Safety Commission with terms ending June 30,
2020; and
2. Request City Clerk to administer the Oath of Office to new commissioners.

unless rem oved f or f urther discussion. If members of the City Council or persons in
the audience wish to discuss any m atters listed on the Consent Calendar, please
address them at this tim e.
Recomm endation: Approve Item s A through G per recommendations.
A. APPROVAL OF MINUTES
The City Council is requested to review and approve:
1. Minutes of the Special City Council Meeting of July 2, 2019; and
2. Minutes of the Regular City Council Meeting of July 2, 2019.
Recommendation: Approve.
B. PLANNING COMMISSION ACTIONS
The City Council is requested to receive and file Actions of the Regular Planning
Commission Meeting of June 25, 2019.
Recommendation: Receive and file.
C. ADOPTION OF RESOLUTION NO. 19-5412 APPROVING THE BLANKET
AUTHORITY TO FILE APPLICATIONS FOR GRANT FUNDS FROM THE LOS
ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT FOR
MEASURE A FUNDING FOR PROJECTS AND PROGRAMS
The City Council is requested to approve the blanket filing of applications for grant
funds from the Los Angeles County Regional Park and Open Space District for
Measure A funding for the City to be eligible to receive annual allocations for park
projects and programs.

Recommendation:
1. Adopt Resolution No. 19-5412, approving the filing of an application for grant
funds from the Los Angeles County Region Park and Open Space District for
Measure A funding for projects and programs; and
2. Authorize the City Manager, or his designee, to execute all necessary
applications, contracts, agreements, amendments and payment requests for
Measure A.
D. SECOND AMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT
WITH R3 CONSULTING GROUP, INC.
The City Council is requested to approve a Second Amendment to the Professional
Services Agreement with R3 Consulting Group, Inc. due to the need of continued
services.
Recommendation:
1. Approve the Second Amendment to the Professional Services Agreement with
R3 Consulting Group, Inc. relating to waste hauling services;
2. Authorize the City Manager to sign the Second Amendment, increasing the
contract amount by $20,000, for a total of $64,999; and
3. Appropriate an additional $20,000 from the General Fund operating budget.
E. VISA CARD REPORT
The City Council is requested to receive and file the Visa Card Report.
Recommendation: Receive and file.
F. ADOPTION OF RESOLUTION NO. 19 -5413 APPROVING PAYMENT OF BILLS
FOR FISCAL YEAR 2018-19
The City Council is requested to adopt Resolution No. 19-5413 authorizing the
payment of bills.
Recommendation: Adopt Resolution No. 19-5413.
G. ADOPTION OF RESOLUTION NO. 19-5414 APPROVING PAYMENT OF BILLS
FOR FISCAL YEAR 2019-20
The City Council is requested to adopt Resolution No. 19-5414 authorizing the
payment of bills.

8. PUBLIC HEARING
A. INTRODUCTION AND FIRST READING OF ORDINANCE NO. 19-1036
AMENDING TITLE 9 (ZONING REGULATIONS), CHAPTER 1 OF THE TEMPLE
CITY MUNICIPAL CODE, ADOPTING THE TEMPLE CITY ZONING MAP,
REPEALING THE DOWNTOWN SPECIFIC PLAN, AND ADOPTING AN
ADDENDUM TO THE TEMPLE CITY MID-CENTURY GENERAL PLAN UPDATE
AND CROSSROADS SPECIFIC PLAN ENVIRONMENTAL IMPACT REPORT
The City’s Zoning Code has not been updated since it was adopted at the
incorporation of the City in 1960. The City Council is requested to adopt the new
Zoning Code which will guide new construction, new businesses, and new signs.

Recommendation:
1. Adopt an Addendum to the Temple City Mid-Century General Plan Update and
Crossroads Specific Plan Environmental Impact Report (EIR) indicating that
there are no substantial changes or impacts that have not been addressed by
the EIR that would require further environmental review;
2. Introduce for first reading by title only and waive further reading of Ordinance
No. 19-1036 which adopts an amended and restated zoning code, adopts a
new zoning map, and repeals the Downtown Specific Plan; and
3. Schedule the second reading of Ordinance No. 19-1036 for August 20, 2019.
