Mayor Fish called the City Council Regular Meeting to order at 7:37 p.m. in the
Council Chambers located at 5938 Kauffman Avenue, Temple City.

3. INVOCATION -Jerry Jambazian, Wonder Cleaners and Draperies, provided the
invocation.
4. PLEDGE OF ALLEGIANCE-Boy Scout Troop 1741ed the pledge of allegiance.
5. CEREMONIAL MATTERS-F'._RESENTATIONS
A. PET OF THE MONTH
Cindy Rigney, San Gabriel Valley Humane Society Board President, introduced
the featured kitten for the month. Those interested in adopting the kitten can call
the San Gabriel Valley Humane Society at (626) 286-1159.
B. SOUTH COAST AIR QUALITY MANAGEMENT DISTRICT AIR QUALITY
UPDATE
Michael Cacciotti, Governing Board Member of the South Coast Air Quality
Management District, provided an update on air quality.
C. INTRODUCTION OF MISS TEMPLE CITY ROYAL COURT
Kyla Dunn, Director of Miss Temple City Ambassador Program, gave a brief
overview of the .program.

Miss Temple City and her royal court introduced themselves to the City Council:
Princesses Serena Chen, Janessa Larsuel, Sarah Chavez, and Miss Temple City
Patricia Pang.
D. PARKS AND RECREATION MONTH PROCLAMATION
Steve Lawson, Parks and Recreation Manager, gave a brief overview of the Parks
and Recreation Department and introduced the staff. Parks and Recreation staff
shared upcoming Parks and Recreation Month special activities.
Mayor Fish and City Council presented the proclamation to Parks and Recreation
Director Burroughs.
E. PARKS AND RECREATION DIRECTOR RETIREMENT RECOGNITION
Mayor Fish and City Council made congratulatory remarks to retiring Parks and
Recreation Director Burroughs.
6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Jerry Jambazian, Temple City business owner, commented regarding the City's
entrance sign on the east side of the City.
7. CONSENT CALENDAR
Mayor Pro Tern Chavez made a motion to approve the Consent Calendar Items.

The City Council is requested to review and approve:

C. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS
The City Council is requested to receive and file Actions of the Regular
Transportation and Public Safety Commission Meeting of June 12, 2019.
Action: Received and filed.
D. PARKS AND RECREATION COMMISSION ACTIONS
The City Council is requested to receive and file Actions of the Regular Parks and
Recreation Commission Meeting of June 19, 2019.
Action: Received and filed.
E. AMENDMENT NO.2-SUPPORT SERVICES AGREEMENT FOR INFORMATION
TECHNOLOGY WITH CITY OF BREA/BREAIT
The City utilizes IT support services from the City of Brea/BreaiT. Amendment No.
2 increases the hourly rate amount with no change in the services and terms
currently provided.
Action:
1. Approved Amendment No. 2 -Support Services Agreement (Agreement) with
the City of Brea/BreaiT for the period of July 1, 2019 to June 30, 2020; and
2. Authorized the City Manager to execute the Agreement.
F. FINAL SUBDIVISION MAP APPROVAL FOR PARCEL MAP NO. 76039, A FLAG
LOT SUBDIVISION AT 9711 OLIVE STREET
The project is a flag lot subdivision to create two parcels and improve, on each
parcel, a new single-family residence.
Action:
1. Reviewed and approved the final subdivision map for Parcel Map No. 76039;
and
2. Authorized the City Clerk to certify Parcel Map No. 76039.

G. AWARD OF PUBLIC WORKS CONTRACT TO PAVEMENT COATINGS CO.
FOR ROSEMEAD BOULEVARD RESURFACING PROJECT (CIP NO. P18-06)
The. City identified resurfacing of Rosemead Boulevard as one of its Road
Maintenance and Rehabilitation Account funded projects for Fiscal Year 2019-20.
City Council is requested to award an agreement with Pavement Coatings Co. for
the resurfacing project.
Action:
1. Awarded a Public Works Contract (Contract) to Pavement Coatings Co. as the
lowest responsible bidder for the Rosemead Boulevard Resurfacing Project
(Capita/Improvement Project (CIP) No. P18c06);
2. Authorized the City Manager to execute the Contract in an amount of $469,600;
and
3. Authorized 10 percent of the awarded contract amount as contingency
allowance to be used if necessary for unforeseen conditions at the City
Manager's discretion.
H. ADOPTION OF RESOLUTION NO. 19-5407 APPROVING PAYMENT OF BILLS
FOR FISCAL YEAR 2018-19
The City Council is requested to adopt Resolution No. 19-5407 authorizing the
payment of bills.
Action: Adopted Resolution No. 19-5407.
I. ADOPTION OF RESOLUTION NO. 19-5408 APPROVING PAYMENT OF BILLS
FOR FISCAL YEAR 2019-20
The City Council is requested to adopt Resolution No. 19-5408 authorizing the
payment of bills.
Action: Adopted Resolution No. 19-5408.

9. UNFINISHED BUSINESS
A. APPLICATION OF ORDINANCE NO. 19-1034 PERTAINING TO FLAG LOT
SUBDIVISIONS IN THE R-1 ZONE
On June 18, 2019, the City Council adopted Ordinance No. 19-1034 to limit the
building height of houses on the front Jot of a flag Jot or tiered Jot subdivision.

There are currently eight applications in process for flag lot subdivisions that may
be subject to the ordinance.
City Attorney Murphy gave a brief overview of the ordinance pertaining to flag lot
subdivisions in the R-1 zone and added that the City Attorney's office does not
have specific legal requirements in which the new standards of the ordinance
should be implemented for projects not yet approved by the City.
Community Development Director Forbes gave a summary of the staff report and
shared that staff has received inquiries about the applicability of the new flag lot·
standards from applicants with applications in process or intending to submit
applications in the near-future.
Mayor Fish opened public comment.
Kamen Lai, Chris Hoang, Ryan Chung, Kenny Chung, Raymond Lee expressed
concerns over the implementation of the new flag lot standards for applications
submitted and ·not yet finalized.
City Council made comments and asked questions regarding projects that have
not yet been approved.
Hearing no further request to speak, Mayor Fish closed public comment.
Councilmember Yu made a motion to allow flag lot subdivision applications
submitted and accepted before June 18, 2019 to follow previous flag lot
subdivision standards prior to the adoption of Ordinance No. 19-1034. Seconded
by Councilmember Sternquist and unanimously carried by the following votes:

10. NEW BUSINESS
A. PRESENTATION OF ARCHIVE SOCIAL
The City Council is requested to receive a presentation regarding Archive Social.
Archive Social will integrate with our agency's social media accounts to capture
records posted on social networks.
City Council received a presentation and brief summary of the staff report from
Administrative Assistant to the City Manager and City Council, Ms. Flores.

Jerry Jambazian, Temple City business owner, asked about the Brown Act and
removal of posted comments.
11. UPDATE FROM CITY MANAGER -thanked Parks and . Recreation Director
Burroughs for her years of service.
12. UPDATE FROM CITY ATTORNEY -commented regarding Senate Bill 330 and
· made remarks about Parks and Recreation Director Burroughs.

G. CITY COMMISSIONER RECRUITMENT AD HOC COMMITTEE
(Councilmember Man and Councilmember Sternquist)-Formed 4/16/2019
The ad hoc committee reported that they interviewed commissioner applicants
on June 27 and June 28. They will interview the last group on July 5. Final
applicants will be interviewed in front of full Council on July 12.
14. COUNCIL ITEMS SEPARATE FROM THE CITY MANAGER'S REGULAR
AGENDA
A. COUNCILMEMBER YU-thanked Parks and Recreation Director Burroughs for
her years of service.
B. COUNCILMEMBER MAN -commented on the upcoming Parks and Recreation
Month special events and thanked Parks and Recreation Director Burroughs for
her years of service. He also reminded the public to only use safe and sane
fireworks.
C. COUNCILMEMBER STERNQUIST-commented on San Gabriel Valley Council
of Government activities, reminded the public to be aware of standing water and
mosquitos, commented about the status of the Temple City Terrace project on
Temple City Boulevard, and wished everyone a safe and sane 4th of July.
D. MAYOR PROTEM CHAVEZ-commented on Camp-a-Palooza.
E. MAYOR FISH -commented on the Archive Social presentation and thanked
Parks and Recreation Director Burroughs for her years of service.
