SUBJECT: ADOPTION OF RESOLUTION NO. 19-5412 APPROVING THE BLANKET AUTHORITY TO FIL ~ APPLICATIONS FOR GRANT FUNDS FROM THE LOS ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT FOR MEASURE A FUNDING FOR PROJECTS AND PROGRAMS RECOMMENDATION: The City Council is requested to : 1. Adopt Resolution No. 19-5412, which approves the filing of an application for grant funds from the Los Angeles County Regional Park and 9pen Space District (RPOSD) for Measure A funding for projects and programs; and 2 . Authorize the City Manager, or his designee , to execute all necessary applications, contracts , agreements , amendments and payment requests for Measure A. BACKGROUND: 1. On November 8, 2016, the voters of the County of Los Angeles approved the Safe, Clean Neighborhood Parks , Open Space Beaches , Rivers Protection , and Water Conse~ation Measure (Measure A). 2 . In March 2019 , the City Council was presented with a list of available grant funding opportunities for new city facilities and other improvements. Staff was ultimately directed to pursue Measure A funding for various projects , including the renovation of the Live Oak Park Community Center. 3. On June 18 , 2019 , the City Council adopted the Fiscal Year (FY) 2019-20 City Budget, which included $455 ,000 in the Capital Improvement Program (CIP) budget for renovation of the Live Oak Park Community Center and the design of various amenities and improvements at Live Oak Park to be funded by General Fund and Measure A. City Council July 16, 2019 Page 2 of 3 ANALYSIS: In November 2016, Los Angeles County voters approved Measure A, which authorizes dedicated local funding for park, recreation, and open space projects and their maintenance through an annual special tax on property within Los Angeles County. Administered by RPOSD, Measure A makes funding available to eligible agencies through annual allocations and competitive grants for projects that repair and upgrade parks and recreational facilities; create new parks; preserve and protect open spaces and beaches; and support recreational programming. Measure A annual allocations are distributed using set formulas and consist of seven funding categories. The City of Temple City qualifies for the following two categories: 1. Community-Based Park Investment Program (CBPIP) CBPIP funds are allocated to agencies using the Per Capita and Structural Improvements Formula. These funds may be expended on various projects types, including not but not limited to: community and local parks, including pocket parks, playgrounds, playground equipment, dog parks, and picnic areas, especially those that connect and restore underutilized spaces.; community and senior recreational centers; refurbishment, updating, or expansion of current parks and park amenities; and planning and design related projects. Temple City's annual allocation for the CBPIP for 2019 is $109,043.70. 2. Neighborhood Parks, Healthy Communities, & Urban Greening Program (NPP) NPP funds are allocated annually to High-Need or Very-High-Need agencies as identified in the most current Park Needs Assessment using the Per Capita and Structural Improvements Formula. Projects funded via the NPP shall involve the acquisition of real property and the construction and rehabilitation of parks and recreation facilities that provide safe places and facilities for after-school, weekend, and holiday programs for local children, youth and families; provide opportunities for healthy living in all neighborhoods, and improve the quantity and quality of green spaces in the county. Like the CBPIP, NPP funds may be expended on various projects types, including not but not limited to: community and local parks, including pocket parks, playgrounds, playground equipment, dog parks, and picnic areas, especially those that connect and restore underutilized spaces; community and senior recreational centers; refurbishment, updating, or expansion of current parks and park amenities; and planning and design related projects. Temple City's annual allocation for the NPP for 2019 is $82,186.18. Agencies who receive annual allocation funds have several options for how they may use their annual allocation, including expend, accrue, bond, and share/transfer. Agencies must inform RPOSD of their plans for using annual allocations during the initial City Council July 16, 2019 Page 3 of 3 registration process and in subsequent annual verifications of registration information The approved FY 2019-20 operating budget included $455,000 ($30,000 General Fund and Measure A) in the CIP budget for the three following projects: 1. LOP Community Center: Phase I Improvements-$180,000 Interior painting of the building; removal of existing flooring and installation of new flooring in Live Oak Rooms, Acorn Rooms, Camellia Room, restrooms, and closet; and purchase and installation of new window coverings throughout the facility. 2. LOP Community Center: Phase II Improvements -$75,000 Exterior painting of the building. 3. LOP Facilities Master Plan Phase II Improvements-$200,000 Creation of plans and specifications for the demolition of existing and installation of new picnic shelters, basketball courts, playgrounds; and improvements to existing park maintenance building. To be eligible to start receiving our annual allocation and begin working on the projects listed above, the City must have an adopted resolution (Attachment "A"), which approves the blanket filing of applications for grant funds from the Los Angeles County Regional Park and Open Space District for Measure A funding for projects and programs. Future projects to be funded by Measure A will be identified during the development of the City's annual operating and CIP budgets. CITY STRATEGIC GOALS: Approval of this item will further the City's Strategic Goals of Good Governance, Quality of Life, and Sustainable Infrastructure. FISCAL IMPACT: Approval of this resolution will result in $191,230 in Measure A funding for 2019. Future annual allocation amounts will be updated by the RPOSD annually based on the Measure A revenue received by September 151h of each year. ATTACHMENT: A. Resolution No. 19-5412 RESOLUTION NO. 19-5412 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY APPROVING THE BLANKET AUTHORITY TO FILE APPLICATIONS FOR GRANT FUNDS FROM THE LOS ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT FOR MEASURE A FUNDING FOR PROJECTS AND PROGRAMS WHEREAS, the voters of the County of Los Angeles on November 8, 2016, approved the Safe, Clean Neighborhood Parks, Open Space Beaches, Rivers Protection, and Water Conservation Measure (Measure A); and WHEREAS, Measure A also designated the Los Angeles County Regional Park and Open Space District (the District) to administer said funds; and WHEREAS, the District has set forth the necessary policies and procedures governing the application for grant funds under Measure A; and WHEREAS, the District's policies and procedures require the governing body of the City of Temple City to approve of the filing of an application before submission of said application to the District; and WHEREAS, said application contains assurances that the City ofT em pie City must comply with; and WHEREAS, the City of Temple City will enter into Agreement(s) with the District to provide funds for acquisition projects, development projects, and/or programs. NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF TEMPLE CITY HEREBY: 1. Approves the blanket authority to file applications with the Los Angeles County Regional Park and Open Space District for Measure A Funds for projects or programs; and 2. Certifies that the City of Temple City understands the assurances and will comply with the assurances in the application form; and 3. Appoints the City Manager, or designee, to conduct all negotiations, and to execute and submit all documents including, but not limited to, applications, agreements, amendments, payment requests and so forth, which may be necessary for the completion of projects or programs.
