Mayor Fish called the City Council Regular Meeting to order at 7:30 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: ABSENT: ALSO PRESENT: Councilmember -Man, Sternquist, Yu, Chavez, Fish Councilmember -None City Manager Cook, City Attorney Murphy, City Clerk Kuo, Community Development Director Forbes, and Planning Manager Reimers. 3. INVOCATION -Jerry Jambazian, Wonder Cleaners and Draperies, provided the invocation. 4. PLEDGE OF ALLEGIANCE-Boy Scout Troop 161 lead the pledge of allegiance. 5. CEREMONIAL MATTERS-PRESENTATIONS A UPPER SAN GABRIEL VALLEY MUNICIPAL WATER DISTRICT UPDATE Charles Trevino, Director of Upper San Gabriel Valley Municipal Water District, provided brief introduction remarks and Tom Love, General Manager of Upper San Gabriel Valley Municipal Water District, provided a brief State of the District and water supply update. B. ADOPTION OF RESOLUTIONS CONFIRMING APPOINTMENTS TO THE PARKS AND RECREATION COMMISSION, PLANNING COMMISSION AND TRANSPORTATION AND PUBLIC SAFETY COMMISSION City Clerk Kuo gave a brief overview of the staff report. Mayor Pro Tern Chavez made a motion to: 1. Adopt Resolution No. 19-5410 confirming appointment of Commissioners to the Parks and Recreation Commission, Resolution No. 19-5409 confirming appointment of commissioners to the Planning Commission and adopt Resolution No. 19-5411 confirming appointment of Commissioners to the City Council Minutes July 16, 2019 Page 2 of 7 Transportation and Public Safety Commission with terms ending June 30, 2020;and 2. Requested City Clerk to administer the Oath of Office to new commissioners. Seconded by Councilmember Man and carried by the following votes: AYES: NOES: ABSTAIN: ABSENT: Councilmember -Man, Yu, Sternquist, Chavez, Fish Councilmember -None Councilmember -None Councilmember -None City Clerk Kuo administered the oath of office to the city commissioners. 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Mylinh Hamlington, Temple City Library Children's Librarian, announced upcoming library activities and events. Lucy Liou, Temple City Neighborhood Watch, invited the public to the next neighborhood watch meeting at St. Luke's Church. 7. CONSENT CALENDAR Councilmember Man made a motion to approve the Consent Calendar Items. APPROVAL OF MINUTES The City Council is requested to review and approve: 1. Minutes of the Special City Council Meeting of July 2, 2019; and 2. Minutes of the Regular City Council Meeting of July 2, 2019. Action: Approved. I B. PLANNING COMMISSION ACTIONS The City Council is requested to receive and file Actions of the Regular Planning Commission Meeting of June 25, 2019. ADOPTION OF RESOLUTION NO. 19-5412 APPROVING THE BLANKET AUTHORITY TO FILE APPLICATIONS FOR GRANT FUNDS FROM THE LOS ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT FOR MEASURE A FUNDING FOR PROJECTS AND PROGRAMS The City Council is requested to approve the blanket filing of applications for grant funds from the Los Angeles County Regional Park and Open Space District for Measure A funding for the City to be eligible to receive annual allocations for park projects and programs. Action: 1. Adopted Resolution No. 19-5412, approving the filing of an application for grant funds from the Los Angeles County Region Park and Open Space District for Measure A funding for projects and programs; and 2. Authorized the City Manager, or his designee, to execute all necessary applications, contracts, agreements, amendments and payment requests for Measure A. D. SECOND AMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT WITH R3 CONSUL TING GROUP, INC. The City Council is requested to approve a Second Amendment to the Professional Services Agreement with R3 Consulting Group, Inc. due to the need of continued services. Action: 1. Approved the Second Amendment to the Professional Services Agreement with R3 Consulting Group, Inc. relating to waste hauling services; 2. Authorized the City Manager to sign the Second Amendment, increasing the contract amount by $20,000, for a total of $64,999; and 3. Appropriated an additional $20,000 from the General Fund operating budget. E. VISA CARD REPORT The City Council is requested to receive and file the Visa Card Report. Action: Received and filed. ADOPTION OF RESOLUTION NO. 19-5413 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2018-19 The City Council is requested to adopt Resolution No. 19-5413 authorizing the payment of bills. Action: Adopted Resolution No. 19-5413. G. ADOPTION OF RESOLUTION NO. 19-5414 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2019-20 The City Council is requested to adopt Resolution No. 19-5414 authorizing the payment of bills. Action: Adopted Resolution No. 19-5414. 8. PUBLIC HEARING A. INTRODUCTION AND FIRST READING OF ORDINANCE NO. 19-1036 AMENDING TITLE 9 (ZONING REGULATIONS), CHAPTER 1 OF THE TEMPLE CITY MUNICIPAL CODE, ADOPTING THE TEMPLE CITY ZONING MAP, REPEALING THE DOWNTOWN SPECIFIC PLAN, AND ADOPTING AN ADDENDUM TO THE TEMPLE CITY MID-CENTURY GENERAL PLAN UPDATE AND CROSSROADS SPECIFIC PLAN ENVIRONMENTAL IMPACT REPORT The City's Zoning Code has not been updated since it was adopted at the incorporation of the City in 1960. The City Council is requested to adopt the new Zoning Code which will guide new construction, new businesses, and new signs. City Manager Cook and Community Development Director Forbes gave a brief introduction regarding the zoning code update. Planning Manager Reimers gave a summary of the staff report. Mayor Fish opened public hearing. Hearing no request to speak, Mayor Fish closed public hearing. City Council asked questions and commented on the proposed updates to the zoning code. Mayor Pro Tern Chavez left the meeting at 9:24 p.m. and returned at 9:25 p.m. Councilmember Sternquist made a motion to: 1. Adopt an Addendum to the Temple City Mid-Century General Plan Update and Crossroads Specific Plan Environmental Impact Report (EIR) indicating that City Council Minutes July 16, 2019 Page 5 of 7 there are no substantial changes or impacts that have not been addressed by the EIR that would require further environmental review; 2. Introduce for first reading by title only and waive further reading of Ordinance No. 19-1036 as which adopts an amended and restated zoning code, adopts a new zoning map, and repeals the Downtown Specific Plan; and 3. Schedule the second reading of Ordinance No. 19-1036 for August 20, 2019. And directed staff to report back to City Council in 6 months regarding the implementation of the updated zoning code. Seconded by Mayor Pro Tern Chavez. Motion failed by the following votes: AYES: NOES: ABSTAIN: ABSENT: Councilmember -Sternquist, Chavez Councilmember -Man, Yu, Fish Councilmember -None Councilmember -None Mayor Pro Tern Chavez made a motion to continue this item to the August 20 meeting for further discussion and for staff to address issues raised by City Council. UPDATE FROM CITY MANAGER -City Manager Cook invited the public to the City's open house tomorrow night from 5:30 p.m. to 7:30 p.m. and remarked on upcoming city projects. 12. UPDATE FROM CITY ATTORNEY -no report. 13. COUNCIL REPORTS REGARDING AD HOC OR STANDING COMMITTEE MEETINGS A. LAS TUNAS DOWNTOWN REVITALIZATION STANDING COMMITTEE (Mayor Pro Tern Chavez and Councilmember Yu)-Formed 2/18/2014 No report. C. FUTURE DEVELOPMENT OF CITY PROPERTIES STANDING COMMITTEE (Councilmember Yu and Councilmember Man) -Formed 2/18/2014 No report. D. AUDIT STANDING COMMITTEE (Mayor Pro Tern Chavez and Councilmember Yu) -Formed 7/15/2014 No report. E. FACILITIES, PUBLIC WORKS, AND INFRASTRUCTURE STANDING COMMITTEE (Councilmember Yu and Councilmember Man)-Formed 4/4/2017 The standing committee shared that they met with staff and consultant to receive update on the designs for the Primrose Park. Staff will report out to City Council in a future meeting. F. LIBRARY CONSTRUCTION AD HOC COMMITTEE (Mayor Fish and Councilmember Sternquist) -Formed 4/4/2017 No report. G. CITY COMMISSIONER RECRUITMENT AD HOC COMMITTEE (Councilmember Man and Councilmember Sternquist) -Formed 4/16/2019 Mayor Fish disbanded the ad hoc committee. 14. COUNCIL ITEMS SEPARATE FROM THE CITY MANAGER'S REGULAR AGENDA A. COUNCILMEMBER MAN -commented on the park's kite flying event. B. COUNCILMEMBER STERNQUIST -requested to add the discussion regarding the Transportation and Public Safety Commission to a future council meeting, commented on possible table top exercise with the churches and schools to address emergency preparation, reported on the West Nile virus and shared that she will be speaking regarding public transit at a conference in Florida representing the Foothill Transit. C. COUNCILMEMBER YU -wished Councilmember Sternquist and City Manager City Council Minutes July 16, 2019 Page 7 of 7 Cook happy birthday. D. MAYOR PRO TEM CHAVEZ -commented on staff's presentation regarding the zoning code update and shared that the student ambassadors will be traveling to Australia this week. E. MAYOR FISH -shared that Councilmember Sternquist was appointed to the Foothill Transit Executive Board and was voted in as Vice President, she also commented on the City Hall's open house tomorrow, thanked all the applicants who applied to serve on a commission, and thanked Planning Commissioners and staff for working on updating the City's zoning code. 15. ADDITIONAL PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Jerry Jambazian, Temple City business owner, commented on the city limit entrance signage on Baldwin. 16.
