SUBJECT: PARKS AND RECREATION COMMISSION ACTIONS -MEETING OF
JULY 17, 2019
RECOMMENDATION:
The City Council is requested to receive and file the Parks and Recreation Commission
actions from their meeting of July 17, 2019.
BACKGROUND:
On July 17,. 2019, the Parks and Recreation Commission held their regularly scheduled
meeting.
ANALYSIS :
Following is a summary of actions taken at the July 17, 2019 Parks and Recreation
Commission meeting:
1. ROLL CALL:

2 . REORGANIZATION OF COMMISSION
The Parks and Recreation Commission reorganized electing Commissioner Vance
as Chairman and Commissioner Rosso as Vice-Chairman.

3. CONSENT CALENDAR
The Parks and Recreation Commission approved the minutes of the June 19, 2019,
meeting and received and filed the Monthly Report for June 2019.
4. NEW BUSINESS
A. REQUEST FROM TEMPLE CITY AMATEUR SOFTBALL ASSOCIATION
(TCASA) FOR RESERVED USE OF THE SOFTBALL FIELD AT LIVE OAK
PARK FOR FALL PRACTICES FROM AUGUST 5-NOVEMBER 15, 2019
The Commission approved the request and waived the 51 % residency
requirement for reserved use of the field, with the following conditions:
1. The outfield fences on the softball field will be relocated to the outfield
edge of the dirt infield by August 1, 2019. All fences are to be removed
by December 1, 2019;
2. All practices may only be conducted on the fenced-off infield of the softball
field;
3. Batting practice may only be conducted towards the backstop, away from
the outfield area to eliminate or reduce the number of balls hit into AYSO
practice/game areas; and
4. Staff will have the authority to revoke the permit if any of the above
conditions are not met or are not corrected after notification to TCASA.
B. APPROVAL OF PRIMROSE PARK CONCEPT PLAN
The Commission reviewed the three concept plan options for Primrose Park
and recommended the City Council approve the Park Plan (plan #3) with
amendments.
5. UPDATE FROM PARKS AND RECREATION MANAGER
A. The Commission received the Parks and Recreation Manager's Report for the
month of July 2019.
CITY STRATEGIC GOALS:
Reviewing the Commission actions of July 17, 2019 furthers the City's Strategic Goal of
Citizen Education and Communication.

This item does not have an impact on the Fiscal Year (FY) 2019-20 City Budget.
