HomeMy Public PortalAbout20061211 work sessionCOUNCIL WORK SESSION DECEMBER 11, 2006 CALL TO ORDER 1 The Work Session of December 11, 2006, was convened at 5:35 P.M. by Mayor John Landwehr. ROLL CAL The following Council Members were present for the roll call: Present: Berry (arrived at 5:45 P.M.), Brown (arrived at 5:40 P.M.), Crane, Ferguson, Harvey, Layton, Oetting, Pope, and Vogel Absent: None A quorum was present. MEETING TOPICS Mayor John Landwehr asked City Administrator Steve Rasmussen to facilitate the meeting. Council Retreat Mr. Rasmussen asked Assistant to the City Administrator Melva Fast to give a status report on the progress towards organizing a Council Retreat. Ms. Fast distributed a handout explaining the status. She stated that Councilman Kenneth Ferguson has made arrangements which would allow the retreat to be held at the Carver Center located at Lincoln University's Green Berry Farm. The dates for the retreat which the Council asked her to look at are January 5 and 6. The handout provided a broad overview of some topics and a schedule for the Council to discuss. Following a lengthy discussion, the Council agreed on the location and generally suggested topics. The Strategic Plan was discussed as a source for some of the topics. Councilman Edith Vogel asked if the Council could get copies of the same information that is in the Strategic Plan. Staff indicated they would be able to provide that in either hard copy or electronic format. Councilman Bryan Pope stated he believes the retreat should be more for the purpose of discussing how the Council interacts with each other rather than topics of specific city issues. Mayor John Landwehr asked if someone from outside the structure of city government needs to moderate the retreat. Staff was asked to contact the Missouri Municipal League to see if they could recommend someone who does that sort of thing. COUNCIL WORK SESSION DECEMBER 11, 2006 2 Neighborhood Improvements City Counselor Nathan Nickolaus gave a visual presentation regarding abandoned and vacant properties. Councilman Kevin Brown asked if it would be possible to have a cliff - notes version of the abatement process to use as a reference tool when constituents call to ask them about the issue. Following a lengthy discussion, Council directed staff to move the issue of abatement procedures for abandoned properties onto the "fast track" of the neighborhood improvement issue. ADJOURN MENT The meeting adjourned at 6:55 P.M.
