CALL TO ORDER

The December 15, 2006, "Brown Bag" Work Session was convened at 12:05 P.M. by Mayor
John Landwehr.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Berry, Brown, Crane, Klindt, Layton, and Oetting (arrived at 12:35
P.M.)
Absent: Ferguson, Harvey, Pope, and Vogel
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Appointments:
Mayor John Landwehr explained the ad hoc animal control committee and indicated he
would be appointing the city's five representatives to that joint city- county body.
Bills Introduced:
2006 -114 - Councilman Michael Berry suggested having a fee index because it would be
easier to increase fees in the future if there in an index. Parks & Recreation Director Bill
Lockwood and Christina Luebbert discussed storm water and green way and need to
discuss some areas where the two should be compatible.
2006 -117 - City Counselor Nathan Nickolaus stated that Sec. 22 -42 needs to be removed
since it is not yet completed. A substitute will be distributed Monday night at the pre -
meeting.
Bills Pending:
2006 -108 - City Planner Janice McMillan stated this needs to be placed on the Informal
Calendar to allow for the public input period.

2006 -110 - Staff indicated this needs to be amended because the title of the bill is incorrect.
Liaison reports - Mayor John Landwehr thought it would be a good idea to put the Council
committees on the agenda and change the category to "Liaison / Committee Reports" to
allow Council members to hear what is going on in connection to committees of which they
are not members.
